About this file
This is a Questions and Responses document providing government clarifications to vendor inquiries regarding the U.S. Coast Guard MH-60T Jayhawk Helicopter Advanced Aircrew Training Systems solicitation (RFP 70Z02326R93150001). The document addresses 11 key vendor questions spanning payment schedules, corporate experience submission requirements, training system specifications, acceptance criteria, and interoperability standards.
Regarding payment schedules, the government confirmed that offerors may propose alternative delivery-based milestone payments that better reflect individual cost expenditure approaches while protecting government interests. For corporate experience submissions, subcontractor projects are included within the maximum five prior projects permitted for both prime contractors and subcontractors. The government specified that the Hoist Training Simulator (HTS) and Deployable Hoist Training Simulator (D-HTS) must support rear-crew search-and-rescue and hoist operations using FAA Part 60 Level 7 Flight Training Device standards as baseline, with physical hardware required for direct tactile interactions (hoist control pendant, load-bearing cabin floors, safety harnesses, intercom systems) and mixed-reality technologies acceptable for external environments. The government will not provide pre-award facility blueprints but requires post-award site visits to assess installation requirements. Acceptance testing criteria will be identified in revised SOW sections 11.2.a. Real-time interoperability between the FTD, HTS, and D-HTS must utilize the Distributed Interactive Simulation (IEEE 1278.1) standard with comprehensive Interface Control Documents delivered with Government Purpose Rights, with full compliance validated during Site Acceptance Testing. The D-HTS must maintain a 4-foot by 8-foot pallet footprint during transportation and storage, with specific dimensional requirements addressed in revised SOW section 2.3.m.

| Question | SOW or RFP Section (if applicable) | Vendor Question | Government Response | |
| 1 | SOW | 1. SOW Enclosure 4 details Milestone Payments for the Contract as specified therein. We note that for the simulator deliverable items (CLINs 0001, 0002 and 0003) 50% of the total price of each CLIN is payable within the first 10 months after Contract Award, assuming the delivery schedule specified is met by the Contractor. No other Milestone Payments for these CLINs are payable until Ready for Factory Acceptance of each Device. This significant gap in payments would be a substantial burden for Small Businesses. | ||
| a. | May each Proposal propose alternate Milestone Payment Schedules? If not, then b. | Suggest the Coast Guard revise SOW Enclosure 4 to modify the percentage value of the Payments for CLINs 0001, 0002 and 0003 as follows: | ||
| - | For PDR to 15% | |||
| - | For CDR to 25% | |||
| - | For Ready for FAT: 15% | |||
| - | For Delivery and Installation Complete: 15% | |||
| Or another Milestone Payment Schedule better reflecting the cost expenditures over time for the 3 CLINs, while preserving adequate protection for the Coast Guard interests. | Refer to question 33 on the previous RFP attachment: Questions and Responses 24July2026_Amendment 0003. Offerors may propose alternative delivery-based payments that better reflect an individual approach to this effort. | |||
| 2 | RFP | 1. For Volume I, Factor 2 (Corporate Experience) and related Volume II requirements: RFP page 3 permits Offerors to submit corporate experience for Proposed Subcontractors for portions of the work that the Subcontractor is proposed to perform. We assume that each Subcontractor experience example proposed would be included in the maximum 5 prior projects permitted to be submitted, both for the Prime and Subcontractors. Please confirm; or if incorrect, are there any limits to the number of Subcontractor projects that may be submitted? | Confirmed. Please refer to the revised RFP 70Z02326R93150001, FAR provision 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, Factor 2, incorporated as part of Amendment 0006. | |
| 3 | SOW | The SOW requires the HTS and D-HTS to support rear-crew SAR and hoist operations within a representative MH-60T cabin environment. Please identify the minimum mission requirements, tasks, procedures, qualification events, mission-essential tasks (METs) and training objectives the HTS and D-HTS must support (to include any variance between the HTS and D-HTS), including: |
(a) load-handling tasks,
(b) cabin ingress/egress activities,
(c) crew coordination functions,
(d) personnel positioning, and
(e) equipment placement.
For each identified task, please specify whether it requires direct physical interaction by the trainee (and therefore requires physical hardware in either the HTS or D-HTS) or may instead be represented through mixed-reality technologies. Please identify any USCG Standardization qualification, currency, or misison-essential training events intended to be supported.
Please refer to the revised SOW section 2.2.k for the HTS and section 2.3.n for the D-HTS incorporated as part of Amendment 0006.
The Government will not release specific internal USCG training syllabi, curriculum pathways, or organizational qualification events as part of this solicitation, but instead requires the Hoist Training Simulator (HTS) and Deployable Hoist Training Simulator (D-HTS) to deliver the objective hardware, physics, and environmental capabilities defined in the Statement of Work (SOW) using the FAA Part 60 (Level 7 FTD) standard as a baseline for the flight model, environmental rendering, and system latency. To support these capabilities, the fixed HTS/D-HTS must utilize a physical cabin mock-up integrated with a dynamic overhead mechanical gantry to physically replicate dynamic pendulum swing and variable vertical cable tension and Mixed-Reality (MR) visual physics to simulate cable swing while maintaining a physically accurate door frame, step, and tether points. Across both systems, physical hardware is strictly required for direct tactile interactions—including a replica hoist control pendant with realistic spring-centering and variable speed, load-bearing cabin floors, door sills, fully rated safety harness (gunner's belt) tether anchor points in the cabin ceiling, and a physical Intercom System (ICS) cord and hoist control panels. MR technologies may be used to represent the external environment (such as height above surface, water spray, terrain, airframe exterior, and target vessels with wave-induced pitch/roll or relative underway motion) and the aerodynamic drag, wind slipstream, and trajectory behaviors of the payload once clear of the cabin door frame, provided that the integrated physics engine and instructor software maintain the technical capability to simulate emergency procedures including fouled or snagged cables (triggering physical tension lockup), and runaway hoists (uncommanded payout/inhaul).
