About this file
This is a Consolidated Questions and Responses document for Draft RFP Solicitation FA564126R0001 for the Germany Aerial Mail Terminal (GAMT) IV requirement. The document addresses 22 questions submitted by potential offerors regarding the draft solicitation and clarifies the Government's acquisition strategy and requirements.
Key clarifications include: all contract pricing and payments will be conducted in Euros rather than U.S. Dollars; the correct evaluation quantity for Contingency Surge CLINs is 50,000 kg per period (not 5,000,000 kg as shown in error); the baseline monthly volume is 800,000 kg with surge capabilities available through formal activation procedures; baseline services will be fully funded at award and option exercise, while surge CLINs will be incrementally funded; liquidated damages clause FAR 52.211-11 will be removed and performance monitoring will occur through the Quality Assurance Surveillance Plan and CPARS; proposal page limits exclude standard front matter (title page, table of contents, list of figures, list of tables, list of acronyms, required forms, and glossary); offerors may submit up to five contract references total across the entire team (prime and major subcontractors combined) with up to three pages per reference for a maximum of 15 pages in the Past Performance volume; the 30-day Empty Equipment buffer is a mandatory requirement; contractor compliance with scanning requirements and adjusted STMR schedules should be detailed in the Management Approach; all invoices must be VAT-exempt and submitted through WAWF using the Invoice 2-in-1 format; and manually documented weighing records are acceptable for scale systems rather than requiring automated digital logging. The Government reserves the right to make changes in the final RFP, which will take precedence over these draft responses upon release.

The following are the Government's responses to questions received in reference to Draft Solicitation FA564126R0001 for the Germany Aerial Mail Terminal (GAMT) IV requirement.
These responses are based on the Government's current acquisition strategy and the draft solicitation documents. The Government reserves the right to make changes in the final Request for Proposal (RFP). In the event of a conflict between these Q&A responses and the final RFP, the final RFP shall take precedence. All offerors are responsible for reading and complying with the final RFP in its entirety.

The contract states that payment will be made in U.S. Dollars, however some employees and any subcontractors will be paid in Euros. Is it the Government’s intent for the contractor to maintain the currency conversion risk throughout the full duration of the new contract or will modifications be permitted at each option year to allow for price adjustments resulting from U.S. Dollar to Euro fluctuations?
The contract will be awarded in Euros. All pricing must be submitted in Euros, and all payments will be made in Euros

Quantity for each CLIN 0003, 1003, 2003, 3003, and 4003 are 500,000 kg in the Solicitation-FA564126R0001 Supplies or Services & Prices or Costs document. However, these CLIN amounts are displayed as 5,000,000 kg in the RFP Atch 3 Evaluation Criteria section 1.2.3 Total Evaluated Price (TEP) table. Question: Would the Government provide us with an updated table and let us know which quantity to include in our proposal?
Ref.: Draft Solicitation FA564126R0001, Section B and Atch 3 Evaluation Criteria, Section 1.2.3. TEP Table The quantity of 5,000,000 kg shown in the Attachment 3 table is an error. The correct evaluation quantity for the Contingency Surge CLINs (X003) will be 50,000 kg per period. All solicitation documents will be updated to reflect this correct quantity upon final release.

"PWS states: "The contractor shall scan all EDLs or UPUs to accurately manifest mail onto the DD Form 1372 for tracking purposes. This requirement applies to all truck dispatches destined for APOs, including truck-to-truck transfers. Additionally, the contractor shall scan prograde UPU labels IAW with SPRINT to ensure compliance with DoD guidelines."
Question: Scanning mail to the trucks will slow down the loading process. Can we make adjustments to the current STMR schedule to ensure all trucks continue to be dispatched on time?"
Ref.: PWS para. 5.4 The Government develops and ultimately approves the STMR schedule. However, offerors are encouraged to propose their operational plan for integrating the scanning process while meeting required dispatch timelines. If an offeror believes that specific adjustments to the STMR schedule are necessary to accommodate the scanning requirement without compromising dispatch efficiency, they shall clearly articulate these proposed adjustments in their Management Approach (Technical Volume) and explain how these adjustments will ensure the timely and efficient transfer of mail.

"PWS states: "In cases where mail must be staged in uncovered areas, it shall be done on a temporary basis and coordinated with the COR, with all mail securely covered to prevent damage."
Question: What is meant by temporary basis? "
Ref.: PWS para 14.2 In exceptional circumstances mail may be staged in an uncovered area only after direct coordination with and approval from the COR. In such cases, under no circumstances shall mail remain in an uncovered area for a period exceeding 4 calendar days (96 hours) without a documented risk acceptance from the COR.

