About this file

This is a Questions and Responses document (Amendment 0001) addressing vendor inquiries regarding RFP 70Z02326R93150001 for U.S. Coast Guard MH-60T Jayhawk Helicopter Advanced Aircrew Training Systems. The document clarifies requirements across 58 questions spanning technical specifications, acquisition strategy, and contractual terms for three training devices: one Level 7 Flight Training Device (FTD), one Hoist Mission Training System (HMTS), and one Portable HMTS (P-HMTS).

Key technical clarifications include: the FTD is not a fixed-base system but requires integration with a six-Degree-of-Freedom electric motion platform capable of 30 Hz vibration; the device must achieve "Level 7-like" fidelity using alternative engineering data sources (physics-based models, commercial flight envelope data, manufacturer specifications, and subjective tuning with USCG subject matter experts) rather than FAA-certified flight test data; fire detection and suppression are not required; an auto-alignment system is required for the visual display; and chin windows must be included in the visual display. The FTD and HMTS/P-HMTS must achieve real-time network interoperability with latency not exceeding 50 milliseconds to enable Crew Resource Management training, though they need not use identical image generators. The visual database must include all USCG air stations as high-fidelity airfields; the Government will not provide existing visual database intellectual property as Government-Furnished Information. Security requirements include NIST SP 800-53 controls and air-gapped network operation for Mixed Reality headsets. The contract is a 100% small business set-aside under NAICS Code 333310, with a revised proposal due date of August 3, 2026, 12:00 PM ET. The Government intends a single award for a three-year firm fixed-price contract with a Delivery Payment Schedule (not performance-based payments). No budget ceiling will be provided to offerors. The Government clarifies it conducted no advance vendor outreach regarding HMTS and Portable HMTS requirements prior to RFP release and made no competitive advantage disclosures to any vendors, with all industry visibility beginning with the Acquisition Planning Forecast System publication in March 2026.

QuestionSOW or RFP Section (if applicable)Vendor QuestionGovernment Response
1RFPThe solicitation indicated Level 7 FTD. The FAA does not certify simulators to the military. Does this solicitation requre to be certified by the FAA? If so, has the FAA given special approval? Please refer to the revised SOW section 2.1 incorporated as part of Amendment 0001.

Because the CG self certifies its training devices to a "Level 7-like kind" standard, the rigid FAA Part 60 flight-test data requirements are not strictly enforced in the same administrative manner. The government will not supply OEM flight test data at contract award. However, to ensure a fair and competitive procurement, bidders are permitted and encouraged to use alternative engineering data sources to achieve the required 'level 7-like' fidelity. this includes but not limited to: highly mature physics-based engineering simulation models, publicly or commercially available H-60/S-70 flight envelope data, extrapolated aircraft manufacturer technical specifications, subjective tuning and validation in cooperation with USCG MH-60T SMEs during the development and acceptance phases. Bidders should clearly outline in their proposal their data sourcing strategy and methodology for achieving 'level 7- like' fidelity using these alternative means.

The successful offeror shall deliver a 'like-kind' device that is designed, built, and tested to meet the objective and subjective standards detailed in 14 CFR Part 60 for a Level 7 Flight Training Device. The Government will verify compliance against these standards during Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT). No engagement with or approval from the FAA is required.

2N/ALevel 7 requires extensive flight test data. The Part 60 FAA simulator regulations for the Objective tests require more than 37 flight tests. To the best of our knowlaedge this data is not available commercially. (The U.G. Coast Guard might have some flight test data suitable for flight simulator manufacturers to use). Will the flight data be supplied at contract award by the Gov't? If flight data will not be supplied and the data is not commercially available, how can any company submit a bid fairly? Please refer to question # 1 response
3N/AIs there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.Brand new contract.

Similar training services for the flight mechanic c-school have been provided by Priority 1 AR.