4 SOW The SOW describes the HTS as a "full-size, immersive, mixed-reality hoist trainer replicating the MH-60T cabin environment," but does not specify dimensional requirements or identify which cabin features require physical replication versus mixed-reality representation. Please identify:
(a) the minimum physical cabin dimensions required, including cabin length, width, height, cabin door opening dimensions and usable floor area;
(b) for each of the following cabin elements, whether physical replication is required or mixed-reality representation is acceptable; seating, litter stanchions, rescue equipment stowage locations, swimmer entry area, cabin floor, cabin threshold, door structure, hoist operator station, hoist controls, rescue basket interface, litter interface, and rescue swimmer interface and
(c) whether the Government requires replication of the entire MH-60T cabin, or only those areas necessary to support flight mechanic, rescue swimmer, litter, rescue basket, and equipment transition training during hoist operations.
| The Government encourages and is interested in the Offeror’s proposed technical solutions for optimizing both the physical layout and the virtual/physical boundaries to meet the performance-based training objectives defined in the SOW. The Government does not prescribe a single, rigid engineering drawing for the cabin, but rather establishes baseline operational and interface requirements. The Government is interested in the Offeror’s proposed physical cabin envelope that successfully replicates the operational workspace of an H-60. | |||
| 5 | SOW | Section 11.2, references FAA Part 60 acceptance standards for the FTD, however, no comparable acceptance criteria are identified for the HTS or D-HTS. What objective performance, fidelity, training, operational, and/or Subject Matter Expert (SME)-assessed FAT and SAT criteria will be used to determine successful acceptance of the HTS and D-HTS? | Please refer to the revised SOW section 11.2.a incorporated as part of Amendment 0006. |
| 6 | SOW | The SOW requires real-time interoperability between the FTD, HTS, and D-HTS. (a) Please identify any interoperability standards (e.g., DIS, HLA, Government-furnished interface specification, or contractor-defined architecture) that are required or preferred. |
(b) If contractor-defined interfaces are permitted, will open interface documentation be required to support future Government integration efforts?
(c) Does the Government intend or require the HTS and D-HTS to interoperate with any FTD other than the one acquired through this solicitation?
(d) How will the interoperability compliance be validated during FAT and SAT?
| The Government requires real-time interoperability between the FTD, HTS, and D-HTS delivered under this effort, utilizing the Distributed Interactive Simulation (DIS) standard (IEEE 1278.1). To support both this integration and future scaling, the Contractor shall deliver a comprehensive Interface Control Document (ICD) with Government Purpose Rights (GPR) for each individual device. While active interoperability with other FTDs is not required during this initial development phase, the system architecture must natively support future integration with other DIS-compliant legacy or future training devices. Full interoperability compliance and DIS network performance between the delivered FTD, HTS, and D-HTS will be validated and tested during the Site Acceptance Testing (SAT) of the device that is delivered last. | ||
| 7 | SOW | Does the nominal 4 ft × 8 ft pallet footprint requirement apply only during transportation and storage, or must the fully configured D-HTS, including the IOS, tower rack, and supporting hardware, remain within that footprint during operation? Additionally: |
(a) What is the maximum palletized height?
(b) What is the maximum fully configured operating height?
| Please refer to the revised SOW section 2.3.m incorporated as part of Amendment 0006. | |||
| 8 | SOW Enclosure 2 Installation ICD | Enclosure 2 requires the Contractor to conduct a post-award site visit to determine facility dimensions, utility availability, structural loading limits, HVAC capacity, and access constraints. In order to support realistic proposal development and ensure consistent basis-of-estimate among offerors, will the Government provide any pre-award facility information, including floor plans, room dimensions, ceiling heights, structural loading limitations, electrical service characteristics, HVAC capacity, access route dimensions, or anticipated installation locations for the HTS and D-HTS? | The Government will not provide official facility blueprints or floor plans during the pre-award phase. |
| 9 | SOW | The SOW requires the HTS to support SAR mission profiles including overwater, shipboard, and confined-area operations. Please identify the specific mission scenarios that the Government considers mandatory for FAT, SAT, acceptance testing and training certification. | Please refer to the revised SOW section 11.2.a incorporated as part of Amendment 0006. |
| 10 | SOW Enclosure 2 Installation ICD | Enclosure 2 references installation of the “Hoist Mission Training System (HMTS)” whereas the SOW references the “Hoist Training Simulator (HTS)” and “Deployable Hoist Training Simulator (D-HTS).” Please confirm whether HMTS and HTS are intended to be the same system and whether all ICD requirements apply equally to the HTS and D-HTS. | Please refer to the revised SOW Enclosure 2 Installation ICD - MH-60T FTDs incorporated as part of Amendment 0006. |
| 11 | SOW | Is it the Government’s intent for the HTS to have the same rapidly deployable capability as the D-HTS, or was this requirement inadvertently copied from the D-HTS bulletized-list of requirements? | Please refer to the revised SOW section 2.2.b incorporated as part of Amendment 0006. |
