About this opportunity
The Bureau of Engraving and Printing seeks a five-year blanket purchase agreement for transportation and incineration of disintegrated non-securities waste at its District Currency Facility, with proposals due August 7, 2026 at 5:00 PM EST. This is a total small business set-aside; Amendment 0001 issued July 29, 2026 extended the deadline from July 31 and increased the estimated annual quantity from 156,000 pounds to 1,000,000 pounds.
Place of performance is Washington, DC (14th and C Streets, SW). The contractor furnishes all personnel, equipment, tools, materials, vehicles, and supervision to transport shredded currency paper to a Waste-to-Energy facility for incineration. The contract spans five one-year ordering periods from September 21, 2026 through September 20, 2031, with approximately 120 pickup events annually, each transporting approximately 18 bales or C-09 boxes (530 to 1,370 pounds each) via enclosed 48/53-foot tractor-trailers with maximum height of 12 feet 6 inches and length of 60 feet. The contractor operates Monday through Friday, 8:00 AM to 4:00 PM, excluding federal holidays and BEP's year-end shutdown (December 24–January 2). The incumbent contractor is Advant-Edge Solution of Middle Atlantic under BPA 2031ZA21A00027.
NAICS 562219 applies; the small business size standard is $47 million. Offerors must submit technical approach (3-page maximum), past performance (3-page maximum), firm fixed pricing per pound for incineration and per event for transportation using the provided Excel template, Treasury APU 26-01 staffing plan compliance, and amendment acknowledgment. Service Contract Act wage determination WD 2015-4281, Revision 37 (May 14, 2026) applies to DC, Maryland, and Virginia counties. Evaluation weights technical approach and past performance as significantly more important than price. A mandatory site visit is scheduled August 4, 2026 at 10:00 AM EST at 301 14th Street, SW; advance notice with vehicle information and participant names must be sent to patrick.brown@bep.gov.
