About this file
This is Amendment 0002 to Solicitation FA558726R0002, effective 22 July 2026, for Integrated Waste Management Services (IWMS) at United States Visiting Forces (USVF) installations in the United Kingdom. The amendment updates section L-3.4(b) regarding environmental permits and compliance requirements and adds additional questions and answers to Attachment 7.
The Government intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an initial Task Order for IWMS services to be issued simultaneously with contract award. The contract period runs from 1 March 2027 through 30 April 2035 (60 months across a base period and option periods). Proposals are due 15 July 2026 by 1630 hours Greenwich Mean Time and must be submitted in three separate volumes: Technical (45 pages maximum), Past Performance (50 pages maximum), and Price (no page limit). The Technical Volume must include a Management Plan, Environmental Permits and Compliance documentation, and a Vehicle and Equipment Management Plan. All pricing must be submitted in British Pounds Sterling exclusive of VAT on a firm-fixed-price basis. Past performance must demonstrate relevance through a minimum of two but no more than five contracts involving full IWMS services management, subcontractor oversight, management of at least two separate regions simultaneously, a minimum of 290 Front End Loaders serviced, minimum 1.2M liters of liquid waste annually, and minimum annual contract value of £4,000,000. The critical change in this amendment clarifies facility permit submission requirements, allowing offerors to submit evidence such as cover pages identifying permit number, issuance date, and permit holder name rather than full permit documentation at proposal stage, with full copies to be provided after award. Questions must be submitted by 29 June 2026 and all Q&As will be posted to www.SAM.gov. A site visit is contingent on sufficient offeror interest and will be held at RAF Lakenheath, Mildenhall, Feltwell, Fairford, Croughton, and Alconbury, with participant names and credentials required three business days prior to the visit.

L-1.11 Clarifications
Offerors may be asked to provide clarification on certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond, or to resolve minor or clerical errors.
Clarifications are exchanges between the Government and offerors where offerors are given the opportunity to resolve minor or clerical errors or clarify certain aspects of their proposal. Clarifications can be used to enhance the Government's understanding of a proposal, allow reasonable interpretation of a proposal, or facilitate the Government's evaluation process.
Clarifications include, but are not limited to, addressing: ambiguities of the proposal; other concerns such as perceived deficiencies, weaknesses, errors, omissions, or mistakes; the relevance of an offeror's past performance information; and adverse past performance information to which the offeror has not previously had an opportunity to respond.
Clarifications do not permit offerors to revise their proposal and cannot be used to cure proposal deficiencies or material omissions or materially alter the technical or cost elements of the proposal. However, the Contracting Officer may request additional information, or documentation provided the cost/price or other material elements of the proposal are unchanged.
Clarifications may occur, at the Contracting Officer's discretion, at any time after receipt of proposals through contract award. Contracting Officers are not required to conduct clarifications with an offeror. If the Contracting Officer conducts clarifications with one or more offerors, it is not required to conduct clarifications with any other offeror.
These clarifications do not constitute negotiations, and the Government reserves the right to award contract without providing an opportunity for proposal revisions.
L-1.12 Negotiations
The Government reserves the right to award a contract without negotiations IAW RFO 15.2 Evaluation and Award. The Government also reserves the right to establish a competitive range and conduct negotiations if it is determined to be in its best interest.
Competitive range per RFO 15.204-1(a). is the group of evaluated proposals that the contracting officer determines are best suited for further negotiation. Contracting officers must establish a competitive range if negotiations will occur after evaluating competitive proposals. In accordance with RFO 15.204-1(b), the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly evaluated proposals.
IAW RFO 15.204-2, the scope and extent of negotiations are a matter of contracting officer judgment. The Contracting Officer must negotiate with each responsible offeror within the competitive range; and tailor the negotiation to the offeror's proposal, but at a minimum, indicate to, or negotiate with, each offeror any deficiencies or significant weaknesses in the proposal.
The Contracting Officers may further negotiate with an offeror, if necessary. Having further negotiations with a particular offeror does not obligate contracting officers to have further negotiations with any other offerors.
The Contracting Officer may also negotiate other aspects of the offeror's proposal that could, in the opinion of the contracting officer, be altered or explained to enhance materially the proposal's potential for award. The contracting officer is not required to negotiate every area where the proposal could be improved.
Elimination from the competitive range.
A proposal will be eliminated from consideration for award when the Contracting Officer determines that a proposal should no longer be included in the competitive range.
The Contracting Officer may eliminate the proposal from the competitive range at any time upon concluding that the offeror is unlikely to receive an award. The Contracting Officer is not required to have an additional negotiation with an offeror prior to taking such action. When the proposal is eliminated, no further revisions to the proposal will be accepted or considered. Written notice of this decision will be provided to unsuccessful offerors in accordance with RFO 15.206-1(a).
Proposal revision.
When negotiations with an offeror are finished, and that offeror has not been eliminated from the competitive range, the contracting officer will provide the offeror with an opportunity to submit a proposal revision; and a notice requiring the proposal revision in writing and stating that the Government intends to make award without obtaining further revisions.
Each offeror with a proposal still within the competitive range will be given an equal amount of time within which to submit their proposal revision.
L-1.13 Late Proposals
Late proposals will be processed IAW RFO 15.107 - Submission, modifications, revisions, and withdrawal of proposals.
Offerors are responsible for ensuring all files are received prior to the submission deadline.

