About this file
This document is a Revised Questions and Answers (Q&A) attachment for the Library of Congress Solicitation 030ADV25Q0103 for Theater Curtain, Valance, and Rope Replacement. The Q&A provides critical details about the project, including specifics about the theater's equipment and requirements for the curtain replacement. Key points include the theater's usage (three public film screenings and two to three staff events per week), limitations on using the onstage organ lift, and restrictions on handling the existing screen and masking.
The document offers important guidance for potential contractors, such as the need to bring their own lifting equipment, the requirement to use a curtain material that is aesthetically and functionally equivalent to the existing flame-retardant treated cotton velour, and the expectation that work will occur during regular business hours with minimal impact on weekend screening schedules. The Library will be installing a new Gerriets International control cabinet for the curtain motor, and the current curtain, originally installed in 2006, requires replacement. Contractors must submit a work plan for approval by the Contracting Officer's Representative (COR) before beginning work, with a focus on meeting all functional and safety requirements.

Library of Congress Solicitation 030ADV25Q0103
Theater Curtain, Valance, and Rope Replacement https://sam.gov/opp/5a77379da31745cdb210ad96a22971a8/view
Originally publicized: April 18, 2025
Revised: April 23, 2025
Question 1: The Library NAVCC theater has an onstage organ that rises and recedes on a lift. Is it possible to use this lift to move equipment onstage?
Answer 1: The Library has a Gala Spiralift, lifting capacity 3,750 total pounds, to raise and lower an organ from the stage. The Library may permit the use of the organ lift depending on the weight and dimensions of the contractor’s equipment. The lift is only operated by specific Library personnel.
The lift is not guaranteed accessible throughout the contract based on usage needs, personnel availability, and lift function. It should not be the contractor’s primary source of elevation to the stage. As a result, offeror’s shall price in the use of their own lifts/scaffolding/other equipment into the firm fixed price proposal. In the event the Library lift may be utilized, a de-funding modification may be considered if the use of the Library lift is authorized and available.
Question 2: How often is the curtain opened and closed on average?
Answer 2: The Library holds three public film screenings per week in addition to approximately two to three staff events. This means the curtain is opened and closed approximately five to six times per week throughout the calendar year.
Question 3: Are the screen and screen masking removeable?
Answer 3: No. The Library’s screen and screen masking features are not removable and are highly sensitive and very easy to damage. They cannot be leaned upon and are not weight bearing in any way. They shall not be touched during the curtain installation.
Question 4: How long have the curtain and valance been in use?
Answer 4: The curtain was originally installed in 2006 and has been in regular use since.

Question 5: What options are there for loading in and out equipment and the curtain and valance?
Answer 5: The Library has a loading dock that the contractor may use for loading in and out large equipment and materials.
Question 6: Will the NAVCC theater weekend screening schedules affect the work schedule?
Answer 6: The Library anticipates the work to occur during regular business hours (see Section F of the solicitation) with little impact to the weekend screening schedules. Any anticipated impact to screenings should be included in the Work Plan per Section C.
Question 7: Is the Library expecting the curtain and/or valance rope/cabling and motor to be replaced as well?
Answer 7: The motor is not a part of this requirement, but replacement of the curtain rope is added as a result of solicitation amendment 0002. Please see Section C of solicitation amendment 0002 for additional details.
Question 8: What kind of control panel is used to manipulate the curtain’s motor and movement?
Answer 8: The Library is currently installing a new Gerriets International 3180 4011 Control Cabinet Variable Speed for TRAC DRIVE Motor.
Question 9: The current curtain is made from a flame-retardant treated cotton velour that is no longer manufactured. Will the Library accept alternative or synthetic materials for the curtain or is cotton a strict requirement?
Answer 9: The specifications provided in the Statement of Work and Attachments J2 and J3 are for the contractor’s knowledge while crafting their quotation. The Library requires that the curtain be aesthetically equivalent to the existing curtain and quality of the theater as well as meet all functional and safety requirements (height, width, length, color range, flame-retardant rating).
Offerors may propose a solution that utilizes an alternative fabric type. Offerors are encouraged to propose their best possible solutions for fabric type considering the complete requirement and lifecycle of the curtain (long term use, care, quality). Per the Statement of Work, approval of the work plan, and therefore all specifications related to the replacement curtain, valance, and rope materials, must be approved by the COR before the work begins.