4N/AWe would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?Brand new contract.
5N/AI am a US based company with a Government Systems side that is planning on submitting a quote for the MH-60T simulator under SAM.gov notice ID 70Z02326R93150001. I would like to know if my company can use a foreign based partner as a sub-contractor that is experienced in building out helicopter simulators? I am a simulation software, Image Generator, and visual database provider that partners with other US and Foreign resources to provide the cockpit structures and avionics for these types of simulators.Proposals including foreign teaming partners (i.e. potential subcontractors) must demonstrate that the companies can adhere to applicable laws, regulations, and security requirements (to include applicable export controls). If selected for award, such contractors will also need to ensure appropriate flow-down of required clauses and appropriate legal and regulatory controls to all subcontracts.
6SOWIn reading the SOW for Government Furnished Equipment I see that the Flight Dynamics/Aero Model and the Engine Data would be supplied by the Government. From our Government Systems side we ensure the safety of any GFI and I would like to know how this could be used if a Foreign partner is acceptable to provide me services as a sub-contractor?Please refer to question # 5 response
7N/AWill the Government provide access to the full trainer documentation library?Access will be provided to all government owned technical data at contract award
8N/ASince a draft RFP package was not released, will the Government provide a 30 day extension to the RFP due date (i.e. proposals due 20 August 2026) to facilitate sourcing for the Government specified items in Enclosure 1?Please refer to the revised proposal due date incorporated as part of Amendment 0001.
9SOWDoes the FTD projector visual display system require an auto-alignment system? Please refer to the revised SOW under section 2.1.4.c regarding auto-alignment incorporated as part of Amendment 0001.
10SOWWill FTD and HMTS require fire detection and/or fire suppression?Neither requires fire detection or fire suppression.
11SOWSection 1.1 FTD introduction describes the training device as a fixed base simulator. Section 2.12 list requirements for the FTD to be installed on a platform with a six-Degree-of-Freedom electric motion system. Can the Government confirm that the FTD is not required to be fixed and is required to have a motion system? Please refer to the revised SOW under sections 1.1 and 2.1.2.b incorporated as part of Amendment 0001.
12SOW Enclosure 1Flight Dynamics / Aero Model source code and Engine Data source code is list as GFI. Will source code for other Computer Software Configuration Items from the existing MH-60T Simulator be made availabe for reuse?
Examples include visual system interface source code, motion and controls system interface source code, real-time executive source code, Input/Output system source code. Please refer to the updated GFI list incorporated as part of Amendment 0001.
13SOWIf the offeror has a USCG approved level 7 FTD as a device baseline, will integrating the USCG's software (GFE) require for the device to be recertified as level 7, or will the USCG accept the device as having level 7 approval? Please refer to question # 1 response

The core requirement is the integration itself: a level 7 qual is not a permanent certification of a piece of hardware it is a validation that a specific, integrated hardware and software system meets a precise set of performance standards of a specific aircraft model. the integration of the new MH-60T GFI constitutes a fundamental change to the device's software baseline. the primary purpose of the testing outlined in this RFP is to formally verify that this new integration is successful, stable, and performs to the required Level 7 standard.

