I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the “only” solicitation; quotes are being requested, and a written solicitation document will not be issued.

II. OFFERS DUE: August 14, 2026 @ 10:00AM Mountain Time

a. Submit offers or any questions to the attention of Christine Jarvis via email to: christine.jarvis@va.gov.

b. All questions/inquiries must be submitted to the contract specialist via electronic mail (e-mail) not later than August 7, 2026 @ 10:00AM Mountain Time.

c. Inquiries submitted via telephone calls will be re-directed to an e-mail submission.

III. This is a Request for Quote (RFQ) Solicitation number 36C25926Q0706. The government anticipates awarding a firm-fixed price Purchase Order contract resulting from this solicitation for HERC GEMS Training services.

Period of performance for the PO contract is from 09/01/2026 to 08/31/2031.

IV. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

V. This acquisition is 100% Service-Disabled Veteran Owned Small Business (SDVSOB) set-aside. The North American Industry Classification System (NAICS) code 611430 Professional and Management Development Training with a small business size of $15 Million.

VI. The Product Service Code (PSC) is U009 Education/Training—General

VII. Department of Veterans Affairs, Network Contracting Office 19 Located at 6162 S. Willow Drive, Suite 300, Greenwood Village, Colorado 80111, in support of VISN 19 is seeking to procure HERC GEMS TRAINING SERVICES in accordance with the Statement of Work (SOW).

VIII. All interested parties shall provide quotations for services in accordance with the Statement of Work SOW.

IX. The Contractor shall price for Services as detailed in Attachment 1-Price Schedule.

X. Description of products and services to be acquired: The requirement is for HERC GEMS TRAINING SERVICES; please reference the Statement of Work (SOW) attached.

The version of RFO 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of RFO 52.212-1 contained in the FAR.

(a) Any award made as a result of this solicitation will be made on an All or Nothing Basis.

(b) State if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract.

(c) If the acquisition is set-aside for SDVOSBs/VOSBs, their socioeconomic status must be verified and visible in the SBA Small Business Certification (SBS): https://search.certifications.sba.gov/ at the time of quote submission AND award, or will be considered non-responsive, and will NOT be considered for award.

(d) Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contactors, the offeror making such contact may be excluded from award considerations.

(e) All proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror’s page limitations unless otherwise indicated in the specific volume instructions below.

(f) All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote.

Submission of quote shall include the following *volumes:

Volume I – Capability to meet the Government requirement.

The offeror shall submit its quote and capability statement detailing how it can meet the requirements of the SOW. There is an eight (8) page limitation to the capability statement; pages following page 8 will not be evaluated.

Volume II –Price Price - The offeror shall complete Attachment 1 - Price Schedule.

Volume III – Past Performance Offerors shall provide a maximum of three (3) recent and relevant past efforts (as defined below) to demonstrate their ability to perform the proposed work. If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted. If not providing CPARS evaluation past performance references must include contract numbers, amount of contract award, point of contact with email address, telephone numbers and other relevant information, and a description of product/work performed under the contract. To be relevant, the effort must be similar in nature of work, size, magnitude, complexity, and scope of this procurement. To be recent past performance is defined as not more than five years from the RFQ release date of this solicitation.

Volume IV – VAAR 852.219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction.

The offeror shall complete Attachment 3 - VAAR 852-219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction.

*If offeror does not provide all volumes as outlined in RFO 52.212-1 Instructions, the offer may be considered non-responsive.

OFFER SUBMITTAL INSTRUCTIONS:

Offeror shall:

1. Submit offers by Due Date/Time specified in section II. Late quotes may not be considered.

1. Acknowledge all amendment acknowledgements as part of their offer/quote

1. Submit VOLUME I Capability - Provide clear documentation of the technical capability as described in the SOW.

1. Submit VOLUME II: Attachment 1 – Price Schedule with this offer.

1. Submit VOLUME III: Offerors shall include past performance information.

1. Submit VOLUME IV: Offerors shall complete and submit the LOS Attachment 3 Offers received that do not comply with the terms and conditions of the solicitation and/or have missing documentation may be considered non-compliant and eliminated from evaluation.

