About this opportunity

The General Services Administration is soliciting lease proposals for office, laboratory, and warehouse space in Rolla, Missouri, with initial offers due by August 29, 2025. This pre-solicitation has advanced through seven amendments since November 2023; the most recent amendment (Amendment No. 7, posted May 28, 2026) updates the RLP main document, lease template, solicitation provisions, general clauses, and broker exhibit to reflect current terms.

The space requirement has narrowed significantly across amendments. The current solicitation seeks 35,835 to 37,335 ABOA square feet of contiguous space divided into four blocks: Block A for USGS (24,000–25,000 SF office/wet lab plus 5,000–5,500 SF storage); Block B for BLM (595 SF office); Block C for MSHA (4,544 SF office); and Block D for a fourth unnamed agency (1,696 SF office). The lease term is 10 years with a 5-year firm period, two optional 5-year renewals, and government termination rights after the firm term with 90 days' notice. Targeted occupancy is October 1, 2026.

Location and security requirements are strict. The facility must be within Rolla city limits, must not be within 640 feet of facilities identified as hazardous materials transportation or storage sites, must not be within 400 feet of courthouses, police stations, jails, ICE offices, IRS facilities, universities, or foreign power-associated locations (unless the government waives this restriction and accepts enhanced security measures). The building must be modern and quality-constructed with a professional facade of stone, marble, brick, or similar permanent materials; if not new, it must have undergone modernization or adaptive reuse.

Block A requires 24/7 access, non-hazardous material testing capability, and dry, wet, and clean-up laboratory space. All blocks require 37 surface/outside parking spaces (29 for government vehicles, 6 for visitors) with provisions for 144 employees plus ADA-accessible parking. Hours of operation are 6:30 AM to 6:00 PM Monday–Friday, with 24/7 access to the space.

This is an incumbent lessor re-compete; Amendment No. 6 (February 26, 2026) adds an Incumbent Lessor Scope of Work specifying that the lessor must repaint and recarpet Blocks B and C at lessor expense as a turnkey tenant improvement cost. For existing leased space (USGS and the fourth agency), tenant improvement allowances are $0.00 per ABOA SF; for BLM and MSHA at existing space, TI amounts are to be determined by the incumbent lessor. For other locations, TI allowances are $44.25–$57.49 per ABOA SF. Building Specific Amortized Capital is $0.00 per ABOA SF for existing space and $12.00 per ABOA SF for other locations.

Awards will be made to the responsible offeror with the lowest priced technically acceptable offer based on present value price evaluation. Cushman & Wakefield, U.S., Inc. is the GSA broker on this transaction (per Exhibit K, posted May 28, 2026). Offerors must provide GSA Form 1364 (Proposal to Lease Space) and GSA Form 1217 (Lessor's Annual Cost Statement) with fully serviced lease rates itemizing shell rent, TI rate, BSAC rate, operating costs, and parking costs. Supporting documentation required includes fire protection and life safety evaluations (GSA Form 12000), accessibility compliance verification, Energy Star certification or energy efficiency improvement proposals, seismic safety documentation, asbestos management plans if applicable, legal property description and tax information, scaled floorplans in AutoCAD format, evidence of financing or financial resources, local zoning compliance, SAM registration with unique entity identifier, and broker commission documentation.

Proposals must be submitted via email to BRUCE.KEYES@GSA.GOV and JEREMY.WALKER@GSA.GOV by 4:00 PM Central Time on August 29, 2025. The facility must meet government standards for fire safety, accessibility, seismic performance, sustainability (Energy Star or EISA equivalent), and must be located outside the 1-percent-annual-chance floodplain. The lease incorporates GSA general clauses (Template 3517B) including FAR-based provisions on maintenance, OSHA compliance, inspections, alterations, payment terms, standards of conduct, and security prohibitions on covered telecommunications equipment (Huawei, ZTE, Kaspersky Lab products, TikTok/ByteDance applications, and covered unmanned aircraft systems).
