US Army Special Operations Command (USASOC) Special Operations Mission Training Center (SOMTC) Support Services
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST FOR
INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), invitation for bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI.
The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation.
Please see the draft Performance Work Statement (PWS). The anticipated period of performance will be for a 12-month base period and four (4) 12-month option periods. There is a possibility that additional incentive option years will be added. The anticipated base period includes a 30-day phase-in. The anticipated NAICS code is 541513 (Computer Facilities Management Services) with a size standard of $37 million.
Documentation provided must address all required elements listed. Providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered. All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Do NOT submit classified material.
Contractors interested in providing these services, should be registered in the System for Award Management (www.sam.gov). Contractors responding to this RFI are asked to provide the following information:
a. Company’s full name and address, and Point of Contact information
b. Unique Entity Identifier (UEI)
c. Business size (whether large, small, small-disadvantaged, 8(a), HUB Zone, women-owned, Service-Disabled Veteran Owned Small Business, historically black college or university, and/or minority service institute). - Please also advise the Government of pending changes in the business size status, if applicable.
d. Facility Clearance Level (FCL)
e. A Statement of Capability (no more than 15 pages) responding to the following questions:
1. Discuss how your company will ensure Army Mission Command Systems and simulations interoperate and what the users of both need to be concerned with to achieve exercise and operational objectives.
2. Explain your company’s capacity and technical ability to build Special Operation Forces (SOF) exercise architecture ensuring it is tailored to the user’s requirement and training objectives during local and distributed exercises. Also, provide your company’s experience and technical ability in building exercise architecture for O8/O6/O5 HQ’s exercises.
3. Provide your company’s experience and technical ability in integrating simulations and simulation tools (including database sources) into individual and collective training.

4. Provide your company’s experience and technical ability regarding Modeling & Simulation representation of systems, human and organizational behavior, and natural environment.
5. Provide your company’s experience and capability preparing and instructing courses on Army and Joint Mission Command systems such as Command Post of the Future (CPOF), Joint Automated Deep Operations Coordination System (JADOCS), Command Post Computing Environment (CPCE), Joint Battle Command-Platform (JBC-P), (Automated Information Discovery Environment (AIDE), Palantir, GAIA, FADE-MIST, and Tactical Assault Kit (TAK),
6. Explain your company’s ability and experience in hiring, managing and leading a workforce supporting a Mission Command Training Complex/Center that plans, prepares and executes Mission Readiness Exercises (local and distributed) for a variety of Special Operations Headquarters (to include Joint SOF elements at the Battalion and higher echelon levels). This includes maintaining cyber security posture for closed restricted training networks, ensuring Risk Management Framework compliance, Authority to Connect, and Authority to Operate compliance, creating programs of instruction (POIs) and course material on Mission Command Systems, ensuring property accountability for numerous line items in accordance with U.S. Army property regulations, scheduling facility maintenance and lastly ensuring physical security using an electronic security system, and key control.
7. Explain your company’s experience preparing simulation scenarios, course material and teaching Close Air Support/Call for Fire using a virtual simulator for individual and collective training events.
No requests for capability briefings will be honored at this time. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capability statements. No reimbursements will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.

Failure to respond to this RFI does not preclude participation in any future associated requests for quotations that may be issued. However, any potential use of small business set-asides or contract ordering vehicles will be based upon the feedback received. Respondents will NOT be individually notified of the results. However, if the final determination results in the verification of a sole-source negotiation, a Notice of Intent to Sole Source and the redacted Justification and Approval will be posted to www.sam.gov.
Respondents are cautioned that due to file size limitation and email security protocols, there is a risk that not all correspondence will be received by this office.
