1. This document reiterates and emphasizes information in the Request for Quote (RFQ) package and is provided solely for the convenience of prospective offerors.
Refer to the complete solicitation package for detailed requirements, which consists of the following documents:
· This document “FAQ” as Attachment 1
· Terms/Provisions/Clauses (FAR 15.204-1 Uniform Contract Format, Sections B – M) as Attachment 2
· Project Specifications (Statement of Work) as Attachment 3

2. Who can participate in this procurement?
This project is being solicited and will be awarded as a 100% Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 237130 – Power and Communication Line and Related Structures Construction with an associated small business size standard of $45 million average annual gross receipts for the past three years.
3. What is the estimated value?
AFFORDABILITY. The Government seeks offers with a total price between $150,000 and $200,000. Offerors should not interpret this figure as a ceiling (or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available.
4. What type of contract will be issued?
All work will be performed under a single firm-fixed-price construction contract subject to the Construction Wage Rate Requirements in FAR Part 22.4.
5. Will there be a pre-proposal site visit? YES

6. Project Period of Performance.
The anticipated Period of Performance (POP) for this project is 120 days after issuance of notice to proceed. The Government anticipates making an award early July 2026. The pre-construction conference will occur approximately one week after award. Notice to Proceed will be issued after the Government receives the required paperwork from the awardee that will be discussed as part of the conference. The awardee shall be required to commence work under this contract within 10 calendar days after the date the awardee receives the notice to proceed, prosecute the work diligently, and complete the entire work (including any last minute punch list requirements) ready for use not later than 120 days. The time stated for completion shall include final cleanup of the premises. The overall total POP of the contract includes time for invoicing via the IPP payment system.
7. What types of bonds and insurance will be required?
· NOT REQUIRED - Bid bond (FAR clause 52.228-1):
· REQUIRED - Performance bond (FAR clause 52.228-15) 100% of offered price
· REQUIRED -– Liability Insurance – Department of Interior (DIAR clause 1452.228-70)

8. System for Award Management (SAM) Registration Requirements
The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal Government. There is NO fee to register at this site. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at https://SAM.gov. Offerors shall have a current (not pending or expired status) SAM.gov registration upon submission of offer in order to be considered eligible for award. Small business may obtain assistance with SAM by contacting the Small Business Administration at https://www.sba.gov/local-assistance/federal-contracting-assistance or the Association of Procurement Technical Assistance Centers at https://www.aptac-us.org/find-a-ptac/?state=CA
9. Where and how do I submit my Proposal?
Quotes shall be submitted by email to hal_hoversten@ios.doi.gov . Hard copies of quotes will not be accepted. It is the Quoter’s responsibility to ensure quote submitted is fully received. Refer to Solicitation Attachment 2, Sections L-Instructions to Quoters, and Section M-Evaluation Factors, for full details on what to include in quote.
10. When is my quote due?
Unless changed by amendment, your quote is due by the date and time specified in Item 13 of the Standard Form 1442, Solicitation, Offer, and Award. Refer to FAR clause 52.215-1. If the quote due date is extended, the new due date and time will be stated in the associated amendment.
11. How will I know if the solicitation has changed?
Prospective quoters will be required to visit the SAM.gov website periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. It is the responsibility of the offerors to monitor the SAM website to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation’s closing date. 12. How can I get more information?
· Read the full Request for Quote (RFQ) package first. If you have questions, send an e-mail message to the Contracting Officer at hal_hoversten@.ios.doi.gov .
· Questions about this RFQ shall be submitted no later than Thursday June 25, 2026 at 3:00 pm ET. Questions received after the due date/time may not be answered.
· Note: Amendment(s) to the solicitation answering any questions relative to these documents will be timely posted at the SAM.gov website (https://sam.gov/content/opportunities).
