About this file

This file is a spreadsheet containing answers to questions submitted by offerors in response to Amendment 02 of the TRIOSS II Request for Proposals. The document serves as a Q&A reference for clarification on solicitation requirements and does not address specific products or services required, pricing, or contract terms—those details are contained in the primary RFP documents. The spreadsheet provides Government responses to offeror inquiries regarding the Training Instructor Operator Services Support II (TRIOSS II) requirement, which is for continuous, uninterrupted instructor/operator support at Army Military Simulation Training Centers throughout CONUS and OCONUS locations. The base solicitation (W900KK-27-R-A0003) is for a single-award Firm Fixed Price Mandatory Minimum Staffing Baseline contract with a base period and four one-year option periods, with proposal submissions due November 9, 2026, and contract performance commencing March 1, 2027. Amendment 02 specifically updated answers to questions 17, 25, and 32, and directed offerors' attention to question 24 regarding wage determination classifications under the 15000-Instructional Occupations Series, 15090-Technical Instructor category. The U.S. Army Contracting Command (ACC-APG) Orlando Contracting Division is administering this procurement on behalf of the Capability Program Executive Office Simulation, Training, Test & Threat (CPE ST3).

(Price Volume Requirements)Section L.3.3.31 defines the requirement for the Pricing Narrative Volume to reconcile the "Above and Beyond" labor stating: "The Offeror shall include a narrative mapping matrix linking every proposed "Above and Beyond" labor category to the technical functions outlined in PWS 3.2 (Business Relations), PWS 3.3 (Contract Administration), PWS 3.17.1 (SME Oversight), PWS 3.18 (Program Management & Phase-In), and PWS 3.18.7 (Quality Control). Explain precisely how the proposed staffing levels guarantee continuous mission readiness and ensure zero degradation of instructor presence during short-term employee absences.'.
Will the government please confirm that a written narrative explanation of the Technical and Management functions of the Above and Beyond Staffing, referencing the applicable PWS sections is REQUIRED IN BOTH the Volume I, Factor 1 - Program Management (Slides and Oral Presentations) AND repeated in Volume III, Factor 3 - Total Proposed Price Narrative. The "above and beyond staffing" shall be part of the oral presentation dependent on how the Offorer wishes to present it in their slide presentation, and shall be in the wriiten narrative per instructions of L.3.3.31.

H.1.1, page 28Please clarify whether diminished-value deductions for permanent vacancies will apply during the 90-day transition-in period before the incoming contractor has reached the required Mandatory Minimum Staffing Baseline, or whether deductions begin upon commencement of full operational performance. The Phase-In period does NOT occur prior to the contract Period of Performance (PoP). Rather, the Phase-In period commences on Day 1 of the Base Year PoP (01 March 2027) and encompasses up to the first ninety (90) calendar days of performance. Offerors may propose modified phase-in schedules (30, 60, or up to 90 Days), while the maximum allowable phase-in duration is ninety (90) calendar days.

Because CLIN 0001 is a Firm-Fixed-Price line item predicated on full staffing, the Government will only pay for labor positions actually filled and performing during the contractor's proposed phase-in period. The contractor shall self-apply deductions on their monthly WAWF invoice and Monthly Invoicing Reconciliation report for any MMSB labor categories and hours that remain unfilled during that billing month.

Unfilled positions during the proposed phase-in ramp-up window will be treated strictly as financial price adjustments (deductions for services not rendered) and will NOT be evaluated unfavorably against the contractor's quality of performance or documented as negative past performance/CARs.

Sections H, L and M have been updated.