14N/AWhen did the Government first identify the standalone requirement for a HMTS and Portable HMTS as separate systems? The inclusion of these systems is a direct result of the US Coast Guard's current training needs and mission requirements as defined in the SOW.
15N/AWhat factors led to the inclusion of HMTS and Portable HMTS requirements after the RFI phase was completed? The inclusion of the standalone Hoist Mission Training System (HMTS) and Portable HMTS (P-HMTS) requirements is the result of a structured acquisition planning process driven by the U.S. Coast Guard's strategic operational needs.
16N/AWhat analysis or operational requirement led to the decision to move from a requirement from a FFS and OTD (for Pilot training) to now require an additional full-size HMTS and a Portable HMTS (Rear Crew Training) as separate CLINs?The decision to structure the final solicitation with separate CLINS for the FTD, HMTS and P-HMTS is the result of a deliberate, data driven acquisition planning process.
17N/AUSCG-2025-RFI-CG-9127 MH-60T Full Flight Simulator (FSS) and Operational Training Device (OTD) did not include a Hoist Mission Training System (HMTS) or Portable HMTS as a defined requirement. Can the Government clarify what specific market research activities were conducted to define the HMTS and P‑HMTS requirements prior to issuance of the RFP?The Government conducted market research in accordance with FAR Part 10 (Market Research); however requirements for the HMTS and P-HMTS were not defined by Market Research, but by USCG requirements.
18N/ACan the Government clarify why industry was not asked to provide input on HMTS or portable hoist training systems during the RFI phase? Please refer to question #17 response
19N/ADid the Government conduct any industry engagement, demonstrations, or consultations with vendors regarding hoist training systems after the RFI and prior to issuance of the RFP? If Yes, please provide who and when. Please refer to question # 17 response
20N/ADid the Government evaluate existing USCG contractors with demonstrated synthetic hoist training devices and capabilities as part of its market research? Please refer to question # 17 response
21N/ACan the Government clarify whether the term “Hoist Mission Training System (HMTS)” is intended as a generic descriptor or is based on existing commercial system nomenclature? The term 'Hoist Mission Training System (HMTS)' is utilized by the Government strictly as a generic, functional descriptor to define the operational capabilities, systems, and performance requirements detailed in the Statement of Work (SOW). It does not refer to any specific brand name, proprietary commercial product, or existing vendor-specific nomenclature. Bidders are encouraged to propose any system design, commercial-off-the-shelf (COTS) solution, or custom integration that fully satisfies the technical performance requirements specified under Section 2.2 and Section 2.3 of the SOW.
22N/ACan the Government explain the rationale for structuring HMTS and Portable HMTS as separate system-level CLINs rather than incorporating hoist training capability within the FFS or OTD solutions? The decision to structure the Hoist Mission Training System (HMTS) and Portable HMTS (P-HMTS) as separate system-level Contract Line Item Numbers (CLINs) is based on a deliberate analysis of distinct operational requirements, training audiences, and a strategic shift in the U.S. Coast Guard's training methodology.
23N/AWhat is the operational need for a portable HMTS?The U.S. Coast Guard has a definitive, operational need for a Portable Hoist Mission Training System (P-HMTS) that cannot be met by a centralized simulator.
24N/ADid the Government consider alternative approaches to hoist training capability to convert /transition MH-65 FMs to MH-60 FMs (e.g., integrated simulator solutions, modular systems, or service-based training solutions) prior to defining HMTS as a distinct system requirement?Yes. the Government conducted a comprehensive analysis of alternative approaches before defining the requirements in the final Request for Proposal (RFP). The option of integrating all hoist training functions into the primary FTD was evaluated and determined to be inefficient.
25N/ADid the Government provide any potential offerors with advance access to, or visibility into, draft RFP materials, requirements, or acquisition approaches related to the Hoist Mission Training System (HMTS) or Portable HMTS prior to the official release of the RFP? Additionally, did the Government provide any specific information regarding the scope, requirements, or anticipated content of CLIN 2 and CLIN 3—including those associated with the Hoist Mission Training System (HMTS) and Portable HMTS—to any vendors prior to RFP release? If so, please identify:

(a) the parties provided such access,

(b) the nature and extent of the information shared, and

(c) the timing of such disclosures.

This information is necessary to ensure that all offerors were afforded equal access to information and that no vendor received a competitive advantage in preparing its proposal.No. USCG did not provide such information to any potential vendors prior to release of this RFP.
26RFPHow did the Government ensure that all potential offerors received equal visibility into the HMTS and Portable HMTS requirements prior to issuance of the RFP?Acquisition Planning Forecast System (APFS) Record # F2026073258 was published in March 2026. No information regarding these requirements was provided to any entity prior to release in this RFP.
27RFPCan the Government clarify how the offerors were expected to become aware of and prepare for addition requirements of the HMTS and Portable HMTS prior to issuance of the RFP?Please refer to question # 26 response
28N/ACan the Government clarify how industry was expected to develop compliant solutions (including potential teaming arrangements) for HMTS and Portable HMTS requirements within the proposal preparation timeline which was never identified as a requirement in the RFI?The RFI was issued strictly for market research purposes. APFS Record # F2026073258 was published in March 2026.
29N/ADid the Government assess whether the proposal timeline provided sufficient time for offerors to identify, evaluate, and form teaming arrangements for specialized systems such as HMTS and Portable HMTS?Yes; however an extension to the proposal due date is being issued with this Amendment 0001.
30N/AWhat steps were taken to ensure that all potential offerors—including small businesses—had a fair opportunity to identify and engage potential partners for HMTS capability prior to proposal submission? This is a 100% small business set-aside requirement. Offers from non-small businesses under the applicable NAICS code will not be accepted.

