This is a solicitation as a Request for Quotations (RFQ) for the National Park Service (NPS) at Lake
Roosevelt National Recreational Area (LARO) for a contractor to provide the installation, wiring and replacement of telecommunications cable with fiber optic as described in the scope of work. Contractor to provide and deliver all transportation, equipment, labor, and equipment necessary.
Refer to ALL attachments herein comprising a complete solicitation package. Instructions for what to include in proposal are in Section L, and Evaluation Factors are in Section M of Attachment no. 1, Terms-Provisions-Clauses.
SITE VISIT. An organized site visit will be scheduled to take place June 24, 2026 at 1:30 pm (PT) at
LARO Kettle Falls North District Office. The site visit location and directions are included in solicitation Attachment 1, Section L, 52.236-2.

AFFORDABILITY. The Government seeks offers with a total price between $150,000 and $175,000.
Offerors should not interpret this figure as a ceiling (or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available.
BEST VALUE PROCUREMENT. The Government intends to award a single, firm-fixed-price contract.

1. BACKGROUND:
1.1.Main Telecom Line The primary telecom line is a 30‑plus‑year‑old copper phone line that connects to the Kettle Falls North District office. This legacy T1 line (a 1.5‑megahertz system) currently supports both computer and telecom infrastructure. Facilities dependent on this outdated line include the Maintenance/Administration Building, Law Enforcement Building, Resource Management Building, and the Visitor Center.
1.2.Existing Infrastructure Condition The existing copper cable running from the park entrance to the Telco building is also more than 30 years old and has reached the end of its life cycle. The line has multiple splices and deteriorating copper connections that can no longer be upgraded or reliably maintained. Provider has stated they will no longer upgrade copper lines in the area.
1.3.Current Telephone System The park uses the National Parks CISCO IP Phone system, which is still operating over the aging T1 copper infrastructure (1.5‑megahertz system), limiting performance and reliability.
2. OBJECTIVES:
This contract is to replace the old copper telecom T1 line with updated Fiber Optic Cable.
The end product will provide better telecommunications, and computer systems for all the buildings located at Lake Roosevelt NRA Kettle Falls North District site.
3. PLACE OF PERFORMANCE:

