This Notice incorporates Amendment 00004. The text of the amendment is below. Please note this amendment ends the question and answer period. The government will not be accepting any more questions. Thank you for all of your questions to date.

The purpose of this amendment is as follows:

2. To incorporate the corresponding changes to the RFP and attachments as a result of the
vendor questions. Attached are:

are not included with this amendment. The
attachments included with this amendment are
provided using track changes.
3. Any proposals received by the Government
before Amendment 00001 was posted on March 14,
2011 and before Amendment 00002 was posted March
16, 2011 will remain sealed and unopened and
within the custody of the Contracting Officer.
Offerors that have submitted proposals prior to
the issuance of Amendment 00002 on March 16, 2011
may resubmit their proposals. If a hardcopy was
received, the offeror is encouraged to resubmit a
new proposal to reflect any changes resulting
from the amendments.
If an e-mail copy was received, the offeror is
encouraged to submit a new, updated e-mail copy.
For CD copies, we request that the offeror submit
an updated CD copy.
The Contracting Officer will ensure the proposals
recieved by the Government before Amendment 00001
was posted on March 14, 2011 and before Amendment
00002 was posted March 16, 2011 are properly
destroyed. All requests and questions on this
matter should be directed to the TechOps team at
DHSTechOps@dhs.gov.

A second amendment addressing vendor questions is forthcoming. Any new information will be posted to this site. Thank you.
The purpose of amendment 00001 is as follows:
1. To extend the proposal submission date from March 16, 2011 at 2pm Eastern Time to April 4, 2011 at 2 pm Eastern Time;
2. To incorporate changes in the Past Performance Survey. New fields to capture administrative data have been added. References who have submitted their surveys are not required to resubmit their information on the revised form. All others should use the revised form included with this amendment. The revised Attachment 4 is attached.
3. To extend the due date for Past Performance surveys. This due date has been extended from March 15, 2011 at 1pm Eastern Time to March 31, 2011 at 1pm Eastern Time.
4. All other terms and conditions remain unchanged.

Prospective Offerors:
The Enterprise Information Technology Acquisition Division (EAD), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO), is pleased to present this solicitation for technical investigative surveillance equipment, hereafter referred to as "TechOps." This unrestricted procurement is being conducted by the EAD as a Government Wide Acquisition Contract (GWAC) in support of the DHS Office of the Chief Information Officer (OCIO) and the Federal Technical Operations Working Group (TOWG).
The objective of the TechOps procurement is to establish contracts to provide a full array of audio and video surveillance equipment and ancillary services in support of DHS Components and other Federal agencies having statutory law enforcement authority. These contracts will be awarded to highly qualified contractors that possess the capabilities and demonstrated experience to serve as prime contractors for this program.
DHS seeks the best and widest array of product offerings. Offerors may propose on either the audio or video category, or both. The Government will be conducting separate source selections for each category.
The Government strongly encourages teaming. Prospective offerors are encouraged to conduct a self assessment against the Technical Compliance Matrix to determine if they will be competitive as a prime contractor for the audio or video category. Prospective offerors that do not believe they will be among the most highly rated competitors should instead pursue subcontractor/teaming opportunities with other offerors. By structuring the procurement in this manner, DHS strives to provide a broad field of competitors with a variety of the very best products, and to maintain delivery order level competition for both prime and subcontractors.
Proposal submission instructions and evaluation criteria are provided in Attachment 1. Your proposal shall be submitted via e-mail no later than 2pm, EST, March 16, 2011 to DHSTechOps@dhs.gov. "No Bid" replies, though not required, shall also be submitted via e-mail. Questions shall be submitted via e-mail by 2pm EDT, February 24, 2011 to DHSTechOps@dhs.gov. Your hardcopy proposal shall be delivered to the address provided in Chapter E Part 2, Section 2.2.4 of Attachment 1. Due to security and screening procedures, it is recommended that offerors submit their packages early to avoid any mail screening delays. Hand deliveries are not permitted.
