About this file
This is an Amendment to a Request for Quote (RFQ) for Transportation and Incineration services issued by the Bureau of Engraving and Printing (BEP), an agency of the U.S. Department of the Treasury. The amendment updates the original solicitation (2031ZA26Q00128) with significant modifications effective July 29, 2026.
The primary changes include: increasing the estimated quantity from 156,000 lbs to 1,000,000 lbs of disintegrated non-securities waste requiring transportation pickup and incineration services; extending the quote submission deadline from July 31, 2026 to August 7, 2026 at 5:00 PM EST; adding a mandatory site visit on August 4, 2026 at 10:00 AM EST; and updating the Performance Work Statement and pricing structures. The BPA establishes five one-year ordering periods from September 21, 2026 through September 20, 2031, with firm fixed pricing required for each period covering 1,000,000 lbs of incineration services and 120 transportation pickups annually. Quotes must be submitted in five separate volumes addressing technical approach (3-page maximum), past performance (3-page maximum), pricing using the provided Excel template, Treasury APU 26-01 compliance with mandatory Initial Staffing Plan, and amendment acknowledgment. The solicitation is set aside for small businesses (NAICS 562219, $47M size standard) and incorporates Revolutionary FAR Overhaul (RFO) clauses. Questions must be submitted by July 22, 2026 at 2:00 PM EST to the designated contracting officer, and all amendments must be acknowledged with quote submissions to avoid rejection.