6Attachment 006 - Sections M.docx, §M.2.1(f), pp. 1–2; §§M.3.3.6–M.3.3.7, pp. 8–9M.2.1(f) states that the Government does not intend to evaluate the Total Evaluated Price for realism while M.3.3.6-M.3.3.7 states that the Government will perform a Cost Realism Analysis on the proposed pricing to assess labor rates, operational costs, performance risks, and other factors. Will the Government please clarify whether a Cost or Price Realism Analysis will be performed on the proposed pricing? The Government does. Section M.2.1 (f) has been updated.
7Attachement 003 - TRIOSS EXCEL Workbook.xlsx, Option Year 1–4 tabs, 6-Month Extension tab, and Summary tab; page N/A (native Excel workbook)Will the Government issue a corrected version of Attachment 003 (TRIOSS Pricing Workbook) to address the apparent formula discrepancies, including (1) the CLIN 1001 total formula on the Option Year 1 tab, which references an empty cell and appears to omit Part 2 labor categories (PM, Site Leads, Certification Fees, and DBA), and (2) the Part 2 subtotal formula on the Option Year 4 tab, which appears to double-count Above & Beyond labor; or should offerors correct these formulas internally and document the adjustments in their Cost Narrative, and if so, will the Government provide written instructions identifying the required formulas and cell references for calculating the Option Year 1 through Option Year 4 totals, the six-month extension total, and the Summary tab totals? The information that was entered in under the "BASE" tab is set as an example. It is up to the Offeror to enter in their own information based off of the MMSB in the PWS, the CBAs, Wage determinations and any other progrram management labor or expenses that the Offeror deems neccasarry in order to successfully complete the requirements of the PWS and contract.
8Solicitation - W900KK27RA003.pdf, Section H.1.1 and H.1.4, pp. 28–30; Attachment 001 - PWS_TRIOSS II.docx, PWS §3.18.2, p. 18Please clarify whether the permanent-vacancy deductions in Section H.1.1 begin on the first day of the 90-day phase-in period for each unfilled MMSB position, and how that treatment is reconciled with PWS §3.18.2, which requires the contractor to complete phase-in and hire all personnel for all sites by day 90.See question #5 answer
9Attachment 008 - Monthly Invoicing Reconciliation.xlsx, site staffing rows, Paramedic/EMT totals, diminished-value adjustment, and Total Days Missing field; page N/A (native Excel workbook); Attachment 001 - PWS_TRIOSS II.docx, PWS §3.0.4, p. 7Will the Government issue a corrected Attachment 008 aligned to the PWS §3.0.4 baseline of 38 Paramedics and 72 EMTs and corrected for the apparent duplicate or mislabeled site rows and the Total Days Missing calculation? The Attachment 008 is set up as an example and the Offeror must complete their own documentation, based on the MMSB and their labor rates. Offerors may add any additional information and columns, but have at a minimum the ones provided in the example present. (Need to look at wording in section H and CDRL 1)
10Attachment 003 - Section L.3.3.3, pp. 34-35Pricing Workbook (Attachment 003) does not contain a dedicated structure for subcontractor labor rates, burden, or a prime-subcontractor blended rate, unlike the separate GFPM-Subs workbook used in the prior MIOSS solicitation. Please confirm the required format for submitting subcontractor pricing detail, and whether prime indirect rates (overhead/G&A/profit) may still be applied to subcontractor direct labor costs?Unlike prior procurements, the Government is not issuing a separate, mandatory subcontractor pricing template. All pricing—whether performed by the Prime, a Subcontractor, or a Joint Venture partner—must roll up into and be represented within Attachment 003 (TRIOSS Pricing Workbook) and substantiated in the Volume III Cost Narrative.

In accordance with Section L.3.3.21, L.3.3.22, and L.3.3.26, Offerors have flexibility in presenting subcontractor labor details within Attachment 003: Offerors are expressly permitted to add columns to the right or left of the existing columns to clearly identify the performing subcontractor entity, the subcontractor unburdened/burdened rate, and any Prime indirect markup or pass-through burden applied. Existing columns and summary total formulas must not be deleted or broken. The Offeror’s Cost Narrative must include a complete Basis of Estimate (BOE) for all pricing.

