The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks a 2-to-3-day virtual Healthcare Environmental Regulatory Compliance Green Environmental Management System (GEMS) training course for up to 15 participants, with proposals due August 14, 2026, at 10:00 AM Mountain Time. This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside; only vendors certified as SDVOSB and listed in the SBA certification database are eligible.
Place of performance is VISN 19 Rocky Mountain Network Offices in Glendale, Colorado, with training delivery conducted entirely virtually. The training must be scheduled and delivered between September 1 and October 15, 2026, with the VA selecting from three contractor-proposed available weeks. The solicitation is issued under simplified acquisition procedures for commercial items (NAICS 611430, PSC U009), and this combined synopsis and solicitation document constitutes the only solicitation.
The contractor must deliver live training spanning three consecutive business days (Tuesday through Thursday) via a virtual platform capable of supporting all 15 simultaneous participants without requiring VA network access; Zoom and Teams are acceptable. Training materials shall be provided electronically or in paper format. Instructors must demonstrate capability and experience managing hazardous waste under RCRA, with acceptable qualifications including CHMM, Professional Engineer, chemistry doctorate, or Certified Instructional Trainer certifications. The curriculum covers applied chemistry, waste determinations, pharmaceutical waste under RCRA Subpart P, lab waste and wastewater evaluation, and soil contamination and hazmat releases including CERCLA and RCRA implications. The VA will provide current waste stream issues for incorporation into training content.
The contract is a firm-fixed-price Purchase Order with a single delivery line item, performance period from September 1, 2026, through August 31, 2027. As a services contract with an SDVOSB prime, the contractor may not pay more than 50 percent of government payments to non-certified SDVOSB or VOSB subcontractors. Offerors must submit an eight-page capability statement, completed price schedule, up to three past performance references from the past five years, and a completed VA Notice of Limitations on Subcontracting certificate. Evaluation is based on capability to meet Statement of Work requirements, price, and past performance, with award to the responsible offeror submitting the lowest-priced acceptable quote. Questions are due August 7, 2026. Colorado prevailing wage rates apply under Service Contract Act Wage Determination 2015-5419, Revision 32, effective May 13, 2026.