APFS Record # F2026073258 was published in March 2026 31 N/A Industry desires to submit a competitive bid to meet or exceed the USCG’s training system outcomes and requirements. The list of individual components steers towards a specified solution, but without training tasks or performance requirements, industry cannot evaluate the equivalence or quantify the enhancing characteristics within the trade space of potential sub-system solutions. Will the government provide training tasks and performance specifications to enable a competitive response to meet the USCG’s needs? A formal Master Task List will be finalized collaboratively during the design phase. Bidders should base their proposals on the capability to support all flight-related tasks and emergency procedures found in the MH-60T Flight Manual, which will be provided as Government Furnished Information (GFI-03) upon award. This includes, but is not limited to: Instrument Flight Rules (IFR) procedures. Normal, abnormal, and emergency procedures (e.g., engine failures, tail rotor malfunctions, hydraulic failures). Night Vision Goggle (NVG) operations. USCG-specific mission scenarios, including Search and Rescue (SAR) patterns and approaches to shipboard and confined area landing zones.

See Amendment 001 for Section 2.1 for clarity on performance. The requirement to 'meet or exceed Federal Aviation Administration (FAA) Level 7 Flight Training Device standards' serves as the universally understood, objective baseline for the device's fidelity, performance, and testing. Offerors are expected to propose a solution capable of passing all objective and subjective tests required for a standard FAA Level 7 FTD qualification.

32SOWIs Motion required (SOW Sections 1.1 and 2.1.2 conflict)? Please refer to question # 11 response
33SOWNo Training Task List was provided (SOW Section 1.3) and there is additional uncertainty of how the collimated & MR visual systems will be used (SOW Section 2.1.3b) (Concurrently? For separate tasks/scenarios?). There are no similar requirements for the HMTS and P-HMTS MR systems (SOW Sections 2.2 and 2.3). Can the government please clarify? Please refer to the added section 2.1.3.c within the revised SOW incorporated as part of Amendment 0001.

34 N/A Are chin windows required? Please refer to the added section 2.1.3.d within the revised SOW incorporated as part of Amendment 0001.

35N/AFor MR headsets, what is Government/offline use? This is required by Section 2.1.3.b of the SOW, which states, 'The MR system must be fully functional on an air-gapped network.' This 'air-gapped' requirement means the proposed MR system must be a Professional, Enterprise-Grade Solution: The entire system, including its software, must be designed to operate within a secure, standalone government network without sending or receiving data from external, non-government servers. Therefore, any proposed MR headset solution must be a professional-grade or enterprise-grade system that is fully self-contained and does not have dependencies on consumer-facing online services. Bidders must ensure their proposed solution meets this strict 'air-gapped' operational requirement.
36N/ACan the government supply a list of USCG Airfields to properly bound the requirement? Please refer to SOW Enclosure 3 incorporated as part of Amendment 0001.
37SOWCan the government provide specified requirements (SOW Section 2.1.4)? Otherwise the only quantified performance requirement is FAA Level 7 without the necessary Task List to evaluate ability of technical proposal to permit certification. Please refer to the revised SOW section 2.1 incorporated as part of Amendment 0001.

The Government acknowledges the request for clarification regarding the specific performance requirements beyond the baseline of FAA Part 60 Level 7 standards. The technical requirements for the Image Generator and visual system are detailed in SOW Section 2.1.4. The acceptance criteria and the method for evaluating the offeror's proposed solution are as follows:

1. Baseline Performance Standard (FAA Part 60): The requirement to 'meet or exceed Federal Aviation Administration (FAA) Level 7 Flight Training Device standards' serves as the universally understood, objective baseline for the device's fidelity, performance, and testing. Offerors are expected to propose a solution capable of passing all objective and subjective tests required for a standard FAA Level 7 FTD qualification.

2. USCG-Specific Training Tasks: The Government will evaluate the device against a list of USCG-specific training scenarios. While a formal Master Task List will be finalized collaboratively during the design phase, bidders should base their proposals on the capability to support all flight-related tasks and emergency procedures found in the MH-60T Flight Manual, which will be provided as Government Furnished Information (GFI-03) upon award.