4. PERIOD OF PERFORMANCE:
All tasks and deliverables for this contract must be completed within 120 days after Notice to proceed. Days listed herein refer to calendar days.
5. SCOPE:
The project consists of running Fiber Optic Cable from the telco phone box located approximately 2 miles up the road to the maintenance/administration building and will terminate. The switch in the terminated server room will have fiber running from building to building.
6. TASKS:
This section includes all labor, materials, tools, and other equipment, services and supervision required to complete the fiber optic cable installation work as indicated. The contractors work sequence shall include, but is not limited to:
1. Responsible compliance and right of way access outside the park boundaries will be done before the contract work is started.
2. Conduit/Fiber will be laid from location of provider's termination boxes approximately two miles North of park entrance.
3. Provider will be responsible for rehab of the dig sites as required by highway districts.
4. Pull boxes installed with the distance will also be required by provider. Minimal disturbance of ground and responsible for maintaining the roadway integrity. This includes any gravel, dirt or moving of existing contents
5. Conduit will be buried maximum of 18” deep. Excess dirt will be worked back down into the trench.
6. Fiber will be terminated on both ends of the install. Fiber termination boxes will be required and installed in the building supplied by the provider.
7. Contractor will need to work closely with Archeologist/park staff while laying conduit/fiber to maintain less amount of digging and be aware of archeology findings.
8. During all phases of construction involving roadways, contractor will be required to ensure the public safety by implementing and utilizing proper traffic controls.
9. Remove all existing copper T1 line prior to installing fiber optic lines.
10. Provider will install their conduit/fiber to the exact point where NPS conduit is installed at the property line to connect/meet and continue fiber installation into NPS property/building.
National Park Service will be responsible for:
1. Installation of conduit and pull strings from main telecom pull box next to Law Enforcement carport to the NPS property line as close as possible to the Old Kettle Rd and Kettle Park Rd intersection.
7. EXECUTION:
CONTRACTOR TASKS
A. Prior to beginning work, coordinate work schedule with the Contracting Officers
Representative (COR) and no physical work shall commence at the site until a notice to proceed is issued by the Contracting Officer.
B. Locate, identify and prevent damage to known utilities. If damage occurs, contractor shall repair utility at no additional expense to the government. Contractor is to be liable for damage to any other infrastructure within the work area while work is being performed on the project.
8. ACCIDENT PREVENTION:
i. Accident Prevention Plan (APP): Prior to beginning work contractor shall submit for approval a site-specific APP. The Contracting Officer will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days.
The Contracting Officer will not issue the Notice to Proceed until the APP is approved.
The plan shall include:
1. Name of responsible supervisor to carry out the program.
2. Weekly and monthly safety meetings.
3. First aid procedures.
4. Description of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees.
5. Training, both initial and continuing.
6. Planning for possible emergency situations, such as earthquakes, floods, wind storms, fires, cave-ins, slides, explosions, and power outages. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
7. Waste control and potential hazardous materials precautions.
8. Personal protective equipment.
9. Hauling routes – coordinate with Contracting Officer.
ii. Ensure first aid is available and training adequate for the number of employees and the type of construction at the site.
iii. Report all accidents to the COR immediately. A reportable accident is defined as death, occupational disease, traumatic injury to an employee or the public, property damage in excess of $100, and fires. Form DI-134 must be completed and submitted to the COR within three days of an accident. Forms are available from the COR.
iv. Provide personal protective equipment that meets the requirements of OSHA, NIOSH and MSHA, Material Safety Data information where applicable, as well as ANSI.
v. Inspect personal protective equipment daily and maintain in a serviceable condition.
Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
vi. Provide all necessary traffic barriers, traffic control signs, markers, and flaggers when required during operations. Traffic control for occupied work areas shall be in accordance with National Standards contained in the Manual of Uniform Traffic Control Devices (MUTCD).
vii. Post specific reporting instructions for contacting Emergency Response Personnel in conspicuous locations at the work site.
viii. Identify materials considered to be “Hazardous Materials” by industry standards and provide protection and security for identified materials throughout contract period.
Hazardous materials spills shall be reported immediately and clean up shall be the sole responsibility of contractor.
ix. As a minimum, conduct weekly 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all personnel at the worksite. Conduct monthly safety meetings for all levels of supervision. Notify the COR so that they may attend. These meetings shall be used to review the effectiveness of the Contractor effort, to resolve current health and safety problems, to provide a forum for planning safe work activities, and for updating the accident prevention program. The COR will enter the results of the meetings into their daily log.
x. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel and environmental management during the execution of work, and shall hold the Government harmless for any action on his/her part or that of his/her employees or subcontractors, which results in illness, injury or death.
9. QUALITY ASSURANCE REQUIREMENT:
The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
While performing work, the contractor shall comply with the latest applicable versions of the following:
• National Environmental Balancing Bureau (NEBB)
• Associated Air Balance Council (AABC)
• NFPA 101 (National Fire Protection Association's Life Safety Code)
• Local codes only if required by utility companies for service connections.
• National Electrical Code (NEC)
• Occupational Safety and Health Administration (OSHA) requirements
Additional Requirements:
• All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.
• Any unused conduit, or other misc. equipment must be removed from the worksite by the contractor and at the contractor’s expense.
10. SUBMITTALS:
The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference.
A. Letter designating Project Superintendent.
B. Accident Prevention Plan.
C. A list of Subcontractors for this project.
D. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.
E. Materials Submittal for all equipment to be installed.
11. CONTRACT CLOSEOUT PROCEDURES:
• Prior to requesting a final inspection, contractor will provide all information and diagrams of where the Fiber Optic Cable is placed and terminated.
FINAL INSPECTION SUBSTANTIAL COMPLETION AND ACCEPTANCE
PROCEDURES
A. Request a final inspection in writing when a project or designated portion of a project is substantially complete. The Contracting Officer will proceed with the inspection within 10 days of receipt of the written request or will advise the Contractor of items that prevent the project from being substantially complete.
B. If the work is determined to be substantially complete, following the final inspection.
Contracting Officer will prepare a Punch List and issue a Letter of Substantial Completion.
C. If the work is not determined to be substantially complete following the final inspection, Contracting Officer will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
D. Contractor shall complete the Punch List within 15 calendar days, documented weather permitting prior to requesting final inspection.
E. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting Officer will issue Letter of final acceptance of work.
F. If the Contractor fails to complete the work within the time frame, the Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.
