About this file
This is an enclosure document identifying Government Furnished Resources (GFI, GFE, and GFA) that the United States Coast Guard will provide to support the contractor's design, development, integration, and testing of the MH-60T Level 7 Flight Training Device (FTD), Hoist Mission Training System (HMTS), and Portable Hoist Mission Training System (P-HMTS).
The contractor is responsible for providing all components not explicitly listed as government-furnished, including cockpit assemblies (collective stick, cyclic grip, anti-torque pedals, throttle quadrant), console structures, control units, displays, sensors, and numerous avionics systems. The Government will furnish 27 items of technical data and software source code (GFI) via DoD Secure Access File Exchange (SAFE), with delivery timelines ranging from 15 to 45 days after contract award. These include existing MH-60T simulator flight dynamics, engine data, aircraft manuals, Interface Control Documents, aeronautical datasets, reference videos, and comprehensive source code for systems such as visual interfaces, motion systems, controls, environmental simulation, navigation radios, communications systems, and the Electronic Standby Instrument System. Four pieces of Government Furnished Equipment (GFE) will be delivered 45 days after contract award to the contractor's facility: a retired MH-60T helicopter fuselage, cockpit structure, complete set of cockpit windows, and pilot/copilot seats—all to be incorporated into the final FTD deliverable. Additionally, the Government will provide physical access (GFA) to the existing MH-60T flight simulator at ATC Mobile, Alabama for up to 5 days of static access and 3 days of dynamic operational access for scanning, measurements, and baseline verification, plus escorted facility access to required USCG Air Stations for photography and surveys. The contractor may formally request additional GFI or GFE by submitting written requests to the Contracting Officer's Representative and USCG Program Manager with clear identification, detailed justification linked to specific contract line items, and critical need-by dates; all requests will be tracked in monthly status reports and reviewed during Technical Interchange Meetings and Quarterly Program Management Reviews.
