SECTION A – EXECUTIVE SUMMARY

(CONTINUATION OF SF 1449, Block 10)

A.1 Type of Contract The Department of Homeland Security (DHS) intends to establish a multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) Government-Wide Acquisition Contract (GWAC) from this solicitation for commercial items under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The contracts will only be available to DHS components and other Federal agencies having statutory law enforcement authority and authorization to possess and use this equipment including those in the Office of Personnel Management (OPM) Position classification series 1800 to include the following:

This is an unrestricted procurement using NAICS Code 334220; the business size standard is 750 employees.

A.2 Contract Term The ordering period of the contracts will be five years. The total contract performance period shall not exceed six months following the expiration of the last year of the contract in accordance with FAR Clause 52.216-22, Indefinite Quantity, incorporated by reference in Chapter C, Part 1.

A.3 Contract Coverage

The purpose of the Technical Investigative Surveillance Equipment (“TechOps”) contracts is to provide a full array compatible and interoperable technical investigative surveillance equipment, limited services, and annual technical refreshments to meet the covert surveillance objectives of participating Federal Agencies using the prices described in Section B of this chapter, Supplies or Services and Prices/Costs. While ancillary services in support of the

• Covert video equipment with optional audio that includes transmitters, receivers, repeaters and IP Cameras, offering mobile and fixed options and multiple concealment options

• Covert audio equipment that includes transmitters, receivers, and repeaters, offering mobile and fixed options and multiple concealment options, and

• Ancillary services that includes engineering for construction of concealments, training, technical services, and maintenance.

The technical investigative surveillance equipment included in the scope of this contract include, but are not limited to, the minimum standard configurations set forth in Chapter D, Attachment 2, Technical Requirements Compliance Matrix.

Use of the term “Delivery Order” in this document is not intended to express a limitation on the ordering of services provided under this contract, whether or not ordered in unison with supplies.

SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS

(CONTINUATION OF SF 1449, BLOCK 20)

B.1 General Description The contractor shall supply the technical investigative surveillance equipment as described in Section C, of this Chapter, Technical Requirements.

B.2 Contract Minimums / Maximums

(a) The Government intends to award multiple IDIQ contracts. The minimum guaranteed amount for each contract award will be $30,000. Orders beyond the minimum will be determined by user needs.

(b) The specific products and quantities will be identified on each Delivery Order issued under the IDIQ. The contract minimum is not re-established each year.

(c) The total value of all Delivery Orders under all contracts awarded under this solicitation, including orders issued over the five year ordering period and minimum guaranteed amounts, shall not exceed $1,500,000,000.

B.3 Pricing

The contract line items proposed by the vendor in accordance with the CLIN Numbering Structure in Section B.3.1 below shall be used in the pricing of individual delivery orders as required. Offerors are encouraged to provide discounted pricing. Delivery Orders will be issued on a fixed price, time and materials, or cost reimbursement basis. Equipment shall be fixed price, ancillary services will be time and materials and travel costs associated with services shall be reimbursed at actual cost.

B.3.1 CLIN Numbering Structure

The Offeror’s Contract Pricing Tables (See Chapter E, Part 2 Section 2.2.10, Volume 2- Price) shall use the following Contract Line Item Number (CLIN) structure. The CLIN structure is designed to provide flexibility in order to accommodate differing products, configurations, options, accessories, etc. CLINs will have a maximum of six characters as follows with the first four being numeric and the last two being alpha numeric:

X – The first character will designate the contract year with 0 (zero) representing the first 12 month period of the contract and 4 (four) representing the fifth year.

XX – The second character will represent the major category as follows:

1= Audio 3= Service 2= Video 4= Travel

XXXX – The third character will represent the product category (e.g. transmitter, receiver, repeater). For services this may be used to group the offerings (e.g. training, engineering services, technical services for repair).

