The Statement of Work addresses a blown LaB6 filament, startup problems, unreliable vacuum gauge readings, water rack repositioning, and missing back covers. Contractors must provide and install specified OEM replacement parts (CCD DAB board, LaB6 filament, 5V/30A power supply, diffusion and rotary pump oils, batteries, vacuum gauges, and apertures), perform preventative maintenance including oil changes and column cleaning, verify resolution using a TEM standard, and provide photographic documentation. Contractors must supply professional engineers trained and certified by the OEM for FEI Tecnai 12 microscopes and submit detailed documentation demonstrating ability to meet all Statement of Work requirements or specify any items that cannot be accomplished.
Amendment 0001 expanded scope and added line items to the quote form. The quotation submission includes 22 line items (originally 12) covering component replacements, maintenance services, vacuum system work, structural tasks, and travel expenses.
Evaluation uses best value tradeoff in descending order: Technical Capability, Past Performance (rated Acceptable, Neutral, or Unacceptable), and Price. Quotations must remain firm for 90 calendar days. All quotations must price all line items to be responsive. This amendment (0001) is being issued to: (1) Extend the quote submission deadline. (2) Expand the scope of the work required. (3) Add line items to reflect the increase in scope. (4) Update the clauses and provisions applicable to this requirement. (5) Update the evaluation procedure language to comply with FAR part 12 (criteria remain unchanged). (6) Update the provided attachments in the Attachments/Links section. All other terms and conditions remain unchanged.

The Agriculture Priorities and Allocations System (APAS) and assigned rating are not applicable to this solicitation.

A site visit is scheduled for June 4, 2026 (06/04/2026) at 1:00 PM PT. This site visit is intended to give prospective quoters the opportunity to familiarize themselves with the piece of equipment and to help gauge the scope of work that is required. Prospective attendees SHALL email the Primary Point of Contact and Secondary Point of Contact (if applicable) with the attendee's full name as it appears on a Government-issued picture ID (which must be presented at the time of the site visit) and citizenship status; and their company name, physical address, email address, and phone number. The deadline for requesting a site visit is 48-hours prior to the scheduled site visit date/time/time zone. Failure to comply with the registration instructions above will result in denial of access to the location and/or participation in site visit activities.
