This document is an enclosure identifying Government Furnished Resources (GFR) that the United States Coast Guard (USCG) will provide to the Contractor for the design, development, integration, and testing of the MH-60T Level 7 Flight Training Device (FTD), Hoist Mission Training System (HMTS), and Portable Hoist Mission Training System (P-HMTS). The Contractor bears full responsibility for sourcing all required components unless explicitly identified as Government-Furnished Resources in the final signed contract award document. Table 1 lists contractor-provided components including collective stick and grip assemblies, cyclic stick and grip assemblies, anti-torque pedals, throttle quadrant assembly, console structures, multi-function displays, control display units, video processor modules, processor switch modules, interactive hand control units, multifunction knob panels, HUD signal data converters, FLIR pilot control units, clocks, weather radar control panels, DAFCS computers, HUD systems, and E/O sensor systems.
The Government will furnish Government Furnished Information (GFI) via DoD Secure Access File Exchange (SAFE), including existing MH-60T simulator flight dynamics and engine data (15 days after contract award), aircraft manuals in PDF format (15 DACA), interface control documents for MIL-STD-1553B and ARINC 429 bus architecture (30 DACA), NGA aeronautical datasets (30 DACA), reference videos for FLIR sensors and hoist/SAR missions (45 DACA), USCG SAR tactics and procedures documentation (15 DACA), Instructor Operator Station software baseline (30 DACA), and existing aural/audio database (30 DACA). Government Furnished Equipment (GFE) includes a retired MH-60T helicopter fuselage, cockpit structure, complete set of cockpit windows, and pilot/copilot seats, all to be delivered 45 days after contract award and incorporated into final deliverables. Government Furnished Access (GFA) provides up to 5 days of unrestricted access to the existing MH-60T flight simulator at ATC Mobile, Alabama for 3D scanning and physical measurements, up to 3 days of access during dynamic operation for baseline verification, and as-needed escorted facility access at required USCG air stations for airfield photography. The Contractor may request additional GFI or GFE by submitting formal written requests to the Contracting Officer's Representative and USCG Program Manager with clear identification of required items, detailed justification linked to specific CLINs or SOW deliverables, and critical need-by dates, with all requests tracked in monthly status reports and reviewed at Technical Interchange Meetings and Quarterly Program Management Reviews.
