About this file

This document is an Amendment III Questions and Answers (Q&A) document for the USNS Salvor (T-ARS 52) Repair and Overhaul (ROH) contract, dated November 5, 2025. The 17-page document contains detailed technical clarifications for 51 different specification items covering various ship maintenance and repair services, including valve servicing, system inspections, equipment renewals, and preservation tasks. Key areas of focus include refrigeration systems, sewage tank preservation, cathodic protection, electrical systems, life raft and rescue boat certifications, and specific technical requirements for components like air chillers, bow thrusters, and rudder systems.

The document provides specific vendor contact information, technical manual references, and clarifications on work scope, materials, and performance expectations. Notable details include the requirement for the contractor to provide tugs and pilots for vessel delivery and redelivery, use of specific replacement parts and brands, and precise technical specifications for various ship systems. The amendment emphasizes that the place of performance cannot be in India, and all proposals must be electronically submitted to a specific Navy contracting officer email address. The document serves as a comprehensive technical guidance and clarification tool for potential contractors bidding on the ship repair and overhaul project.

Could you please re-send those reference files for our review?

16. SPECIFICATION ITEM NO.: WI 0602 PARA. NO. : Paragraph 7. 1

TITLE: A MEDICAL REEFER RENEWAL VR25-0011

1. It appears that the model name “HELMER IRL104-ADA” may be incorrect.

Please confirm if the correct model is “ILR104-ADA.”

2. If ILR104-ADA is correct, please note that this model has been discontinued.

According to the manufacturer, the recommended replacement model is ILR105-GX.

Could you please confirm if the ILR105-GX can be used as an alternative?

The only difference between the two models is the size:

ILR104: 24 × 32 × 26.75 in ILR105: 24 × 31.5 × 26.7 in

The size difference is minimal.

ANSWER: Yes, that is correct. Please ensure to order the US voltage, which is 120 volts. Kindly coordinate with Intech Marine. The existing medical refrigeration is still functioning; however, in 2023, the shipyard decided to connect the refrigeration alarm wiring themselves to the ship's automation system, which resulted in damaging the refrigeration alarm circuit board. As a result, it is no longer operational.

Most likely, only the refrigeration alarm circuit board needs to be replaced.

The current medical refrigeration is operational, but there is no alarm to notify the crew to check the refrigeration status or provide a warning signal on the ship’s automation console.