XIII. The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.

Addendum to 52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES

(a) Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate offers based on price and other factors. Evaluation of quotes will be conducted utilizing Simplified Acquisition Procedures in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers, using three (3) factor evaluation. Three (3) factor evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most beneficial to the Government. The Government reserves the right to consider a quotation other than the lowest price. Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides a benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each offer must meet the requirements of the solicitation to be considered for evaluation.

Please read each section below carefully for the submittals and information required as part of the evaluation. Offers missing the requested information below, as well as the items listed in the Addendum to FAR 52.212-1, Instructions to Offerors, shall be considered non-compliant and may be removed from the evaluation process.

a. Non price Factor: Capability - Offeror shall provide documentation of the clear capability to provide all services included in the SOW.

b. Price: The Government will evaluate the price schedule submitted by each offeror. Contractors shall submit Attachment 1 – Price Schedule. Firm fixed unit pricing shall include all labor, overhead, profit, materials, and associated costs of the like to provide product/services.

1. Pricing shall not be handwritten on Attachment 1 – Price Schedule to ensure pricing is legible.

2. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

c. Past Performance - The quote shall include three (3) relevant past performances references with their offer. The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. If an offeror has no record of relevant past performance record or if information is not available, they will not be rated favorably or unfavorably.

(b) Options - The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

(c) Evaluation Process: The government anticipates selecting the best suited contractor from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their “best price” in response to this RFQ. Once the government determines the contractor that is the best‐suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical capability and price but will not include relaxing the Government’s requirements or the basis on which offerors proposed. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best‐suited contractor based on the original analysis and address any remaining issues.

(d) Acceptance of Offer. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision) EVALUATION APPROACH: In addition to information provided by FAR Provision 52.212-2 Evaluation- Commercial Items, the following evaluation approach will be used:

For each proposal received, the Government will evaluate the following:

· Non-price factor: Capability

· Price Factor: Price

· Non-price factor: Past Performance Quotes will be evaluated in the following manner:

1. The lowest-priced quote will be identified and evaluated to determine if the quoted price exceeds the amount of funding available for the procurement.

2. If the quoted price does not exceed the amount of funding available for the procurement, the quoted price will be evaluated to determine if it is reasonable.

3. The contracting officer will then determine if the successful offeror is responsible in compliance with Federal Acquisition Regulations RFO 9.105-2.

4. If the quoted price is found to be reasonable and the offer is determined to be responsible, the non-price factors Capability and Past Performance will be evaluated.

5. If the Capability will meet the need of the government and the Past Performance is “Satisfactory” the responsible offeror who submitted the lowest-priced quote will be identified as the “successful offeror.”

6. If contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced quote following the procedures described above.

7. This process will continue until a contract award can be made, or the contracting officer determines that no contract award can be made.

The contracting officer may find all quotes not acceptable and cancel the solicitation if the lowest-priced quote exceeds the amount of funding available for the procurement. The contracting officer may likewise find a quote under evaluation, as well as all remaining quotes, not acceptable and cancel the solicitation if the quote currently under evaluation exceeds the amount of funding available for the procurement. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.

XIV. RFO 52.212-4 – CONTRACT TERMS AND CONDITIONS – COMMERCIAL ITEMS - applies to this requirement. Any inconsistencies in this solicitation or contract shall be resolved by giving precedence IAW RFO 52.212-4(r). By submitting a quote, the offeror understands that quotes will not be referenced in 1449 and clauses incorporated in the solicitation will dictate the contract. All offerors shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under the contract IAW RFO 52.212-4(q). The Government reserves the right to deny requests for clause changes that are not included in this solicitation should the request be inconsistent with the RFO or VAAR.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to the prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the expiration of the contract term.
