About this opportunity
The United States Patent and Trademark Office (USPTO) is seeking Training and Instructional Support Services to support two primary divisions: Automation Training Services (ATS) and Digital Media Services (DMS). The contract will provide comprehensive training and support for patent examiners, including developing multimedia training content, operating help desks, creating 508-compliant instructional materials, and supporting technical training needs across USPTO headquarters and regional offices in Dallas, Denver, Detroit, and San Jose. Key contract objectives include delivering classroom and one-on-one training for patent automation tools, desktop systems, and search technologies, as well as producing computer-based and web-based training modules. The evaluation will likely focus on past performance, technical capabilities, and compliance with reporting requirements outlined in the Quality Assurance Surveillance Plan (QASP). Proposals are due by April 8, 2025, with an anticipated contract award on May 12, 2025, and the performance period running from May 16, 2025, to May 15, 2030.
The contract is set aside exclusively for small businesses certified in the SBA's 8(a) program under NAICS code 611430 for Professional and Management Development Training. The estimated contract value ranges between $6.0 million and $8.0 million for the base year, with potential for four additional one-year option periods. The procurement will be structured as a Time and Materials (T&M) contract, covering multiple labor categories including Program Managers, Instructional Designers, Trainers, Database Administrators, and Digital Designers. The contract will require contractors to provide full staffing across various skill levels, with personnel needing to pass background investigations and obtain PIV badges for network access. Specific requirements include supporting patent examination training, developing multimedia content, and maintaining high-quality instructional services across multiple technical platforms and agency locations.
