About this opportunity
The Library of Congress is seeking a contractor to assess and potentially replace theater curtains at its National Audiovisual Conservation Center (NAVCC) in Culpeper, Virginia. The solicitation is a firm-fixed price contract that requires a comprehensive evaluation of the existing curtains, which were originally installed in 2006 and are showing signs of damage and mold. Contractors must submit a three-volume proposal including a technical approach (limited to 8 pages), past performance documentation, and pricing. The Library will evaluate submissions using a best-value trade-off approach, considering technical approach, past performance, and price. Key dates include a question submission deadline of April 18, 2025 at 12:00 PM EST, with answers posted as amendments, and proposal responses due by May 9, 2025 at 5:00 PM EST.
The solicitation is not set aside for any specific contractor group and is open to commercial contractors in the building finishing and textile inspection services categories. The contract includes a base assessment period from June 30, 2025 to September 30, 2025, with potential optional performance periods extending through June 29, 2026. The project involves assessing and potentially replacing two theater curtain panels approximately 24'1" high and a valance measuring 5'8" high, currently in a Merlot-colored DesignTex fabric. The theater has a 3,750-pound capacity Gala Spiralift and experiences curtain usage of 5-6 times per week. No travel expenses will be reimbursed, and the work is expected to occur during regular business hours with minimal impact on weekend screening schedules. Optional site visits were conducted on April 11 and April 21, 2025, with representatives from four different companies attending.