3. Acceptance Testing and Verification: The Government's verification of these requirements will occur via the formal testing process detailed in Section 4 of the SOW. The contractor will be required to develop and deliver a comprehensive Factory Acceptance Test Plan (CDRL A006) and Site Acceptance Test Plan (CDRL A007). These test plans, which are subject to Government approval, must demonstrate the device's ability to successfully execute the required FAA Level 7 tests and the USCG-specific training tasks derived from the flight manual. In summary, offerors should propose a system with the fidelity and performance required to meet standard FAA Level 7 criteria and be capable of executing all procedures contained within the MH-60T flight manual. The contractor's ability to successfully demonstrate these capabilities via the government-approved FAT and SAT plans will be the basis for final system acceptance.

38SOWCan the government provide details / ICD / technical specifications on GPS Spoofing (SOW Section 2.1.5c)? We believe the intent is not to replicate GPS Spoofing but rather stimulate EFBs to display the “ownship” GPS position during the simulation. The requirement is to simulate real, Government-furnished Electronic Flight Bags (EFBs) so that they accurately display the simulator's 'ownship' GPS position in real-time. To properly scope this requirement, bidders should note: 1. Transmission Protocol: The simulator must broadcast its ownship positional data (latitude, longitude, altitude, heading) via Bluetooth in a standard format (such as NMEA-0183) compatible with commercial tablets (e.g., iPads running standard aviation EFB applications). 2. Technical Implementation: The Government will not provide a custom Interface Control Document (ICD). The contractor is responsible for proposing a performance-based, Commercial-Off-The-Shelf (COTS) solution to output this data stream from the simulator's host computer to the Bluetooth transmitter. 3. Security Compliance: The proposed Bluetooth hardware must be capable of being physically switched off or electromagnetically shielded when not in use to comply with the device's security and Authority to Operate (ATO) protocols.
39SOWCan the government define system fidelity, reliability, and maintainability (SOW Section 11.2a) – otherwise unbounded (zero trade space)? Please refer to the revised SOW for the revision of section 6.2.c and the addition of section 11.2, incorporated as part of Amendment 0001.
40SOWTDP contents are undefined. No 1423 or TDP Option Selection Worksheet (MIL-STD-31000C) provided. Can the government clarify? Please refer to the provided CDRL's as part of Amendment 0001.
41N/AWith the limited timeframe for proposal response, there is extreme risk for receiving adequate quotes within 30 days. Many parts do not have part numbers necessary to request quotes from OEMs or alternate sources of supply. Can the government please update Table 1 to include detailed information so that industry can initiate RFQs and obtain quotes?SOW Enclosure 1 (Table 1) part numbers have been added and incorporated as part of Amendment 0001.
42SOW 1.1Section 1.1 specifies the MH-60T FTD to be a level 7, fixed-base simulator, but then section 2.1.2 b) requires a 6 DOF motion system. 1) Please clarify the requirement for motion as it relates to the FTD. 2) Is the desire to have seats designed that are similar to the MH-65E1?Please refer to the revised SOW incorporated as part of Amendment 0001.

The Government clarifies that the training device is NOT a fixed-base system. Section 1.1 will be amended to remove the 'fixed base' terminology. Section 2.12 accurately reflects the Government's requirement: the device shall be integrated with a compact, high-frequency 6-Degree-of-Freedom (6-DOF) electric motion platform capable of fitting within the specified facility footprint. Offerors must propose a motion system that meets these high-frequency dynamic requirements.

43 SOW 2.1.7 Section 2.1.7 discusses the IOS requirements but also lumps in a 3D After-Action Review (AAR) system. Can additional details paragraph be included in the SOW that speaks specifically to the AAR requirements? Please refer to the revised SOW section 2.1.7 incorporated as part of Amendment 0001.

