SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C. STATEMENT OF WORK
C.1 OVERVIEW / BACKGROUND
The Library of Congress (Library)’s Packard Campus Theater at the National Audiovisual Conservation Center (NAVCC) has a curtain and valance that are now approximately 17 years old and are exhibiting damage and mold. As part of its public and internal programming, the Library opens and closes the curtain at least five to six times per week throughout the calendar year. The Library requires contract support for the replacement of the curtain, valance, and curtain operation rope. All aspects of the replacement must be fully compatible with the current Gerriets TRUMPF 95 system, including TRAC-DRIVE 8760b motor.
C.2 SCOPE
The contractor shall perform a removal, discard, and replacement of the Library’s Packard Campus Theater curtain, valance, and curtain operation rope. The replacement must adhere to the specifications, use patterns, and aesthetic values described below.
C.3 REQUIREMENTS
The contractor shall reference Attachment J1 – Stage Dimensions, Attachment J2 – Theater Specifications, and Attachment J3 – Theater Curtain Specifications for dimensions, materials, design, and other details regarding the structure and use of the curtain and valance. These attachments are provided as an aid to contractor and do not relieve the contractor from responsibility for full inspection and field measurement of existing conditions prior to fabrication.
The contractor shall use this information to inform their work plan but must field verify all measurements and receive written acceptance of all design, materials, and plans before proceeding with the work.
3.1 KICKOFF
The contractor shall facilitate a meeting with the Library Contracting Officer’s Representative (COR), and any relevant stakeholders identified by the COR, within seven (7) days of the contract start date. This meeting shall review, at a minimum:
A. The proposed work plan and schedule for replacement and major milestones for tracking.
B. Identify shipment or load-in needs to prepare for.
C. Note any personnel required for onsite work so the COR can aid in security clearance for those individuals.
D. Any immediate risks and mitigation efforts considered for the work including material procurement lead times, elevation or removal efforts for the curtain, and confirmation of measurements.
3.2 REMOVAL AND REPLACEMENT
The contractor shall remove, dispose of, and replace the original curtain, valance, and curtain operation rope.
A. Curtain and Valance Specifications
The curtain and valance are on motorized tracks approximately 27 feet high. The current curtain consists of two panels, approximate height 24’1”, width 28’0”. The valance measures approximately 5’8” height x 34’0” width. The fabric type for both: DesignTex 387200248622, color Merlot. See Attachment J3 – Theater Curtain Specifications for additional curtain and valance specifications for reference.
Per Attachment J3, the curtain and valance shall be replaced with the same or similar fabric, which shall be equivalent quality, equivalent or lighter in total weight, equivalent flame-retardant rating, matching color, matching composition (hemming and pleating), and the curtain must feature a black liner. The contractor shall provide a swatch with the post-assessment report recommendation and specifications of any equivalent, similar, or recommended fabrics for approval by the COR in consultation with the Library.
The contractor must field-verify and confirm all measurements and aesthetic specifications before replacing curtain and valance with the COR.
B. Curtain Rope Specifications
The current curtain operation rope shall be replaced with a new rope compatible with the existing Gerriets TRUMPF 95 system, including TRAC-DRIVE 8760b motor, that operates the curtain. The rope must be 3/8” (8mm) in diameter, made of polyester or Kevlar. Rope must be sufficient to support the length, movement, and weight of the replacement curtain.
C. Replacement Work Plan
The contractor shall present a plan to remove the current curtain and valance, install the new curtain and valance, and dispose of the original curtain and valance. The contractor’s plan shall describe the following:
1. Duration of time estimated for project completion.
2. Methods to be used, including:
i. Precautions to be taken to prevent damage to movie screen, masking, carpet, stage, proscenium, and theater.
ii. What equipment will be required and how the contractor will transport those items to and from the theater.
iii. What elevation method will be used for project completion (i.e. scaffolding, mechanical lift, ladders).
3. The Contractor Personnel Safety Plan must identify potential safety hazards of the work to be performed and risk mitigation tactics and procedures.
4. Number of contractor staff members required for work.
5. Any anticipated effect on the Library’s regular public film screening schedule of one film Friday evenings and two film on Saturdays. These screening occur after regular work hours but require an unobstructed view of the screen.
The COR will provide either feedback/revision requests or approval of the plan within five business days. If revisions are needed, the contractor must complete them and return the plan for COR approval within three business days.
The assessment may proceed at the COR-approved date and time only after written approval of the assessment plan by the COR.
D. Replacement Inspection and Acceptance
The complete, replaced curtain and valance will be inspected after installation and prior to acceptance of the deliverables. Inspection will be performed by the COR and subject matter experts to ensure compliance with requirements and adherence to the agreed-upon plan. Final approval authority lies solely with the COR.