C.2 SCOPE

The purpose of the Technical Investigative Surveillance Equipment (“TechOps”) contracts is to provide a full array of compatible and interoperable technical investigative surveillance equipment, limited services, and annual technical refreshments to meet the covert surveillance objectives of participating Federal Agencies using the prices described in Section B of this chapter, Supplies or Services and Prices/Costs. While ancillary services in support of the equipment are required, the principle purpose of this procurement is to obtain equipment. TI equipment and services are limited to the following:

• Covert video equipment with optional audio that includes transmitters, receivers, repeaters and IP Cameras, offering mobile and fixed options and multiple concealment options

• Covert audio equipment that includes transmitters, receivers, and repeaters, offering mobile and fixed options and multiple concealment options, and

• Ancillary services that includes engineering for construction of concealments, training, technical services, and maintenance.

Video systems are divided into two categories: Wireless Video operating in the L, C or S bands and Internet Protocol (IP) Video. Wireless video systems provide video surveillance through digitally encoded Coded Orthogonal Frequency Division Multiplex (COFDM) format as standardized in the Digital Television Broadcast – Terrestrial (DVB- T) standards and may support legacy formats, e.g. analog National Television System Committee (NTSC) format and Common Data Link (CDL) transmissions. IP video systems provide digitally encoded video over wired data links, e.g. DSL, cable, and commercial wireless links, e.g. commercial cellular. Video devices include transmitters, IP cameras, receivers, repeaters, and concealments.

Audio systems are defined in a single class of devices employed in multiple configurations, depending on the operational scenario, for the covert collection of audio information. Devices within the family include RF audio transmitters, receivers and repeaters, audio recorders, and concealments. Modularity of design, interoperability, physical device covertness, clarity of audio reception, and minimization of potential detection of the RF signal are key parameters for the systems.

C.3 SYSTEM OVERVIEW

C.3.1 Video Systems

C.3.1.1 Wireless Video Systems Video systems typically consist of a single video transmitter unit transmitting to a single video receiver located remotely to the video transmitter. RF transmissions are either passed direct from transmitter to receiver or through a repeater to extend the distance between the transmitter and receiver. Video transmitters can be easily concealed for covert use, and they may incorporate limited remote control capability and provide for audio collection. The video transmitter emissions are typically monitored by a single receiving device but may be monitored by multiple receiving devices, depending upon the specific design of the transmitter. Video Concealments may consist of video transmitters and/or video recorders concealed in common devices. Due to the sensitive nature of the concealments, DHS will not provide a listing of concealment types.

C.3.1.2 IP Video Systems Internet Protocol (IP) Video Systems consist of a camera with a built-in computer server accessible from a remote PC with a Web Browser. The IP video camera connects to a network, such as a Digital Subscriber Line (DSL) or Telephony (T-1), or a commercial wireless service, such as cellular or Wireless Fidelity (Wi-Fi), for network connectivity and is typically accessed from an Internet browser (Microsoft Internet Explorer) from a remote location. Image recording can be accomplished remotely to digital video recorders with IP connectivity. The systems typically support image compression for bandwidth conservation and camera remote pan/tilt controls.

C.3.2 Audio Systems Audio systems are employed in multiple configurations, depending on the operational scenario, for the covert collection of audio information and are comprised of transmitters, receivers, repeaters, recorders and concealments. Modularity of design, interoperability, physical device covertness, clarity of audio and video reception, and minimization of potential detection of the RF signal are key parameters for the systems.

Audio Recorders are typically small body worn devices, which can be easily concealed for covert use, and they provide stereo as well as mono audio recording through internal microphones. In addition, some systems provide the capability for attachment of external microphone(s). Electrical power is typically provided by internal batteries and the audio recording is typically stored on an internal permanently mounted solid-state device. Captured audio is typically downloaded to recordable media through a provided software interface application and interface cabling and provides means to ensure evidentiary integrity. Storage time of several hours is the norm for most systems with storage time being directly related to the quantity of internal storage memory and the audio compression being employed.

Typically audio systems offer user selectable compression formats.

Body-worn transmitter audio systems typically consist of one or more small body worn transmitters, which can be easily concealed for covert use. They may incorporate limited remote control capability and may provide for stereo as well as mono audio monitoring. The transmitter microphones are typically internal, and some systems provide for the attachment of external microphone(s). Transmitter emissions may be monitored by a single receiving device or by multiple receiving devices, depending upon the specific design of the transmitter. For all audio systems, body worn devices are typically powered using internal batteries, providing several hours of operation.