On page 1 of the solicitation, Block 8 shows a due date of 23 Feb 2026, 03:00 AM. It is our understanding that we were sent a draft solicitation for review. Please clarify whether this is a draft or final solicitation.
Ref.: Draft Solicitation – FA564126R0001, Block 8 This is a DRAFT solicitation. The due date and time currently shown on the SF 1449 are placeholders and are not accurate. The final RFP will establish the official proposal submission deadline.

"ITO states: “The page limitation for all volumes is inclusive all material except: Title page
Table of contents."
Front matter typically also includes lists of figures and tables, and also an acronym list. These references can be helpful to evaluators. Could lists of figures and tables, and acronym lists also be excluded from page limitations?"
Ref.: Addendum to FAR 52.212-1 – Instructions to Offerors (ITO) – Commercial Items The page limitation is described in paragraph 2.3.
The Government agrees that standard front and back matter should not count against the page limits. The following items are excluded from the page limitations for all volumes:
Cover Page / Title Page
Table of Contents
List of Figures
List of Tables
List of Acronyms
Any required forms (e.g., SF 1449, consent letters)
Glossary of Terms
All other pages, including introduction/executive summary pages, are included in the page count.

"ITO states: ""The Offeror shall provide recent past performance information on no more than five (5) contracts.""
Question: Is there a minimum number of contracts to be submitted?"
Ref.: Addendum to FAR 52.212-1 – Instructions to Offerors (ITO) – Commercial Items There is no minimum number of contract references required to be submitted. An offeror may submit a single contract reference, provided that reference meets all the 'Recent' and 'Relevant' criteria defined in Attachment 3, Addendum to FAR 52.212-2, Evaluation Criteria. Offerors may submit up to a maximum of five (5) contract references
8
"ITO states: "In addition, the Offeror shall provide past performance information on any subcontractor, teaming partners, or joint venture partner who is anticipated to perform 25 percent or greater of the effort based on the total estimated costs, or who will perform efforts that are critical to the overall successful performance."
Question: The table in ITO 2.2 limits this volume to 10 pages. ITO 5.1 requests up to five contracts. First, can the prime submit up to five contracts, and then add past performance information from partner(s) as well? Second, would it be acceptable to permit, say, 3 pages per contract listed and let the number of contracts determine the volume length rather than limiting the volume to 10 pages regardless of how many contracts are listed?"
Ref.: Addendum to FAR 52.212-1 – Instructions to Offerors (ITO) – Commercial Items The instructions will be updated as follows:
The five (5) contract reference limit applies to the entire team. The prime contractor may decide how to allocate these five slots between its own references and those of its major subcontractors to present the most relevant picture of the team's overall past performance.
The page limit for Volume III, Past Performance, will be changed in the final RFP as follows: Offerors may use up to three (3) pages per contract reference submitted, for a maximum of 15 pages (5 contracts x 3 pages/contract). The page limit does not include the Past Performance Questionnaires or the Subcontractor Consent Letters.
The final RFP will reflect these updated instructions."

Confirm liquidated damages amount and conditions for application.
Ref.: Draft solicitation clause 52.211-11 Upon review, the Government has determined that FAR 52.211-11, Liquidated Damages—Supplies, Services, or Research and Development, is not the appropriate remedy for this service requirement. The clause will be removed from the final solicitation. The Government will monitor contractor performance against the standards set forth in the Performance Work Statement (PWS) and Services Summary, and it will address any performance deficiencies through the remedies provided in FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, including the use of the Contractor Performance Assessment Reporting System (CPARS)