L-4.2 Past Performance Contacts
The Offeror is responsible for contacting the past performance points of contact prior to submission and ensure they are willing to provide the past performance questionnaire information (Attachment 3). The offeror is responsible for providing the past performance questionnaires to their POC early enough to ensure the POC can submit the completed questionnaire directly to the Contracting Officer by the proposal due date. The Offeror shall copy on the outgoing 48CONS.PKB.Refuse@us.af.mil email to the POC so that the questionnaire may be tracked. The completed questionnaire must be received directly from the POC. Offerors may provide multiple contacts for the same customer. The Government reserves the right to contact any number of references and to use sources other than those provided by the offeror to obtain information related to Past Performance.
THE RESPONSIBILITY TO SEND OUT THE PAST PERFORMANCEQUESTIONNAIRE RESTS SOLELY WITH THE OFFEROR.
For each past performance POC provided, offerors must provide the following information to the contracting officer:
a) Company/Division name/Contracting Agency/Customer name
b) Description of service provided and key information to determine relevance to current scope of work
c) Contract number (if applicable)

L-4.3 Past Performance Information from Other Sources
Past performance information for contracts not listed by the offeror and/or past performance information for contracts of planned subcontractor(s) may also be evaluated.
References other than those identified by the offeror may be contacted by the Government and the information obtained during such contact may be used in the evaluation of the offeror's past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of the Contractors who are part of a partnership/joint venture or teaming agreement identified in the Offerors proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontracting Reporting System (eSRS), and any other known sources not provided by the Offeror. While the Government may elect to consider data obtained from other sources, it is still the responsibility of the offeror to provide sufficient information to demonstrate their proven past performance.
L-4.4 Adverse Past Performance Information
The offeror may provide a response to adverse past performance information if it did not previously have an opportunity to do so. The offeror shall limit this response to addressing only the specific adverse comments.
L-4.5 Responsibility Determination
Even though the assessment of past performance is separate and distinct from the Determination of Responsibility required by RFO 9.105-2, PPQ references contained herein may be used to support the Determination of Contractor Responsibility for the successful offeror.
L-5 VOLUME III - PRICE
L-5.1 Offer Sheet
Complete the Offer Sheet (Attachment 2) attached to this RFP. In so doing, the offeror agrees to the contract terms and conditions set forth in the solicitation and its attachments. The solicitation constitutes the model contract. Offerors should propose the best available pricing to the Government for each CLIN in arriving at the most competitive price.
The Government intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This type of contract establishes a scope of services that the Government can order on an as-needed basis. All services ordered under this IDIQ will be priced on a Firm-Fixed-Priced basis (FFP), as detailed in the Offer sheet.
Accordingly, proposed pricing shall be firm-fixed and not subject to revision or negotiation after award. Proposals shall include pricing for all items in the Offer Sheet. While the overarching CLIN structure may reflect the total 60-month (5-year) duration, offerors are required to submit detailed pricing utilizing the Offer Sheet (Attachment 2), which is formatted to clearly break out and capture distinct pricing for each separate ordering period (Base Period and all Option Periods). Failure to propose on all CLINs and all associated ordering periods within the Offer Sheet will render the price evaluation incomplete and the proposal non-compliant.

L-6 INFORMATIONAL PRICING NOTE - TUPE (Transfer of Undertakings (Protection of Employment) Regulations 2006
Definition. The United Kingdom's Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) is the main piece of legislation governing the transfer of an undertaking, or part of one, to another. The regulations are designed to protect the rights of employees in a transfer situation.
The Government does not have access to specific TUPE information and will not become involved in any related TUPE processes or associated liabilities (to include indemnification). This applies during both the pre-award and post-award phases between transferor and transferee.
While the Government understands the relevance of TUPE information in proposing fixed prices, the responsibility to provide TUPE information rests solely with the transferor, as governed by Regulation 11 of the Transfer of Undertakings (Protection of Employment) Regulations 2006(TUPE). As the transferor need only provide TUPE information to the transferee prior to the transfer, the Government's only obligation is to make available the listing of the current, incumbent contractor(s) with associated points of contact, if requested. The Government is not responsible for determination of TUPE applicability; the responsibility lies solely with the transferor.
As this is a firm-fixed-priced contract it is incumbent upon the offeror to calculate any anticipated TUPE pricing at time of proposal submittal. TUPE costs cannot be submitted as a conditional proposal, if submitted as such the offeror's proposal will be considered unacceptable and the offeror may be excluded from competition.
L-6.1 Attachment 6 - Incumbent Contractor and TUPE Information
To ensure a fair and transparent competition, the Government has provided Attachment 6 (Incumbent Contractor List) as part of this solicitation. This attachment contains the following information to assist offerors in their due diligence:
The names and business contact information of the current incumbent contractor(s) performing similar services at the installations listed in the PWS.
Available workforce data relevant to potential Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) considerations.
L-6.2 Use of Information
Offerors are encouraged to utilize the contact information in Attachment 6 to facilitate the exchange of employee liability information as governed by Regulation 11 of TUPE. While the Government provides this information to level the playing field, the responsibility for determining the applicability of TUPE and calculating associated costs remains solely with the offeror.
