About this file
This is a Time Compliance Technical Order (TCTO) issued by the U.S. Coast Guard for replacing the fire and smoke detection system aboard Medium Endurance (WMEC-270) Class Cutter hulls 901 through 913.
The order directs contractors to remove the existing Siemens/Pyrotronics III fire detection system and all ancillary components, replacing them with the Consilium Salwico Fire detection system. The replacement must be accomplished within 60 months of receipt and includes removal of approximately 79 detector bases, 73 mounting plates, and numerous control units, annunciators, and supporting components. The contractor must supply Government-furnished equipment (GFE) consisting of one Control System Fire Suppression kit (P/N Q2401251-8, NSN 5998-01-F25-7076, valued at $77,550) containing 73 heat detectors, 59 smoke detectors, and associated hardware. Work requires 1,498 total labor hours: 1,490 hours for electrical installation by electricians, 3 hours for QA inspection, and 5 hours for painting. The contractor must provide an OEM-certified technical representative for the Consilium system to ensure compliance with manufacturer procedures, deliver operator training documentation, provide temporary fire detection coverage during installation, and conduct comprehensive system testing across 16 zones covering engine rooms, staterooms, storage spaces, and other compartments. A prototype system was installed on USCGC Spencer (WMEC-905) and USCGC Escanaba (WMEC-907) in November 2025. The order references multiple Coast Guard drawings, technical publications, and SFLC standard specifications for electrical work, cable testing, cable installation, and ship preservation. Upon completion, units must submit TCTO sign-off sheets, update Maintenance Standards in the Fleet Logistics System, and complete SFLC Form 47 documentation. Warranty coverage extends 12 months after installation and no more than 18 months after delivery.

4.1 Fire and smoke detection system test procedures. The Contractor must accomplish the following test procedure.
4.1.1 Test each detector listed in the Data Sheet. Contractor must submit a CFR for any discrepancies in the Data Sheet (incorrect locations, incorrect detector type in the space, etc) and provide a “red-line” markup of the corrected Data Sheet. Do not record “UNSAT” data. Any discrepancies must be corrected and retested prior to signing off as “SAT”.
• An ionization or photoelectric detector may be activated by blowing smoke into it or introducing an acceptable aerosol slightly away from the chamber.
• A thermal detector may be activated by an electric heat gun.
• A flame detector may be activated by holding the flame of a cigarette lighter slightly below or in front of the lens or by producing and infrared light from an IR source into the detector lens.
4.1.2 To test the system, activate a detector or manual pull station. Record each detector and device tested on the attached Data Sheets. Verify the following:
• All audible devices sound and can be silenced from remote annunciators and from the main fire alarm panel.
• System alarm lamp illuminates.
• Proper zone lamp illuminates at the zone module and the remote annunciators.
• Fire Detection System General Alarm activates.
4.1.3 Acknowledge alarm.
• Acknowledge the alarm at the annunciator (without silencing the alarm at the main fire panel).
• Acknowledge alarm at the alarm panel.
4.1.4 Reset the main fire alarm panel.
• Allow time for the smoke to clear out of the detector sensor or for the thermal fire detector to cool down.
• Reset alarm panel.
• Verify on the remote annunciator that the corresponding red LED is not illuminated over the zone for the zone detector sensor being tested.
• Verify on the main fire alarm panel that the corresponding zone is not illuminated.
4.1.5 Record results in Data Sheets below.
