The VA will select from three contractor-proposed available training weeks, with the projected timeframe being the last week of August, September, or the first two weeks of October 2026.

Statement of Work Healthcare Environmental Regulatory Compliance Green Environmental Management System (GEMS) Training

Background GEMS is a structured environmental management framework designed to integrate sustainability, regulatory compliance, and pollution prevention into organizational operations, particularly within the Veterans Health Administration.

Description of Requirement:

Contractor shall provide Healthcare Environmental Regulatory Compliance Green Environmental Management System (GEMS) Training for the Veterans Administration (VA) Veterans Integrated Service Network (VISN) 19.

Contractor shall provide virtual training, not to exceed three (3) business days scheduled Tuesday-Thursday, for fifteen (15) participants in different locations. Training shall include virtual instruction and course materials. The contractor shall provide live, virtual training for up to 15 VA staff at one time, meeting the following requirements:

· Number of participants - 15 people

· Virtual – live training. Virtual platform must be able to support all 15 participants from different stations at one time and must not need any connectivity or access to VA Networks (platforms like Zoom and Teams are acceptable)

· Provide training material to all participants – electronic or paper

· Course length not to exceed three days – Tuesday through Thursday

· Projected training timeframe – last week of August, September or first two weeks in October

· Provide three available weeks for VA to choose from

· VA will provide current waste stream issues for incorporation.

Topics to cover:

· Applied chemistry for environmental health staff – chemistry basics for environmental staff to include but not limited to; chemical properties, organic compounds and their chemical processes, transformations, and reactions, inorganic compounds and their chemical processes, transformations, and reactions, lab analysis and data collection

· Waste determinations – using applied chemistry knowledge and scientific sampling to determine process waste and characteristic waste determinations of hospital waste streams. Training must also include:

· Toxic Characteristics, Leachate Procedures (TCLP) process and sampling methodology

· Representative sampling for the TCLPs

· Reading lab results

· Pharmaceutical wastes – Deep diving the Resource Conservation and Recovery Act (RCRA) Subpart P known as Hazardous Waste Pharmaceuticals and managing to that standard. Applying both the applied chemistry and waste determination training for evaluating pharmaceuticals for hazardous waste, in addition to any land disposal restrictions for waste segregation.

· Lab waste and wastewater connections - Applying both the applied chemistry and waste determination training for evaluating clinical lab wastes for hazardous waste and wastewater considerations. Evaluating the clinical lab for de minimis wastewater exemptions, elemental neutralization, and lab packs.

· Soil contamination and hazmat releases – sampling for contamination; chemical and petroleum and oils, implications of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Resource Conservation and Recovery Act (RCRA) rules and exemptions, and remediation.

Projected period of Performance Availability to perform training to VISN 19 either the last week of August or September or during the first two (2) weeks in October 2026.