44RFP / SF 1449 70Z02326R93150001 / FAR 52.212-4Can the Government confirm that contractor financing will be provided in the form of performance based payments?A Delivery Payment Schedule will be used for this requirement. Please refer to the Payment Schedule (SOW Enclosure 4) added to the SOW and incorporated as part of Amendment 0001.
45SOW 1.1 / SOW 2.1.3Section 2.1.3 states the visual system to be direct integration onto a 6-DOF motion/vibration platform which performance specifications call out required 30hz movement. Please clarify intent as base section 1.1 calls out fixed base level 7 FTD.Please refer to the response provided for question # 11.
46SOW 2.1.2 (b)Section 2.1.2 specifics motion to be all-electric (electromechanical) hexapod. Does this disallow electric-pneumatic hybrids for better actuator response or bladders to support frame weight? The Government's primary requirements for the motion system, as detailed in SOW Section 2.1.2, are for a six-Degree-of-Freedom (6-DOF) electric motion platform that: Is not hydraulic. Provides high-frequency vibration cueing up to at least 30 Hz. Delivers smooth, low-latency motion cueing. The term 'all-electric (electromechanical)' was used to define this intent. The SOW does not preclude the use of hybrid systems, such as those incorporating pneumatic components for functions like weight support (bladders) or actuator enhancement, provided the proposed solution meets the following criteria: 1. Compliance with Core Requirements: The system's primary motive force must be electric, and it must meet all specified performance requirements (6-DOF, 30 Hz vibration, low latency, etc.). 2. No Hydraulic Fluid: The system must not contain hydraulic fluid, in accordance with the intent of SOW Section 2.1.2.c. 3. 'Or Equal' Justification: If a vendor proposes a hybrid system, they must provide a detailed 'or equal' justification in their proposal. This justification must clearly demonstrate how their proposed solution meets or exceeds the performance, reliability, and maintainability of a purely electromechanical system, like the Moog E-series actuators referenced in the SOW. Offerors must clearly describe their proposed motion system architecture in their technical proposal. The Government will evaluate any proposed hybrid solution based on its ability to meet the stated performance requirements and on the strength of the 'or equal' justification.
47SOW 8.3 (c)(1)Section 8.3 - NIST SP 800-53 Rev 4 or Rev 5?Please refer to the revised SOW section 8.3.c incorporated as part of Amendment 0001.

48 SOW 8.3 (c)(1) Section 8.3 - Requirement is for implementation of NIST SP 800-53 Low Baseline controls - are all controls that make up the Low baseline selected, or are some not selected? Examples of possible not selected controls being IA-2(1) and IA-2(2) requiring multifactor authentication for all privileged and non-privileged accounts. Please refer to the revised SOW section 8.3.c incorporated as part of Amendment 0001.

While the Coast Guard utilizes CNSSI 1253 to determine the applicable security controls, the Government acknowledges that tailoring of this baseline is a standard and necessary part of the Risk Management Framework (RMF) process. The formal selection and tailoring of controls will be a collaborative effort finalized after contract award, as part of the security assessment and authorization process.

49SOW 8.3 (c)(4)Section 8.3 - Requirement is for "Protection of data at rest using removable hard drives or FIPS 140-2/3 compliant encryption." Does that mean that if removable hard drives are used, encryption is not required? Please refer to the revised SOW section 8.3.c incorporated as part of Amendment 0001.
50SOW 2.1.6Can the Government provide design data or user manuals for the Teledyne FLIR ESS-M EO/IR system? This is an updated system that is not included in the GFI baseline. The government does not have the data rights and will not provide at this stage of the solicitation.
51SOW 1.3 and 2.1.4.aSOW 1.3: “The Contractor shall ensure that all devices are interoperable…” and SOW 2.1.4.a: the FTD “ shall incorporate a high-performance, COTS GPU-based image generator (IG)... "
Is it the Government’s intention that the HMTS and P-HMTS operate using the same COTS GPU-based image generator as the FTD?The Government's intent for the term 'interoperable' in SOW Section 1.3 goes beyond simple database correlation and refers to real-time network interoperability between the Flight Training Device (FTD) and the Hoist Mission Training System (HMTS). For clarification purposes:

1. FTD-HMTS/P-HMTS Interoperability: The FTD (for the pilots) and the HMTS/P-HMTS (for the rear crew) must be capable of operating in a linked, real-time, and fully synchronized mode via a low-latency network. This is to enable comprehensive Crew Resource Management (CRM) training, where the actions of the pilots in the FTD directly affect the scenario for the hoist operator in the HMTS or P-HMTS, and vice-versa. This requirement is further detailed in SOW Section 8.4.c, which specifies a common protocol with a latency not to exceed 50 ms.

