Update #5 ·
Added: Mar 14, 2014 3:19 pm Proposals are due to the address provided in the RFP on 17 March 2014 at 1400 EDT. Prior to that time, Offerors shall check the operating status of Marine Corps Base Quantico (MCBQ) at http://www.quantico.marines.mil/Resources/Weather.aspx. If the Base is listed as "Code Red" it is closed. In the event MCBQ is Code Red on 17 March 2014, then proposals are due no later than 18 March 2014 at 1400 EDT. IMPORTANT NOTE: MCBQ does NOT follow the closing schedule of the Office of Personnel Management (OPM). OPM may declare the Federal Government closed but MCBQ may still be open. Therefore, it is imperative that Offerors check the website listed here to determine whether MCBQ is open - NOT the guidance from OPM. If MCBQ is not in a Code Red status (e.g., Code Green, Yellow or Blue), then proposals will be due by the date and time listed above. If MCBQ is open on 17 March 2014 and an Offeror fails to provide its proposal by the date and time listed, that Offeror's proposal is LATE and shall not be considered for award.
Update #4 ·
Added: Mar 14, 2014 2:04 pm
Due to the potential inclement weather forecasted for the soliciation due date and the potential closure of Marine Corps Base Quantico, please use the website for the base operating status (NOT OPM since Quantico follows different rules). If the Quantico Base is at Code Red as of 1400 on 17 March 2014 then the date of the solicitation is extended to Tuesday, 18 March 2014 at 1400 local time.
Notification of the Quantico Base Weather Code is broadcast via the Quantico Weather Hotline at 703-784-3638. This same information can also be found on the Marine Corps Base Quantico (MCBQ) website at http://www.quantico.marines.mil/. On the right hand side of the MCBQ website, click on the WEATHER, FLAGS AND CODES bar to find the current base operating status.
In the event of an actual base closure on Monday, 17 March 2014, an official amendment to the solicitation will be released updating the proposal due date.

Update #2 ·
Added: Feb 20, 2014 12:26 pm The Government is posting the updated Attachment 7 DD 254 draft to include the continuation pages.
Update #1 ·
Added: Feb 11, 2014 5:18 pm
Marine Corps Systems Command's Product Manager (PdM) Total Force Information Technology Systems (TFITS) seeks to reduce the number of Systems Integrators (SIs) supporting programs within the PdM TFITS portfolio of systems. This is a single phase effort consisting of a written proposal leading to the award of a firm-fixed price (FFP) Indefinite-Delivery / Indefinite-Quantity (IDIQ) contract. The Government intends to conduct a source selection in accordance with the commercial source selection procedures contained in the Federal Acquisition Regulation (FAR), Part 12 in conjunction with FAR Part 15.
The Government is seeking potential Offerors with the capability to provide for the transfer and performance of SI services, currently provided by multiple SIs, to a single SI with the objectives to eliminate redundancy, improve utilization of SI resources, standardize business practices, improve process and product quality, and reduce Marine Corps lifecycle ownership costs.
Requests for Clarification (RFCs) will be accepted through 25 February 2014. RFCs should be submitted directly to the attention of the KO at MCSC_ISI@usmc.milsubject line -- TFITS SI Consolidation RFP RFC. Answers to the RFCs will be provided through Amendments to the solicitation on FBO. Therefore, questions/comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all RFCs, but will consider them and incorporate changes into the RFP as deemed necessary.
Any Offeror planning to submit a proposal as a Prime contractor should submit an Intent to Propose no later than 14 days prior to the close of the solicitation. All Intents to Propose should be submitted directly to the attention of the KO at MCSC_ISI@usmc.mil, subject line - TFITS SI Consolidation RFP Intent to Propose. Please include the Prime Contractor's name and any planned subcontractors/team members.
