About this file

This is a Performance Work Statement (PWS) for a Firm Fixed-Price, five-year Multiple Award Blanket Purchase Agreement (BPA) for CAD Vectorization Services to support the Portland District of the U.S. Army Corps of Engineers (USACE). The contractor must provide all personnel, equipment, tools, materials, and software necessary to perform CAD drafting and vectorization services for civil, structural, mechanical, and electrical discipline drawings. Services will be performed at the contractor's place of business, not at USACE project sites. The contractor must maintain current versions of Bentley MicroStation CONNECT, AutoCAD 2023, and AutoCAD 2025 throughout the contract duration and submit a software list for approval prior to contract commencement.

The primary CAD services include vectorizing drawings or sketches from government-furnished electronic files (TIFF, PDF, PNG, JPEG, or CAD formats), incorporating scanned redline markups into vectorized drawings, converting between MicroStation and AutoCAD formats, and delivering files via email or DoD SAFE. Standard turnaround time is 10 business days, with longer timelines for orders exceeding 20 drawings. All deliverables must conform to USACE CAD standards, be fully editable, and match original dimensional accuracy and title blocks. Specific technical requirements include vector-only drawings (no raster or hybrid images), Arial Regular fonts with defined text heights based on border sizes, color and line style specifications, proper layer/level organization by discipline, and dynamic justification for text with leaders. The Performance Requirements Summary establishes a 5% deficiency threshold per drawing group with 100% surveillance by the Contracting Officer's Representative. For calls under $2,500, payment is via Government Purchase Card; calls over $2,500 are competed among all BPA contractors with payment through USACE Finance Center within 30 days. The McNamara-O'Hara Service Contract Act applies to all calls exceeding $2,500. Insurance certificates and a Letter of Authority documenting company personnel and their authorities must be provided and maintained throughout the agreement term.

10.0 Performance Requirements Summary (PRS)

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

It is intended to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The Performance Requirements Summary (PRS) determines if the contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the contract is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements.

If the Contractor fails to perform at any time and the work is deemed critical by the COR, Government forces may be assigned to perform the work. If this occurs, the Contractor shall be required to reimburse the Government for the full costs of the work performed including labor, materials, transportation, and supervision.

10.1 Performance Requirements Summary (PRS) Table
