About this file
This is a Quality Assurance Surveillance Plan (QASP) for CAD Vectorization Services developed by USACE – Portland District. The QASP establishes the procedures and performance standards that the Government will use to evaluate contractor compliance with the associated Performance Work Statement requirements.
The QASP identifies two primary performance objectives: (1) vectorizing 2D drawings by drafting from government-provided resource material (PWS paragraph 8.1), and (2) incorporating scanned redlines into vectorized 2D drawings (PWS paragraph 8.3). Both objectives are subject to an allowable deficiency rate of one deficiency per every 10 drawings, not to exceed 5% of the substantive content of each drawing. The performance threshold is set at 100%, requiring the contractor to correct all identified deficiencies prior to payment. The Contracting Officer's Representative (COR) is responsible for discovering deficiencies and complaints, which must then be communicated to the contractor for corrective action. The contractor bears sole responsibility for quality control and management actions to meet contract terms, while the Government's role is limited to quality assurance verification that contract standards are achieved and that payment is made only for services actually received.

Quality Assurance Surveillance Plan (QASP) For
CAD Vectorization Services
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the associated Performance Work Summary (PWS), titled CAD Vectorization Services. This plan outlines the procedures and guidelines the Government, USACE – Portland District, will use in ensuring the required performance standards or services levels are achieved by the contractor.
This QASP provides a systematic method to evaluate the services required of the contractor and provides a means for evaluating whether the contractor is meeting the performance standards/quality levels identified in the PWS and the contractor’s quality control plan (QCP), and to ensure that the Government pays only for the level of services received.
The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.
PERFORMANCE REQUIRES SUMMARY
The Performance Requirements Summary (PRS) in the following table determines if the contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the contractor is delivering the results specified in the contract.
Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements. The intent is to ensure that the Government receives the services for which it contracted.
The Government will only pay for services received. The following table lists the criteria that will be used to evaluate the contractor’s performance.
Quality Assurance Surveillance Plan Performance Objective PWS
Paragraph Allowed Number of Deficiencies
Vectorize by drafting government provided resource material (3.1) (2D)
8.1 1 every 10 drawings, not to exceed 5% of substantive content of drawing.
Incorporate scanned redlines in government provided resource material (3.1) to a vectorized drawing (2D)
8.3 1 every 10 drawings, not to exceed 5% of substantive content of drawing.
STANDARD
The performance threshold is 100%. All deficiencies shall be corrected by the contractor prior to payment.
PROCEDURES
If COR discovers deficiencies and/or receives complaints, the COR will pass them on to the Contractor for correction.
