About this opportunity

US Special Operations Command intends to solicit support services for the Special Operations Mission Training Center (SOMTC) at Fort Bragg, North Carolina, with an RFI response deadline of December 19, 2025; no set-aside is anticipated.

The contract will cover program management, facility management, physical security, property management, information technology and cybersecurity, training support, and mission command exercise development. All contractor personnel require a minimum Secret security clearance. The contractor will conduct eleven Mission Readiness Exercises annually, support Special Operations Forces training across multiple units (Special Forces, Psychological Operations, Civil Affairs, Ranger Regiment), and maintain simulation and training environments supporting complex multi-domain operations training.

The RFI seeks technical capability in Army Mission Command Systems interoperability, Special Operations Forces exercise architecture development, simulation integration, modeling and simulation, Mission Command systems training, and Mission Command Training Complex workforce management. Contractors must demonstrate expertise in systems including CPOF, JADOCS, and JBC-P, along with cybersecurity compliance and training network management. The RFI emphasizes both local and distributed training exercise support at Battalion and higher echelon levels.

The contract is structured with a one-month phase-in period, one 12-month base year, and seven 12-month option periods (RFI indicates four option periods with potential additional incentive years). Performance evaluation includes a detailed Performance Requirements Summary with specific metrics and potential financial remedies for non-compliance.

NAICS code is 541513 (Computer Facilities Management Services) with a $37 million size standard. RFI responses are due by 5:00 PM EST on December 19, 2025, submitted via email to Justin Burke and Debbie Harris. Respondents must be registered in SAM.gov. This RFI is market research only and does not obligate contract award; failure to respond does not preclude future participation.