3.3 EQUIPMENT
The contractor must provide all work equipment. The contractor shall schedule equipment deliveries in advance with the COR. Equipment deliveries must abide by the terms of LCFAR 52.211-1 Deliveries. Deliveries must occur during the Library’s loading dock hours of 8:00 a.m. to 4:00 p.m.
C.4 CONTRACT PERFORMANCE
4.1 SCHEDULE OF EVENTS/DELIVERABLES
Paragraph reference Description of Event/Deliverable Due date
3.1 Kickoff Meeting Within ten (10) days of contract
start
3.2 C Replacement Work Plan If the COR requires revisions
between award and the start of work, these will be communicated at the Kickoff Meeting. Revisions are due within five (5) days of the kickoff meeting.
3.2 Curtain, Valance, and Rope Replacement Completed per the accepted project schedule and no later than June 29, 2026.
4.2 QUALITY CONTROL
The Library COR and subject matter experts will perform quality control checks to ensure that the contractor is abiding by the terms of the contract and that all deliverables and work are risk and defect free. This will involve periodic communication and requests for updates that may include descriptions and photographs of the work performed thus far as well as onsite supervision by the COR and Library stakeholders of removal and installation of the curtain and valance.
The contractor shall work with the COR to identify, respond to, and mitigate risks and defects that arise during performance by communicating issues as they arise. Delays, issues, or defects that affect the project schedules must be communicated to the COR within three (3) business days so that the COR and contractor can collaborate on resolutions and adjust timelines. Final approval of the completed deliverables is the sole authority of the COR.
C.5 KEY PERSONNEL
The personnel performing under this contract must have experience and intricate technical knowledge of theatrical curtain cleaning, repair, installation, and curtain fabrics, specifically in venues that show films and have movie screens and masking. 5.1 PROJECT MANAGER
The contractor shall provide a Project Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. SECTION M - EVALUATION FACTORS FOR AWARD
End of Document
M.1 LC52.215-2 EVALUATION - BEST VALUE TRADE-OFF (FEB 2020)
M.1.1 Competition Factors
The Library will evaluate offers as described below:
The Library will award the contract resulting from this solicitation to the responsible offeror that provides the best value to the Library. The Library intends to evaluate the proposal and award the contract in accordance with FAR Part 13.5 utilizing simplified acquisition procedures. The Library reserves the right to enter clarification and/or communication sessions with some, none, or all potential awardees based upon the discretion of the Library and the information contained in the offers. The Library also reserves the right to award without communications. Therefore, Offeror’s initial offer shall contain offeror’s best terms.
M.1.2 Evaluation Factors
Best value will be determined through a Best-Value Tradeoff (BVTO) approach based on the following evaluation factors:
Volume 1 – Technical Approach
Volume 2 – Past Performance
Volume 3 – Price
In accordance with FAR 13.106-1(a)(2)(iii) and 13.106-1(b)(1), the Library is not required to share the importance of the factors and the Library has broad discretion.
1. Technical Approach
The Library will evaluate the Technical Approach, draft curtain replacement plan, and key personnel resume(s) for technical compliance with Section C. The Library will evaluate these items to determine the degree to which the offeror is familiar with and capable of performing these services. The plan will be evaluated for its ability to meet the timelines and specifications identified and the feasibility of the approach to successfully perform the full requirement. Offeror personnel whose resumes or credentials exceed the minimum requirements of Section C.5 may be considered more favorably. Offerors must provide a sequential, structured approach to providing the solicitation requirement. Offerors shall not simply restate Section C. Statement of Work. At the Library's discretion, responses that merely restate the Statement of Work may not receive consideration for the award.
2. Past Performance
030ADV25Q0103 0002 Section M
The Library will review the submitted past-performance questionnaires to assess the likelihood that the Offeror can successfully perform the required work. In addition, the Library may use the Contractor Performance Assessment Reporting System (CPARS) records to assess the likelihood that the offeror can successfully perform the required work.
The Library reserves the right to contact and use the information provided by the references and any other sources of past performance information available (including the Library’s own knowledge of previous performance). The offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant past performance information is provided by the offeror or obtained by the Library.
The Library does not assume responsibility for correcting false information or tracking down references that are not submitted properly. If it is difficult to determine which offeror a reference is associated with, it may not be evaluated.
Likewise, references may not be evaluated if their contents are erroneous or confusing.
3. Price
The Library will evaluate the pricing quote for CLIN 0001 in Section B to determine how well the pricing proposal demonstrates the offeror’s understanding of the requirement and estimated level of effort. The Library will analyze the proposed price in accordance with FAR 13.106-3 to determine fairness and reasonableness. The Library will also review the proposed labor and equipment categories to assess the offeror’s understanding of the requirement and the feasibility of completing the work.