2. Image Generator (IG) Commonality: While the FTD and HMTS must be network-interoperable, they are not required to use the identical Image Generator (IG) hardware. The FTD will require a high-performance, multi-channel IG suitable for its large visual display, while the headset-based HMTS may use a more appropriately scaled IG. However, both systems however, must possess the same models (boats/aircraft) to ensure correlation during linked operations. Offerors must propose a technical solution that specifically addresses the networking, data exchange protocols (such as DIS/HLA), and software architecture required to achieve this real-time interoperability for CRM training.

52N/AAre Milestone Payments for CLINs 1 through 5 (or any of them) acceptable for this Contract? If so, should they be Proposed as an addendum to Volume III, or elsewhere in the Proposal? Or negotiated with the successful offeror after Contract Award? Please refer to the response provided for question # 44.
53SOW 2.1.3Reference SOW 2.1.3: There is no mention of any requirement for the visual display system to include the aircraft Chin Windows. Is a visual display of the OTW Chin Windows required? If so, any specific display format? Please refer to the response provided for question # 34.
54N/ADoes the Coast Guard reserve the right to make multiple awards to 2 or more Contractors? For example can the Coast Guard Award CLIN 0001 to one vendor and 0002 to a second Contractor? If so, can a Proposal be made for less than all CLINs?The Government intends to make a single award, three-year, firm fixed-price (FFP) contract resulting from this solicitation to one responsible Offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
55SOW 2.1.4 aReference SOW 2.1.4 a.: This Section requires that: “The visual database must include all USCG Air Stations as high-fidelity airfields”. Please define “high fidelity” Please provide a list of all the actual airfields required. Please refer to the revised SOW section 2.1.4.a incorporated as part of Amendment 0001.

56 SOW 2.1.4 a and SOW Enclosure Reference SOW 2.1.4 a and SOW Enclosure: The SOW Enclosure Table 2 lists GFI to be provided to the Contractor. It includes various source code from the existing MH-60T Simulator. SOW 2.1.4 a requires all USCG Air Stations to be included in the delivered visual database: Is the Coast Guard in possession of the visual database(s) from the existing MH-60T simulator (or other existing Coast Guard simulators) that includes all or some of the required airfields in this RFP? If so can that database(s) be provided as GFI to the Contractor as other software is to be provided? If yes please Itemize the airfields included in such GFI and the format it will be provided on. 1. Visual Database as GFI: No. The Government will not be providing the visual database from the existing MH-60T simulator as GFI. While the Government has usage rights for the existing database, it does not possess the intellectual property rights or the necessary source data required to transfer it to a new contractor for modification and integration into a new Image Generator (IG). The existing database is considered the proprietary IP of the original developer.

2. Contractor Responsibility: As specified in SOW Section 2.1.4.a, the successful offeror is responsible for developing and delivering a new, complete visual database that is compatible with their proposed IG solution. This new database must include all USCG Air Stations and Air Facilities as high-fidelity airfields, as previously defined.

3. Distinction from other GFI: The GFI being provided (e.g., flight dynamics/aero model and engine data) is based on Government-owned aircraft performance data. This is distinct from the visual database, which is a proprietary product developed by a commercial entity. Therefore, all offerors must base their technical proposals and pricing on the assumption that they will be required to create or procure a new visual database that meets all the requirements of the solicitation. No existing visual database will be provided.

57N/AIs there a budget established for the Solicitation? If so please provide to the Offerors. No budget will be provided
58RFPThe current language for “Factor 2 – Corporate Experience” on page 2 of the RFP states that: “The offeror shall submit a detailed descriptive listing of at least three (3) but no more than five (5) prior projects, performed as a prime contractor, that are similar in nature to the one described in this SOW.” Is the offeror permitted to include projects performed by key subcontractors and/or joint venture teammates? For example, if the offeror has a subcontractor that will provide hoist trainers, can projects performed by that subcontractor be included as part of the offeror’s corporate experience and past performance? Please refer to the revised Factor 2 - Corporate Experience incorporated as part of Amendment 0001.
