About this opportunity
The U.S. Army Corps of Engineers Portland District seeks to establish multiple blanket purchase agreements for CAD vectorization services converting 2D drawings into vector format, with proposals due August 5, 2026 at 4:00 PM PDT. This is a 100% Women-Owned Small Business (WOSB) set-aside under NAICS 541340, Drafting Services.
Place of performance is the contractor's facility nationwide. The procurement requires contractors to vectorize drawings from government-furnished files (TIFF, PDF, PNG, JPEG, or CAD formats) into MicroStation CONNECT (.dgn) or AutoCAD (.dwg) format, adhering to USACE CAD standards. Contractors must maintain current versions of Bentley MicroStation CONNECT, AutoCAD 2023, and AutoCAD 2025 throughout the five-year agreement term. Standard turnaround time is 10 business days; longer timelines apply for orders exceeding 20 drawings. Drawings are classified by complexity (Low, Medium, High) with government examples provided. The contractor must perform at least 51 percent of work in-house as prime and accept Government Purchase Card payment for transactions.
The Government intends to award up to five BPAs. The master dollar limit is $350,000 per contractor with individual call orders capped at $25,000. Calls under $2,500 are placed via GPC; calls exceeding $2,500 are competed among all BPA holders with payment within 30 days. The McNamara-O'Hara Service Contract Act applies to calls over $2,500, with equivalent wage rates for Drafter/CAD Operator positions (GS-4 through GS-8).
Evaluation criteria are Technical Acceptability (Pass/Fail based on Performance Work Statement conformance) and Price (reasonableness and conformity to established pricing). The QASP establishes a 5 percent deficiency threshold per drawing group with 100 percent surveillance; non-conforming work must be corrected within one business day or the Government may assign work to another contractor and require reimbursement of costs.
Amendment 0001, posted July 28, extended the deadline from July 30 and released revised Bid Schedule, Performance Work Statement, Terms and Conditions, and sample complexity drawings. An estimated 600 total drawing conversions are anticipated, based on 400 completions over two prior years.

- DEP-10-6-9A42/3 = MEDIUM Complexity
- DEP-10-6-9A42/6 = HIGH Complexity
- LPP-1-3-1/11 = LOW Complexity
- LPP-1-2-0/12 = MEDIUM Complexity

Additionally within 28 JUL 2026's uploaded questions and answers there were comments regarding "rough scans". Uploaded example LP-1-9 is an example of perhaps the very low end that BPA holders and potential call order awardees can anticipate.
