About this opportunity
The U.S. Coast Guard seeks design, fabrication, delivery, installation, and support of three advanced training devices for the MH-60T Jayhawk helicopter, with proposals due September 24, 2026, at 4:00 PM ET and questions due August 19, 2026. This is a total small business set-aside with place of performance in Mobile, Alabama.
The procurement calls for one MH-60T Level 7 Flight Training Device compliant with FAA 14 CFR Part 60, one Hoist Training Simulator, and one Deployable Hoist Training Simulator, each with specified technical capabilities including six-degree-of-freedom motion platforms, high-fidelity visual systems with mixed-reality headset integration, and real-time network interoperability at 50-millisecond maximum latency. The FTD must feature electric control loading, 200-degree horizontal field of view, and 3D after-action review capability. All devices must achieve cybersecurity compliance with NIST SP 800-53 Revision 5 and DISA STIGs prior to Site Acceptance Testing.
The contract is structured as firm fixed price for a 36-month base performance period from award, with one optional extended warranty and support CLIN. Delivery is FOB destination to USCG Aviation Training Center Mobile, 8501 Tanner Williams Road, Mobile, AL 36608. The contractor must provide comprehensive technical documentation, conduct Factory and Site Acceptance Testing, deliver operator and maintainer training, and maintain standard one-year warranty with 95 percent minimum system availability and four-hour mean time to repair for critical failures.
Evaluation employs a best-value tradeoff using four equally weighted non-price factors—Technical Approach (15-page limit), Corporate Experience with three to five prior relevant projects completed within five years (25-page limit), Past Performance (no page limit), and Price—with non-price factors significantly more important than price. Proposals must be submitted in three separate volumes via email to Contracting Officer Sharita L. Leathers and Contract Specialist William R. Prebble, with pricing entered only in yellow-highlighted cells of the provided price schedule. The NAICS code is 333310, Commercial and Service Industry Machinery Manufacturing, with a 1,000-employee size standard; PSC is 6910, Training Aids.