Confirm baseline limit of 800,000 kg/month and requirement for Surge CLIN activation.
Ref.: Draft solicitation, Schedule B Confirmed. The baseline volume is 800,000 kg per month. All requirements and procedures for the activation of the Surge CLIN are detailed in the contract's Section H clause.
11
Clarify Surge CLIN activation process and when the ceiling amount will be published.
The activation process for the Surge CLIN is detailed in the Section H clause. In short, it requires a formal request from the contractor when a surge is projected, a review by the Government to determine the cause, and a final written authorization from the Contracting Officer before the CLIN can be used.
The specific dollar value for the NTE ceiling will be determined by the Government and will be included in the contract schedule (Section B) upon the release of the final Request for Proposal (RFP).
12
Identify which CLINs will be incrementally funded and expected funding cycles.
Ref.: Draft solicitation, Schedule B The Government's funding strategy is as follows:
Baseline Services (CLINs X001, X002, etc.): It is the Government's intent to fund the baseline Firm-Fixed-Price services for each performance period in their entirety at the beginning of that period (i.e., the base period will be fully funded at award, and each option period, if exercised, will be fully funded when the option is exercised).
Contingency Surge Services (CLIN X003): The Surge CLIN is the only line item that is planned for incremental funding. This CLIN will be minimally funded at award and will only receive additional funding via contract modification if and when a 'Contingency Surge Event' is declared by the Contracting Officer.
The clause at DFARS 252.232-7007, Limitation of Government's Obligation, is included in the contract to govern the funding of the Surge CLIN. Because the baseline services are severable, the Government also reserves the right to apply this clause to the baseline CLINs if necessary, due to unforeseen budgetary constraints; however, this is not the Government's current plan.
13
Confirm WAWF billing format (Invoice 2-in-1) and required supporting documents.
Ref.: Draft Solicitation clause 252.232-7006 The Contractor shall use the 'Invoice 2in1' document type in Wide Area WorkFlow (WAWF). Supporting documentation appropriate to the payment clause will be required." clause 252.232-7006, “Wide Area Workflow Payment Instructions” will be updated in the final solicitation document.
14
Please confirm that all contract prices will be invoiced VAT-exempt and specify required documents/processes (e.g., VAT exemption forms).
Ref.: Draft Solicitation clause, clause 252.229-7001 “Tax Relief” In accordance with DFARS 252.229-7001, Tax Relief, all prices shall be proposed exclusive of German Value Added Tax (VAT), and all invoices submitted under this contract must be exclusive of VAT. Per the clause, the contractor's invoice shall list the gross price, the amount of tax deducted, and the net price charged.
The process for documenting this exemption is integrated into the Wide Area WorkFlow (WAWF) payment system. The necessary VAT exemption forms can be generated within the WAWF database during the invoicing process.
To assist vendors with these procedures, the Defense Finance and Accounting Service (DFAS) provides a training video which can be accessed at the following link: https://www.youtube.com/watch?v=6XCjhhakvUU".
15
What performance penalties, corrective actions, or contractual consequences apply if Service Summary (SS) thresholds (Table 3) are repeatedly not met?
Ref.: PWS, Service Summary The Government's rights and the contractor's obligations in the event of non-conforming services are governed by the clauses included in this contract, primarily FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, and FAR 52.246-4, Inspection of Services—Fixed-Price.
In accordance with these clauses, if services do not meet the performance thresholds in the Services Summary, the Government may, at its option:
Require the Contractor to re-perform the deficient services at no increase in contract price.
If re-performance is not possible, the Government may require a reduction in the contract price reflecting the reduced value of the services performed.
Should the Contractor fail to promptly correct or re-perform the services, the Government has the right to perform the services (by other means) and charge the Contractor for any costs incurred, or to terminate the contract for cause (default).
Additionally, any performance failures will be documented in the Contractor Performance Assessment Reporting System (CPARS), which may affect the contractor's ability to secure future contracts.
16
If USPS or AMPS data are delayed/unavailable, must the contractor still meet reporting deadlines (e.g., 48-hour Surface Container Report, monthly CDRLs)?
Ref.: PWS Appendix E Generally, USPS or AMPS data are unavailable only on Saturdays between 1100 and 1700 each week. This timeframe does not impact the monthly CDRL. Additionally, Contractor performance deadlines are subject to the terms of the contract, including the clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services. Paragraph (f) of that clause, 'Excusable Delays,' states that the Contractor shall not be in default because of any failure to perform if the failure arises from causes beyond control and without the fault or negligence of the Contractor. A documented, unscheduled outage of a required Government data system could be considered such a cause. In this event, the Contractor should notify the Contracting Officer and COR immediately to coordinate an adjustment to the reporting deadline.
17
How is contractor compliance monitored during Contingency/Wartime Surge Operations, and what documentation is minimally required to justify activating surge conditions under Section H?
Ref.: Draft Solicitation, Draft H-clause, PWS paragraph 13.
