About this opportunity
The Department of Homeland Security U.S. Coast Guard seeks dockside repairs and maintenance services for the USCGC NORTHLAND (WMEC-904), a 270-foot cutter, with proposals due June 8, 2026. The procurement is a 100-percent women-owned small business (WOSB) set-aside, foreclosing competition outside that category.
Place of performance is Portsmouth, Virginia, the vessel's homeport. Period of performance runs August 3 through September 27, 2026. The scope encompasses 25 definite line items and option items addressing seawater and lube oil heat exchanger cleaning and hydrostatic testing, main diesel engine and generator exhaust piping cleaning, chill water and potable water system cleaning and flushing, sewage system maintenance, compressed air system inspection and hydro testing, fin stabilizer inspection and repair, renewal of flexible couplings and auxiliary seawater system valves, deck plating renewal in multiple compartments, emergency diesel generator raw water pump replacement, and fire and smoke detection system replacement with a Consilium Salwico Fire Detection System. Government-furnished equipment includes specialized items such as hydraulic cylinders, heat exchangers, pumps, valves, a davit valued at approximately $86,888, and a fire detection control system kit valued at $77,550. The contract type is firm fixed price. NAICS code is 336611, Ship and Boat Building, with a size standard of 1,300 employees. PSC code is J998, Non-Nuclear Ship Repair (East).
Quoters must submit four volumes: technical capability (25 pages maximum), experience (5 pages), past performance (3 pages), and price schedule. Site visits must be completed by June 2, 2026. Evaluation prioritizes technical capability as most important, followed by experience and past performance, with price significantly less important than non-price factors combined. Award will be made on a best-value basis. The Government will withhold 10 percent of the total contract price until all deliverables are received and accepted. Payment is made electronically via the Invoice Processing Platform based on percentage or stage of completion.