Audio receivers are part of a total integrated audio surveillance system and interface with a single or multiple body-worn audio transmitters. The receivers typically have provisions for attachment of additional external antennas (i.e. Omni-directional, covert magmounts and flat panel). They also may have the ability to control body worn transmitters and to record signals from all transmitting devices in the system.

Audio systems may be provided in audio surveillance kits that contain a total integrated audio surveillance system with optional devices and accessories. The kits include one or more transmitters, a receiver, and additional antennas and cabling to fulfill field operations.

Audio concealments consist of audio transmitters concealed in everyday items.

Because of the sensitive nature of the concealments the Department of Homeland Security (DHS) will not publish a specific listing of concealment types, C.4 VIDEO SYSTEM REQUIREMENTS

C.4.1 Wireless Video Systems The Wireless Video Systems shall provide digitally encoded Coded Orthogonal Frequency Division (COFDM) format video and audio transmission and may provide legacy National Television Standards Committee (NTSC) format as well as other transmission formats. COFDM systems shall provide high quality video in high multipath environments and operate within the traditional NTSC spectral mask.

COFDM systems typically operate within an 8 MHz channel bandwidth, transmit video with resolution equivalent to or greater than 480 lines of NTSC modulation, and provide two channels of audio and data. DVB-T 2K modulation format shall be provided at a minimum. In addition, AES encryption shall be provided to ensure users of secure communications.

Items shall be capable of operating in L Band (1.7 to 1.9 GHz), S Band (2.2 to 2.4 GHz), Dual (L & S) Band or C Band (4.4 to 5.0 GHz) frequencies. Exact frequency bands will be defined after award. Units operating on AC voltage shall accommodate both 115/60 Hz and 220/50 Hz VAC.

C.4.1.1 Video Transmitter Specifications The transmitters shall be provided to support COFDM format and may include legacy NTSC format or other video transmission formats. Transmitters, when paired directly with receiver equipment, shall be capable of transmitting a color video signal, along with audio, on either one or two sub-carriers.

The COFDM transmitters shall provide high quality video in high multipath environments and operate within the traditional NTSC spectral mask. Transmitters typically operate with an 8 MHz channel bandwidth, transmit video with resolution equivalent to 480 lines of NTSC modulation or greater, and provide two channels for audio. Additional transmitters may be located on adjacent channels without a guard band. AES encryption shall be included to secure communication links.

A minimum of three (3) models of COFDM Video Transmitters shall be made available:

• Video Transmitter, Medium Power

• Video Transmitter, Variable Power

• Video Transmitter, High Power.

The Video Transmitter, Medium Power and Video Transmitter, Variable Power shall be available in each of the L Band, S Band, or C Band frequencies only. The Video Transmitter - High power shall be available in Dual Band (L&S), or in each of the L Band, S Band, or C Band frequencies only.

C.4.1.1.1 COFDM Transmitter RF Characteristics

C.4.1.1.3 Video Characteristics

C.4.1.1.8 Transmitter Output Power Marking The output power of each transmitter shall be permanently marked on the outside of the case.

C.4.1.1.9 Connectors RF Output: Connectors for transmitters shall be consistent with surveillance industry standards (e.g., TNC, BNC, SMA, or miniUHF).

DC Power: All transmitters shall have red and black 12-inch flying leads for electrical power input. A bulkhead connector and its pre-wired mating connector may be substituted.

Microphone: All transmitters shall be supplied with removable, vendor provided microphones with appropriate connectors (e.g., Microtech DR-4S-6, Telocate JT4MB-01, or equal connectors for microphone input(s)).

Video Input: All medium and variable power models shall have 4-inch flying leads of RG 178 or equal, with a male BNC connector on the end. All high power models shall have either 4-inch flying leads of RG 178 or equal, with a male BNC connector on the end, or a BNC Female bulkhead connector mounted on the transmitter’s case.

C.4.2 Video Receiver Specifications The receivers, when paired directly with other equipment provided under this contract and existing microwave video transmission equipment, shall be capable of receiving a color or monochrome video signal, along with audio, on either one or two sub carriers.

