About this opportunity

The U.S. Army Contracting Command (ACC-APG) Orlando Contracting Division, on behalf of the Capability Program Executive Office Simulation, Training, Test & Threat (CPE ST3), seeks proposals for continuous instructor and operator support services at Army Military Science and Tactics Centers, with proposals due November 9, 2026 at 9:00 AM EDT. This is a 100% small business set-aside, single-award firm fixed price contract with a mandatory minimum staffing baseline.

Place of performance encompasses 25 geographically dispersed Army installations throughout CONUS and OCONUS, including locations in Germany (Vilseck) and South Korea (Camp Humphreys). The contractor must maintain 110 full-time equivalents providing paramedic and emergency medical technician support for medical training delivery, including Combat Medic (68W) sustainment training, Tactical Combat Casualty Care (TC3) across all tiers, and Combat Life Saver (CLS) training. All personnel must hold current National Registry Paramedic or NREMT certifications at EMT level or higher, Basic Life Support certification, annual TC 8-800 training, and prior military medical experience (former 68W, 18D, Navy Corpsman, Navy NEC 8404, or Air Force medical personnel, or current licensed healthcare providers).

The contract runs for a 12-month base period (March 1, 2027 through February 28, 2028) plus four one-year option periods. Base year pricing in the government workbook shows CLIN 0001 at $746,240 for TRIOSS services (firm fixed price) plus CLIN 0002 at $12,000 for travel (cost-reimbursable, non-negotiable annual plug), totaling $758,240 base year and $3.006 million across all periods including option years. Offerors must propose fixed direct labor rates and locked indirect rates and profit percentages for the entire contract life; rates must comply with applicable Collective Bargaining Agreements and Service Contract Act wage determinations listed in Attachment 007.

Evaluation is best-value tradeoff, with Program Management Plan (oral presentation, 20 slides maximum, 45 minutes) weighted significantly higher than Past Performance (5-slide oral, 15 minutes minimum), and both non-cost factors combined significantly more important than price. Offerors must achieve minimum "Acceptable" rating on Program Management Plan to remain eligible. Past Performance requires minimum three examples with prime contractor role on at least two, within three years, demonstrating relevant medical training and DoD support experience. Cost evaluation mandates exactly 110 FTEs at 1,992 productive hours annually and includes price reasonableness and cost realism analysis. Proposals remain valid for 120 days. Questions are due October 15, 2026 at 11:00 AM EST; Amendment 02 clarified that award is expected December 2026 and no work shall be paid before the March 1, 2027 start date. NAICS 541990, PSC U009.
