About this file
This document is an Amendment (Amendment 0002) to a Federal Aviation Administration (FAA) Solicitation for Second Level Engineering Services (Solicitation Number 6973GH-25-R-00028). The amendment extends the proposal due date to April 30, 2025 at 5:00 P.M. CT and makes several key modifications to the original solicitation, including revising page count requirements for proposal submissions, adjusting Section L.10 and Section M.1 language, and incorporating a set of questions and answers that clarify proposal preparation instructions.
The solicitation is for an Indefinite Delivery/Indefinite Quantity (ID/IQ) Time and Material contract with Firm Fixed Price and Cost Reimbursable line items. The contract will have a one-year base period with four one-year option periods, including a potential 30-day transition period. The FAA anticipates awarding a single contract for Second Level Engineering Services, with contractors required to be registered in the System for Award Management (SAM). Potential offerors must submit questions via email by April 25, 2025, and all Phase 1 questions must be submitted by April 14, 2025.

Reference Question Answer Q1 L.15 Proposal Content, Page 104 Given the amount of supporting documentation offerors are required to provide that supports fair, reasonable, realistic and balanced pricing;
along with the AMS Clause 3.6.2-15, Evaluation of Compensation for Professional Employees (April 2017);
and the requirement that "the SET must have access to resources and/or the system offerors used to develop proposed rates. If it is not possible to grant access privileges to the SSET; then the data produced by the restricted source must be included and clearly specified in the cost/price volume, resolved by Q#94 (not page limited);
and "Offerors should include a narrative of no more than 15 pages describing the information contained within the remaining cost proposal sections, including cross-referencing as required to provide traceability and understanding of the proposal contents.
Will the government remove the 15 page limit from the PHASE II- VOLUME III Tab B - Price Proposal Narrative to allow offerors to provide the required adequate supporting documentation that supports fair, reasonable, and realistic pricing and aligns with the remaining non-page limited documents to be submitted to complete Volume III Cost/Price Proposal?
Revised.
Q2 L.15 Proposal Content, Page 99 L.15 states "Information shall be submitted in Times New Roman with a 10 point font with the exception of charts or graphs which may be submitted in Times New Roman with a 10 point font.
Can the government please confirm this is meant to say "information shall be submitted in Times New Roman with a 12 point font with the exception of charts or graphs which may be submitted in Times New Roman with a 10 point font."
Confirmed and Revised.
Q3 Table L.1 – Proposal Organization, Page 97 Please confirm that a Title Page may be included in Volume II. Yes, it may be included.
Q4 Table L.1 – Proposal Organization, Page 97 Please confirm that a Table of Contents may be included in Volume I. Yes, it may be included.
Q5 L.10 Instructions for Organization and Preparation Proposals, Page 98
The RFP states “Each page shall be counted except the following: blank pages, title pages, tables of contents, matrices, tabs, indexes, and glossaries.” However, Table L.1 includes the title page in the 3 page limit for Tab A. Will the Government revise the page limitations for Volume I to confirm that the title page is excluded from page count and only the Executive Summary is limited to 3 pages?
confirm, it is excluded.
Q6 L.10 Instructions for Organization and Preparation Proposals, Page 98
Please confirm that the cover page is also excluded from all page limitations. see Answer 5.
Q7 L.10 Instructions for Organization and Preparation Proposals, Page 99
Please confirm that government documents (e.g., SF30s, SF33s, or RFP document fill-ins (such as Sections A – K)) should not be altered except to fill in required information and are excluded from all font and margin requirements, and page markings (e.g., page numbering, header/footer, date, solicitation number, etc.).
Conifrm, the Solicitation should not be altered except to fill in required information and is excluded from all font and margin requirements, and page markings.
6973GH-25-R-00028 Questions and Answers Amendment 00002
Q8 Amendment 01, Question 19. Referencing the answer to QA number 19, the FAA requests a side-by-side comparison of Offeror and subcontractor benefits.
Many subcontractors only provide 1 - 2 FTE, and often times are also self-employed. Can the FAA please revise the requirement to include a side-by-side requirement only for those subcontractors providing more than 10% of the total FTE.
No, the requirement will not be revised.
Q9 Section J, Attachment 4 The template provides three worksheets for each period of performance: 1. Total, 2. OKC, and 3. NJ. The OKC and NJ rate sheet formulas for direct labor rate are pulling in the direct labor rate from the total worksheet. It is unclear if there is a formula error or if the FAA would like 1 rate for NJ and OKC. It is also unclear what rate should be included in the total worksheet -e.g., the higher of the 2 rates.
Can the USG please clarify?
Attachment 4 has been revised but the excel spreadsheet is able to modified by the offeror. The offeror has the ability to propose either methodology.
Q10 Factor 1, Tab A Can the USG please clarify the requirement in Factor 1/TAB A Organizational Management and Staffing Note 1. Can the Offeror provide the 2-year evaluation period or is the Offeror required to provide personnel who were employed during the exact 2 year period of June 1, 2022 - May 31,2024.
Those dates were provided as an example. The offeror can provide any 2 year period within the last 7 years.
Q11 Phase II, Volume III Section L.15 requires Offerors to include "All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal."
In addition to the Section J, Attachment 4 which details the Direct Labor, Fringe, Overhead, Profit, etc. does the FAA require Offerors to also provide a narrative regarding Indirect Rates (e.g., fringe rate, overhead rate, G&A, Material & Handling, Profit, and Escalation)?
Yes, the government will need to have access to all the information used in the pricing proposal.
Q12
RFP Due Date
Will the Government extend the RFP due date by two weeks to 5/9? Asking in relation to communication during the Industry Day indicating Offerors would be allowed 4 weeks to respond, in addition to needing more time to submit a 50-page Volume I and 100-page Volume II documents
No, the RFP will be extended to 04/30.
Q13 L.15, Vol I, Tab B, Page 99 Please confirm Offerors do not complete Section B and include with Phase I, Volume I submission? The Tab B Instructions indicate to complete Sections A-K
Offerors are required to fill out Section A, leave section B blank, and complete all fill ins in section K.
Q14 L.15, Vol I, Tab B, Page 99 Please confirm which SIR Sections A-K Offerors are required to complete and return? A lot of the sections are blank/minimal information or don't require any inputs by Offerors
See Answer 13.
Q15 L.15, Vol II, Factor 3/Tab C: Staffing Plan
Instructions state "Information submitted in support of Factor 3..... as well as the qualifications of the offeror’s proposed Contract Manager." Are Offerors required to provide qualifications for the Contract Manager in this Tab, when it is already being asked for in Volume I, Tab F?
If it is requested in both locations provide in all sections required.
Q16 Pages 105-108 Are Offerors required to complete and submit any of the 3.x items on Pages 105-108? If yes which Volume and where should Offerors provide?
Yes, Clauses 3.2.2.3-15 and 3.2.2.3-16 must be filled out in the solicitation.

Q18

Q19
RFP Submission If Offerors need to submit proposal across 2+ emails, is there a preferred naming convention in the Subject Line?
There is not a preffered naming convention. The offeror may also zip file.
Q20
L.15, Volumes I and II Will the Government change the font requirement to a minimum size of Times New Roman 10 point font for information submitted?
As per L.15 information shall be submitted in Times New Roman with a 12 point font with the exception of charts or graphs which may be submitted in Times New Roman with a 10 point font