The specifications below apply to all receivers unless specified otherwise.

All Standard and Setup receiver models shall have an RF Signal Strength Meter. The signal strength meter shall be installed in the front or face of the receiver. An analog meter is preferred. A digital meter may be substituted if it can display a 5 percent change in signal strength.

Video Monitor

All Setup receivers shall have a video monitor mechanically attached to the receiver unit. The monitor shall be a minimum of 5.7 inches diagonal.

C.4.2.7 Physical Size The physical size of the receivers produced under this contract shall not exceed the maximum nominal volume listed below for each model.

C.4.2.8 Video and Audio Output Receiver Markings The video and audio outputs shall be clearly marked on all Standard receiver models as “VIDEO”, “AUDIO 1”, and “AUDIO 2”. The video and audio outputs shall be clearly marked on all Setup receivers as “VIDEO I/O”, “AUDIO 1 I/O”, and

“AUDIO 2 I/O.”

C.4.3 Video Repeater Specifications The compact video repeater shall be capable of either in-band operation or cross-band operation. The repeater shall be capable of receiving and re-transmitting a full video signal from transmitters to receivers provided.

Two (2) models of Microwave Repeaters shall be provided: In-band Microwave repeaters, and Cross-band Microwave repeaters. Each Repeater shall be capable of connecting a receiver to a transmitter that when AC or DC power is applied will receive and retransmit microwave video signals.

Each Repeater shall contain a Filter Kit that, when the appropriate filter is connected to the input of the receiver, shall have sufficient filtering to reject the radiated signal from the Repeater’s transmitter. The filter shall be interchangeable with input and output connections mating to male SMA connectors. The repeater components shall be housed in a weather resistant, RF transparent, enclosure with an internal, 8 dB gain (minimum) directional antenna tuned for the receiver frequencies. The directional antenna shall be manually steerable. The housing shall have an N-type female bulkhead connector for use with an external antenna. The external antenna shall be 6dB (nominal), tuned to the transmit frequencies. All components shall be designed and or mounted in such a way as to allow easy component replacements in the field.

C.4.3.1 Repeater Transmitter Specifications The transmitter specifications are the same as those for the High Power Transmitter.

(See C.4.1.1.1) These units shall function as replacement parts for the repeater.

C.4.3.2 Repeater Receiver Specifications The receiver specifications are the same as those for the Receiver. (See C.4.2.1) These units shall function as replacement parts for the repeater.

C.4.3.3 Input Power Repeater shall be operable using 100-240 VAC, 47-63 Hz and 10 to 18 VDC.

C.4.3.4 Power Connectors The power connector(s) shall be weatherproof. The Repeater shall be provided with one (1) eight (8) foot AC power cord with a standard 110 VAC, 15 amp, three (3) prong plug on one end and a mating connector to the Repeater on the other, and one

(1) four (4) foot DC power cord with flying leads extending from a mating connector for the repeater.

C.4.3.5 Size Transmitter Size: The physical size of the repeater transmitter shall not exceed 40 cubic inches in volume (including heat sink).

Receiver Size: The physical size of the repeater receiver shall not exceed 50 cubic inches in volume.

C.4.3.6 Outdoor Housing The repeater system shall be enclosed in a standard NEMA box with standard pole and wall mount brackets.

C.4.3.7 RF Connectors Connectors for transmitters shall be consistent with surveillance industry standards (e.g., TNC, BNC, SMA, or miniUHF).

C.4.4 Video Kit The Video Kit contains a total integrated video surveillance system with accessories.

The kits include a transmitter, a receiver and necessary antennas and cabling. The components shall be housed in a weather resistant enclosure. The transmitter specifications are the same as those for the Medium Power COFDM Transmitter.

The receiver specifications are the same as those for the Receiver (see C.4.2).

C.4.5 IP Video Camera

C.4.5.1 IP Video Camera Specification

The IP video camera shall be a network enabled, integrated pan/tilt zoom color camera.

The camera shall have an analog video output producing 480 or better TV lines of horizontal resolution.

The IP video camera shall utilize MPEG-4 or JPEG compression. For JPEG compression, compression levels shall be user selectable in 10 steps, ranging from 1/5 to 1/60 compression ratios, based on an image of 24bits per picture element (8bits each for R, G &B).

