About this opportunity

The National Park Service seeks a contractor to install fiber optic telecommunications cable at Lake Roosevelt National Recreational Area, with proposals due July 13 and a mandatory site visit on June 24 at 1:30 PM PT. This is a Total Small Business Set-Aside, restricting competition to firms meeting NAICS 237130 (Power and Communication Line and Related Structures Construction) with $45 million or less in average annual gross receipts over the past three years.

Place of performance is Kettle Falls, Washington (1368 Kettle Park Road). The work entails removing a 30-year-old copper T1 line and installing approximately 2 miles of fiber optic cable from a telco termination box to the maintenance and administration building, including conduit installation, pull box placement, fiber termination on both ends, traffic control, and coordination with park archaeologists. The contractor supplies all transportation, equipment, labor, and materials. Work is anticipated to begin in July 2026 and must be completed within 120 days of notice to proceed.

The government seeks offers between $150,000 and $175,000, explicitly noting this is neither a ceiling nor a floor and that offers outside this range may be considered if they represent best value. The contract is firm-fixed-price and subject to Davis-Bacon wage requirements. A performance bond at 100% of the offered price is required within 10 calendar days of award. NAICS code is 237130; PSC code is DG01.

Offerors must submit pricing and evaluation questionnaires documenting relevant project experience, key personnel qualifications, and alignment with the project scope. All questions and quotations are submitted by email to hal_hoversten@ios.doi.gov. Contractors must maintain active SAM.gov registration with current representations and certifications by the deadline and acknowledge Amendment 0001 (extending the original July 2 deadline to July 13). The site visit Q&A document clarifies that the NPS will provide trenching and conduit installation for the 300-foot section from County Road Easement to the Law Enforcement Building pull box, with the contractor responsible for pulling fiber through and coordinating all permitting, easement, and Franchise Agreement requirements with Stevens County Public Works.
