About this file
This document is a site visit record for the Kettle Falls Telecom Lines Replacement Project (Solicitation No. 140P8326Q0042) held on June 24, 2026, at 1:30 PM PST. Three contractors attended the site visit: Zero dB Communications, LLC; Presco Telecommunications, Inc; and Untethered Tech. The visit was conducted by National Park Service (NPS) staff including Project Manager/Contracting Officer's Representative Nathan Krohn and DOI IT Specialist Cory Bennett.
The document captures nine questions and answers addressing technical and logistical specifications for the fiber optic cable installation project. Key requirements include: installation of 12 pairs (24 strands) of fiber optic cable with LC termination ends in a contractor-supplied patch panel; no Icky-Pic coating required due to conduit protection; removal of two of three existing copper lines, with the analog phone line remaining; NPS-provided trenching and 2-inch conduit installation for the 300-foot section from County Road Easement to the Law Enforcement Building pull-box, with contractor responsible for pulling the fiber through; typical pull-box spacing of 600-800 feet along the county road; and contractor responsibility for coordinating all permitting, easement, and Franchise Agreement requirements with Stevens County Public Works (primary contact: Brian Scott, 509-680-5213). The contractor must verify conduit specifications, armoring requirements, and exact easement line locations through coordination with Stevens County Public Works.

Questions:
1) The SOW did not specify how many strands / pairs of fiber wire are to be installed;
how many strands are to be installed?
a. Answer: 12 pairs of fiber wire to be installed (24 strands)
2) For the fiber casing, does the park want Icky-pic installed to deter animals and rodents from biting and damaging the cable?
a. Answer: Since the fiber optic line will be in conduit, Icky-Pic does not need to be added to the fiber optic cable.
3) There are currently three (3) black coated copper lines coming into the IT closet in the administration building. Are all three (3) lines being removed as part of this contract?
a. Two of the three black coated copper lines will be removed as part of this contract. The park will mark the two lines to be removed. The third line, which feeds the analog phone lines, will remain.
4) In the administration building IT closet, do we use LC or ST termination ends?
a. LC termination ends to be used at termination point within the closet.
b. Termination to be installed in contractor supplied and installed fiber optic patch panel box within the existing administration building IT closet.
5) From County Road Easement to the existing pull-box adjacent to the Law Enforcement Building, what is the distance and contractor responsibilities?
a. The distance from the easement line to the existing pull-box is approximately 300’. NPS shall trench and install a 2” conduit in this 300’ section. Contractor to pull 24 strand fiber optic line through this NPS installed conduit. NPS will also provide a pull-string for this section of conduit.
mailto:mkennedy@zerodbcomm.com mailto:mike.p@prescotelecom.us mailto:jwaulters@untetheredtech.com
6) Where is the easement line adjacent to the county road near NPS property line?
a. The easement line is near the toe of the slope on the west side of the road. Contractor to coordinate with Stevens County Public Works to determine exact easement line location.
7) What is the distance between pull boxes along the county road from Boise Cascade to the NPS property line and does the fiber need to be armored to support utility locating?
a. Typical pull box spacing is between 600’-800’, but contractor to verify specifications per Stevens County Public Works. Coordinate with Stevens County Public Works to determine if this section of fiber optic line requires armoring.
8) What size conduit is required from Boise Cascade to the NPS installed junction box?
a. Contractor to coordinate with Stevens County Public Works to determine conduit diameter in this section but proposed conduit will need to accommodate the proposed 24 strand fiber optic line at a minimum.
9) What are the permitting and easement requirements along the county road from Boise Cascade to the NPS installed junction box?
a. Permitting and easement requirements are to be coordinated by the contractor with Stevens County Public Works at Permits - Stevens County WA and/or any other applicable municipalities. If the awarded contractor does not have an existing Franchise Agreement with Stevens County Public Works, contractor will need to work with Stevens County Public Works to establish a Franchise Agreement prior to starting construction. An application and permit for work within county right-of-way through Stevens County Public Works (primary contact is Brian Scott at 509-680-5213) will also be required and is the responsibility of the selected contractor.