11L.3.2.1 / M.3.2.1Sections L and M, Past PerformanceFor a joint venture offeror, may qualifying prime-contract past performance performed by an individual JV member satisfy the requirement for two prime examples, or must the joint venture entity itself have performed those prime contracts?Yes
12PWS 3.0.4 / Section H.1.5PWS p. 7-8; Solicitation Section H; QASP Section 7Please confirm whether MMSB deductions are assessed separately by site and labor category, and whether an unfilled position during the 90-day phase-in is subject to the same deductions as a vacancy after full operational capability.MMSB deductions are assedded separately by site and labor category. See answer #5 for 2nd part.
13PWS 3.0.9 / QASP Section 7PWS p. 9; QASP Deduct PlanFor short-term absences, does coverage by another qualified on-site employee satisfy the MMSB without requiring additional paid staffing, provided the required training and shift coverage are maintained? No, the contractor is required to maintain the MMSB personnel #s per PWS 3.0.4
14PWS 3.0.4Attachment 003 – TRIOSS II Excel Pricing Workbook; Attachment 001 – PWS, Section 3.0.4, pages 7–8Please confirm which document governs the site-by-site staffing requirements and labor category quantities when discrepancies exist between the Mandatory Minimum Staffing Baseline (MMSB) in PWS Section 3.0.4 and Attachment 003, the TRIOSS II Pricing Workbook. The Mandatory Minimum Staffing Baseline (MMSB) in PWS Section 3.0.4 is the baseline. Attachment 003 for Cost Pricing, the information placed in the columns are set as an example on how it should be filled out. It is up to the Offeror to fill out the spreadsheets with the labor information and their Program plan.
15M.3.3.1 / M.2.1(f)Section M pp. 1, 7Section M.3.3.1 identifies cost realism as an evaluation element, while M.2.1(f) states that the Government does not intend to evaluate the Total Evaluated Price for realism. Will the Government conduct a price realism analysis, and if so what aspects of the proposed fixed prices will be evaluated? The Government does. Section M.2.1 (f) has been updated.
16N/AAttachment 005 - Sections L, Section L.3.3.1Section L.3.3.1, page 9 specifies, "The price volume preparation instructions set forth herein are applicable to the Prime Offeror and any proposed Subcontractors." Please clarify and confirm that the Prime Offeror may incorporate all proposed subcontractor costs within its Volume III Price Proposal without requiring proposed subcontractors to prepare or submit separate Volume III Price Proposal packages. Given the firm-fixed-price nature of the proposed contract, subcontractors may provide fully burdened rates to the Prime Offeror without disclosing proprietary underlying cost elements, indirect rates, or profit/fee information. The Prime Offeror will evaluate the proposed subcontractor rates for price reasonableness and realism and provide its supporting analysis as part of the Prime Offeror’s Volume III submission.Yes, the Prime Offeror may incorporate all proposed subcontractor costs within its Volume III Price Proposal without requiring proposed subcontractors to prepare or submit separate Volume III Price Proposal packages. Subcontractors do not have to submit seperate spreadsheets.
17N/AAttachment 005 - Sections L, Section L.3.2.1Section L.3.2.1, page 9, Past Performance. In this section, please clarify that "offeror" in this instruction mean the proposed Prime contractor?Yes, Offeror equals Prime Contractor.
18N/AAttachment 005 - Sections L, Sections L.3.3.13 and L.3.3.20; Section M.3.3.4Section L.3.3.13 permits Offerors to propose escalated or variable indirect rates and profit/fee percentages for Option Years when adequately substantiated; however, Section L.3.3.20 requires Base Year Overhead, G&A, and Profit/Fee percentages to remain fixed throughout the Base and all Option Years. Please clarify which requirement governs and confirm whether Overhead, G&A, and Profit/Fee percentages must remain constant across all periods of performance. Please see updated section L language.
193.0.4PWS Section 3.0.4; Attachment 007PWS Section 3.0.4 identifies two Paramedic FTEs at MEDCoE/JBSA. Attachment 007 does not appear to identify a CBA or Wage Determination applicable to this location. Please confirm the applicable labor standards and pricing basis for the MEDCoE/JBSA Paramedic positions, including whether these positions are subject to a CBA or SCLS Wage Determination.JBSA is a new site so no wage determination informaton exists to date.
203.18.2PWS 3.18.2 Phase-In; Solicitation - W900KK27RA003, H.1Section H.1 specifies, "Exception: Immediate deductions for permanent vacancies shall apply during the designated 90-day transition-in period until the positions are either filled/transferred from existing contract."

The PWS section 3.18.2 Phase-In specifies, "The contractor shall conduct a phase-in period to assume full performance of the requirements of this contract. During the phase-in period, the contractor shall hire the personnel for each site, ensure those personnel understand their tasks, and be ready to conduct training immediately after the phase-in period is complete." It appears that the Phase-in period is prior to the start of the period of performance for the Base Period, and that the transition-in period referenced in H.1 refers to the first 90 days of the Base Year period of performance. Is that correct?

21PWS Paragraph 3.18.2, p 18Solicitation Paragraph H.1.1, p. 28; Section M Evaluation Factors Paragraph M.3.1.1, p.3What site-by-site staffing takeover schedule will govern application of H.1.1 permanent-vacancy deductions during the 90-day phase-in period? The offeror has up to 90 days after award of the contract to complete the transition of all personnel. No personnel can move to the TRIOSS 2 contract prior to 1 March 2027.
22Section L, Page 12, Paragraph L.3.3.13 (Bullet 3), p. 12Section L.3.3.13 states that in the absence of an FPRA/FPRR/PBR, offerors must submit indirect rate pool calculations that form the basis for out-year projections and because this program’s scale significantly exceeds the offeror’s current business base and introduces unique localized parameters such as Collective Bargaining Agreements (CBAs). Will the Government accept contract-specific indirect rate pool calculations using distinct, 5-year aggregate calculations for Fringe, Overhead, and G&A against their respective contract-specific allocation bases to establish separate, static indirect rate percentages for the contract's duration? No. The Government will not accept contract-specific indirect rate pools or static, contract-specific indirect rate percentages established solely for this effort.

