Questions and Answers
Question 1: Where is the Statement of Work posted?
Government Response: The Statement of Work is posted with Amendment 001at SAM.gov. A revision to the SOW is being posted with this amendment 002.
Question 2: The price schedule lists a single line item for a 2 to 3 day GEMS based virtual training course for up to 15 people, while the period of performance runs from September 1, 2026 through August 31, 2031. Could you clarify whether the quantity reflects one course for the full period, or a recurring course over the five years?
Government Response: The Period of Performance is 9/1/2026-8/31/2027. The requirement is for one (1) 2-3 day course for up to 15 participants and will be reflected as such in the awarded contract. The expanded date range is to accommodate when the potential training date will be scheduled/arranged.
Question 3: Please confirm the ordering period and contract type.
Government Response: the Government contract vehicle shall be a Purchase Order with no options clauses, and a single delivery contract line item. The Purchase Order shall be for one (1) 2–3 day training event, for upto 15 attendees and shall be scheduled/delivered between 9/1/2026 and 10/15/2026.
Question 4: Does the Government have a preference between electronic and paper materials, or is the format at offeror discretion? If paper is required or preferred, please confirm the shipping destination(s) and whether shipping is FOB destination (contractor pays) or if a separate delivery-of-materials CLIN is expected.
Government Response: Course materials are at the offeror’s discretion. If the offeror’s preference is “other than electronic”, the shipping of ‘paper’ materials would be FOB at the offerors’ s expense. Mailing addresses of attendees would be provided.
Question 5: Does the Government have any minimum instructor qualification requirements — for example, RCRA/HAZWOPER certification, a specified minimum years of environmental compliance training experience, VHA GEMS delivery history, or a required professional credential (P.E., CHMM, REM) — that should be reflected in the Volume I Capability response?
Government Response: The offeror shall submit its quote and capability statement detailing how the vendor has capability to meet the requirements of the SOW. There is an eight (8) page limitation to the capability statement; pages following page 8 will not be evaluated.
Background information, certification, accreditation and experience managing the Resources Conservation and Recovery Act (RCRA) for hazardous waste may be from several professional areas and vary between offerors. Examples of accreditation, certification, and experience anticipated for a qualified contractor may include; however, are not limited to: certified hazardous materials manager, chemical engineer (PE), chemistry professor (PhD), and Certified Instructional Trainer (CIT).
No additional questions are being accepted for this Combined Synopsis Solicitation.
Note: All aspects of ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS shall be met to be considered for award. Offers received that do not comply with the terms and conditions of the solicitation and/or have missing documentation may be considered con-compliant and eliminated from evaluation.