The IP video camera shall incorporate a built-in web server, such that standard web browsers (such as Internet Explorer) can be used to view the camera view without need for special viewer software. Supported operating system shall be Windows NT4.0, 2000, XP, Vista and 7. Minimum PC requirements shall be 500MHz, PIII Processor, with 128MB RAM supporting 1024X768 True Color display capability.

C.4.5.1.1 Camera Input/Output Requirements

C.4.5.1.3 Camera Modes of Operation and Resolution

User levels There shall be at least 4 user level settings.

Detection circuit to detect changes in luminance levels in the designated area. Detection area shall rectangular, variable in size, set by the administrator. Camera shall have 9 levels of sensitivity.

Alarm buffering The IP video camera shall be capable of pre and post alarm buffering.

C.4.5.1.4 Camera Optics and Control Requirements

C.4.5.1.5 DC Power Requirements

DC Power Power consumption shall be 21.6W maximum.

C.4.5.1.6 Electrical Requirements

DC Power The IP video camera shall use an input voltage of either 12VDC or Power Over Ethernet (POE).

The power connection shall be by means of a coaxial DC jack

The scanning system shall be 525 lines, 60 fields/30 frames, 2:1 interlace.

The video output of the IP video camera shall meet the EIA/NTSC standard.

Camera luminance operating range

The IP video camera color camera shall require a minimum scene illumination of:

C.4.5.1.7 Mechanical Requirements

Pan/tilt The pan/tilt mechanism shall incorporate direct drive gearless motors, suitable for either desktop or ceiling mount operation.

Full pan range of 340 degrees shall be achieved in 2 seconds, and full 115 degree tilt travel shall be

1.5 seconds.

Filters The camera shall employ a motor driven mechanism that removes the IR cut filter position from the front of the CCD when it switches to B/W mode, On B/W mode, the IR cut filter shall move away from the CCD imager, allowing the camera to fully utilize the sensitivity of the CCD in the near IR range, beyond 700 nm.

Pan/tilt control The camera shall be capable of 16 presets.

Additionally there shall be 5 tour settings that can be established tour, labeled A, B, C, D, &E. User shall have the choice of pan and tilt speeds, including stay time at the preset for each tour.

Sequence of presets, choice of presets, shall be independent for each tour set by the user.

External triggers External alarm triggered presets shall be supported. Up to 3 external alarm inputs shall be supported via the I/O port, which shall be opto-isolated.

Camera mounting The camera-mounting hole shall be ¼” –20, located on the base.

Camera dimensions The camera dimensions shall be less than 5 5/8(W) x 7(H) x 5 3/4(D) inches, 140mm (W) x 175mm (H) x 144mm (D).

Weight The camera shall weigh no greater than approximately 2 lb.

C.4.6 Video Concealments Offerors shall provide a list of covert concealments cross-referenced to the equipment categories. Concealments shall be broken out by type and use (i.e., body worn, out-door).

Due to the sensitive nature of the concealments, DHS will not publish specific list of concealment types.

C.5 AUDIO SYSTEM REQUIREMENTS

C.5.1 Audio Recorder Audio Recorders are stand alone, small, high performance devices with internal storage capabilities ranging from 3 hours in highest quality mode for audio to 20 hours of audio with maximum compression. They typically operate on internal batteries and provide a simple user interface.

The audio is stored on internal non-removable Flash Memory using standard formatting. The stored audio file is downloaded via Universal Serial Bus (USB) port on a Windows compatible Personal Computer (PC).

All units shall ship with all necessary microphones, cables, access cables, etc.

C.5.2 Audio Receiver The Audio receiver is the complement to the audio transmitter in an overall audio surveillance system. The receiver shall provide an audio response to 8000 Hz or greater as well as Audio Transmitter control functions via a computer link and a simple graphical user interface. Receivers may also include an integrated recorder.

C.5.3 Stereo Transmitter The Stereo Transmitter shall provide high quality audio reproduction. This unit shall be totally self-contained with two internal/external microphones and internal batteries. The transmitter is typically part of an overall audio surveillance system with the audio transmitter constitutes a portion of the system. Transmitter emissions may be monitored by a single receiving device or by multiple receiving devices, depending upon the specific design of the transmitter.