23 Section L, Page 12, Paragraph L.3.3.13 (Bullet 3), p. 12 Section L.3.3.13 states that in the absence of an FPRA/FPRR/PBR, offerors must submit three consecutive years of audited financial statements. For small business offerors that utilize CPA-compiled or CPA-reviewed financial statements and federal tax returns rather than formal, independent CPA audit opinions, will the Government accept three years of CPA-Reviewed or CPA-Compiled financial statements as sufficient substantiation? Yes, the Government will accept CPA-Reviewed or CPA-Compiled financial statements for the three (3) most recent consecutive fiscal years.

To be deemed acceptable, these statements must be accompanied by complete, signed copies of the offeror's Federal Income Tax Returns (including all schedules) filed with the IRS for the same three-year period. The Government reserves the right to request additional clarifying financial information during evaluations to determine financial capability in accordance with FAR Part 9.104-1.

What minimum hourly wage rate should offerors use as the SCA floor for these Paramedic positions?Under the Wage Determinations the classifications that are currently being used is under the 15000- Instructional Occupations Series. 15090-Technical Instructor. Updated section L.3.3.18
25PWS 3.0.4, Mandatory Minimum Staffing Baseline, p. 8Attachment 007; Attachment 005 (Section L), L.3.3.18 and L.3.3.19, pp. 12-13Attachment 007 provides no CBA or Wage Determination for MEDCoE, JBSA (2 Paramedics per PWS 3.0.4). Should offerors price the MEDCoE, JBSA positions as Non-SCA/Non-CBA positions under L.3.3.19?JBSA is a new site and Attachement 007 does have the wage determination informaton added to it per amendment 01.
26PWS 3.3.4, OCONUS Requirements, p. 11PWS 3.18.3, p. 18; Attachment 005 (Section L), L.3.3.19, p. 13PWS 3.3.4 requires offerors to price all OCONUS costs with no price adjustments, and PWS 3.18.3 references SOFA documentation for Germany and Korea. Which logistics support privileges (e.g., APO mail, on-installation housing, commissary/exchange, MWR, military medical) will be authorized for contractor personnel at Vilseck, Germany and Camp Humphreys, Korea? No privledges are provided under this contract.
27Attachment 006 Section MSection M.2.1(f) states, "This review does not refer to and is not related to “unrealistically low” prices, and this language should not be read as though the Government intends to evaluate the Total Evaluated Price for realism", while M.3.3.6 and M.3.3.7 describe a cost realism analysis that may result in an Unacceptable rating. Please confirm that the cost realism analysis in M.3.3.6 will be performed. The Government does. Section M.2.1 (f) has been updated.
28Attachment 005 Section LAttachment 006 Section MSections L.3.3.13 and M.3.3.9 permit escalated indirect rates and profit/fee in Option Years, while L.3.3.20 and M.3.3.4 require them to remain fixed at Base Year percentages. Please confirm which is correct. Please see updated sections.
29PWS 3.18.2, Phase-In, p. 18Solicitation W900KK27RA003, Section H, para H.1.1 (Exception), p. 28 of 54. Also Section L, para L.3.1.1 and Section M, para M.3.1.1.Section H.1.1 states that immediate deductions for permanent vacancies apply during the 90-day transition-in period until positions are filled or transferred from the existing contract, while PWS 3.18.2, L.3.1.1 and M.3.1.1 require all MMSB positions to be hired and staffed by the end of the 90-day phase-in. During the 90-day phase-in period, will the Section H.1.4 diminished value deduction accrue on MMSB positions that the Offeror has not yet filled or transferred, or will deductions for unfilled positions begin only after the phase-in period ends?

Section M, para M.3.2.1, p. 5.Sections L.3.2.1 and M.3.2.1 require the Offeror to demonstrate that it served as the Prime Contractor on at least two of the three past performance examples. For an Offeror that is a joint venture, will the Government count contracts performed as the prime contractor by an individual JV member or by a proposed major subcontractor toward this requirement?Government would accept indvidual rating from JV members, but will not accept past performance examples by enities acting as a major subcontractor. Offerors may not submit past performance references that cover work performed as a major subcontractor. The qualified small business would earn a neutral rating if they do not have two past performance references on which they are a prime contractor. See updates to section L.3.2.1.

Could the Government clarify whether the phrase "strictly match" in Section M.3.3.8 is intended to mean "not less than" the CBA rate (i.e., verifying floor compliance), and whether Offerors are permitted to propose direct labor rates above the CBA baseline to support workforce recruitment and retention?Nothing in L or M prohibits proposing direct labor rates above the CBA baseline or Wage Determinations when an Offeror believes higher rates are necessary for recruitment/retention; such higher rates remain subject to overall price-reasonableness and cost-realism review. Section M.3.3.8 CBA Sites has also been updated.