Contractor compliance will be monitored in accordance with the Government's Quality Assurance Surveillance Plan (QASP).
The minimum documentation required to initiate the activation of the Surge CLIN is detailed in the Section H clause, paragraph 3.a, 'Step 1: Contractor Request for Determination,' which requires the submission of a formal request with a volume projection and supporting data.
18
Is the required 30-day Empty Equipment (EE) buffer for all supported APOs a strict contractual requirement or a target guideline, and how is compliance measured?
Ref.: Draft PWS, paragraph 6.
The 30-day Empty Equipment (EE) buffer is a mandatory requirement. Compliance will be monitored by the COR through a combination of inventory record reviews and physical inspections to ensure adequate stock levels are maintained per the PWS.
19
What minimum staffing levels, by function and shift, are expected to support the daily STMR schedule of 45–50 weekday dispatches and up to 10 on weekends?
This is a performance-based acquisition for a Firm-Fixed-Price (FFP) contract. In accordance with this structure, the Government has defined the required outcomes in the Performance Work Statement (PWS) and Services Summary, but it does not dictate the contractor's internal management approach, including specific staffing levels by function or shift.
The offeror is responsible for proposing a complete solution and determining the appropriate staffing necessary to meet all performance requirements of the contract. To assist offerors in developing their staffing models, the Government has provided extensive historical workload data in Appendix B of the PWS, as well as a sample STMR schedule in Appendix C. Offerors should use this data to inform their proposed management approach and pricing.
20
How many AMPS user accounts and permission levels will be authorized for the contractor, and what is the process for requesting access?
Access to the Automated Military Postal System (AMPS) requires successful completion of mandatory system training.
The process for obtaining access is as follows:
Request: During the phase-in period (and for any new hires post-award), the contractor's Project Manager shall submit a formal request to the Contracting Officer's Representative (COR), listing the personnel who require access and their specific job roles.
Initial Account Setup: The COR will coordinate with the Mail Control Activity (MCA) to have a provisional user account created for each employee.
Training and Certification: The employee will then log into AMPS using the provisional account to complete a mandatory training module and pass a certification test within the system.
Access Granted: Upon successful completion of the test, full access permissions appropriate to the employee's role will be granted.
The Government will provide a sufficient number of user accounts for all contractor personnel whose duties, as defined in the PWS, require access to AMPS
21
Are contractor-provided scale systems required to support automated digital logging, or are manually documented calibration and weighing records acceptable under CDRL A009?
Ref.: Draft PWS, Appendix E, Paragraph 15.6.
The PWS requires the contractor to provide a calibrated scale; it does not require a scale system with automated digital logging capabilities. Manually documented weighing records are acceptable for day-to-day operations
22
Can exceptions be approved for EE returns <2,000 kg to be sent via surface container instead of USPS-contracted airlines, if operationally beneficial?
Ref.: Draft PWS, paragraph 6.
The procedures outlined in PWS paragraph 6.3.3 are mandatory. All excess Empty Equipment (EE) shipments of less than 2,000 kg must be dispatched to the designated USPS-contracted airline. Shipments of 2,000 kg or more must be loaded in an outbound surface container. No exceptions will be granted.
23
Is there an official template for the 'Request for Determination' when projected mail volumes exceed the monthly baseline for surge activation?
Ref.: Draft solicitation, Draft H-clause, PWS paragraph 13..
There is no specific Government-provided template for the 'Request for Determination.' The contractor is responsible for creating its own formal memorandum or email for this purpose.
As specified in the H-clause, paragraph 3.a, the request must, at a minimum, contain two key elements: (1) the projected total monthly volume and the methodology used for the projection, and (2) all available supporting data (e.g., daily AMPS data, DD Forms 1372, etc.) to substantiate the projection.
24
Does the Government accept internal English-proficiency verification for contractor personnel, or is an external B2 certification strictly required for all non-US personnel?
Ref.: Draft PWS paragraph 9.2.
The Government has reviewed the English proficiency requirement, and the PWS will be updated to reflect the following standard:
For the Project Manager and Alternate Project Manager: If these individuals are non-US citizens, they must provide documentation demonstrating an English proficiency equivalent to the Common European Framework of Reference for Languages (CEFR) Level B1.
For all other non-US citizen employees: The English proficiency requirement can be met in one of two ways, at the contractor's discretion:
The employee may provide documentation proving proficiency equivalent to CEFR Level B1, OR
The contractor's Project Manager may assess and verify the employee's English proficiency during the hiring process and maintain a record of this internal verification.
This B1 standard is consistent with local requirements for foreign nationals seeking employment in Germany. The final RFP will include the updated PWS language
25
In case a contractor is not in SAM, what are the procedures?
"Offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov at the time of proposal submission to be considered for award. Registration is the responsibility of the offeror. The SAM.gov website provides all necessary instructions and support contacts