C.5.7 Audio Repeater (Optional Item) Audio Repeaters provide in-band re-transmission of audio modulated RF transmissions, connecting audio transmitters to audio receivers. If offered by the contractor, the Audio Repeater shall be capable of receiving RF transmission from a single audio transmitter and retransmitting to a remote receiver. The Audio Repeater shall be provided with filters so that when the appropriate filter is connected to the input of the receiver, the repeater shall have sufficient filtering to reject the radiated signal from the Repeater’s transmitter. The transmitter electrical specifications are the same as those for the Basic Audio Transmitter, and the receiver specifications are the same as those for the Audio Receiver (see C.5.2.1).

C.6 ENVIRONMENTAL CONDITIONS

C.6.1 Operating Range Temperature Wireless Transmitters, Receivers and Repeaters shall operate within a temperature range of – 20C to +40C with relative humidity of 0% to 95%.

C.6.2 Storage Temperature All Wireless Transmitters, Receivers and Repeaters shall withstand storage temperatures of – 40C to +70C without degradation to unit performance within the specified operating conditions.

C.6.3 IP Camera Operating Temperature IP Video Camera operating temperature shall be greater than 32°F to 104°F (0°C to +40°C).

C.6.4 IP Camera Storage Temperature IP Video Camera Storage temperature shall be within -4°F to 140°F (-20°C to +60°C).

C.6.5 Water Resistance All Transmitters, Receivers, Cameras and Repeaters shall be water resistant. Water resistance is defined as Ingress Protection (IP) 3 or better for liquid.

C.7 ANCILLARY SERVICES

C.7.1 Engineering Services The contractor shall provide Engineering Services to support the design and fabrication of unique concealments, as ordered. The contractor shall also provide Engineering Services in support of the Government’s technical requirements, as ordered.

C.7.2 Technical Services The contractor shall provide Technical Services for repair and troubleshooting to support the needs of operators in the field offices.

C.7.3 Training Services The contractor shall provide a range of training services to address the technical needs of Agency Program Managers and field operators. Training shall be made available at the vendor’s or Government’s facility.

C.8. MAINTENANCE

The contractor shall provide systems that are maintainable by Government field office personnel (technicians) for normal maintenance and repair with simple reference to the Operator’s Manual.

No preventive maintenance shall be required for a minimum of 5 years following product delivery.

C.9 TECHNICAL REFRESH

A technical refresh will be conducted at the IDIQ level annually and will coincide with the date of award to sustain competition and to ensure the government will continue to receive the very best TechOps equipment and services. Offerors are encouraged to propose new equipment or service offerings within scope no later than 90 days prior to the end of each contract year for Government evaluation. As part of the technical refresh process, vendors will be allowed to add or replace teaming partners in support of their updated product offerings.

C.10 DOCUMENTATION

The vendor shall provide a hard copy and soft copy of operating manuals for each piece of equipment upon delivery.

D.1 Packaging, Packing, and Marking Products shall be packaged, packed, and marked in accordance with the contractor’s standard commercial practices. The contractor is fully liable for all damage, deterioration, or losses incurred during shipment and handling, unless the damage, deterioration, or losses are due to the fault of the Government. The contractor shall provide a packing slip within each carton with information identifying the contract number, the order number, a description of the hardware/software enclosed (manufacturer name, model number, serial number), and the customer point of contact.

D.1.1 Nameplates and Product Marking

The vendor shall provide a generic alphanumeric scheme (serial number) for marking.

These markings shall be sufficient to track all devices for inventory purposes. In no event shall devices be identifiable, regarding purpose or agency, through these markings to anyone but authorized users. Serial numbers shall be unique, identifiable, and readily visible on each device.

D.1.1.1. Serial Numbers

A unique, identifiable, and visible serial number shall be permanently affixed to each device.

D.1.1.2. Frequency

If applicable, the frequency band of the each device shall be labeled as “L BAND”, “S BAND”, “C BAND”, or “Dual Band” in black block letters.
