We offer a technical investigative video surveillance system which consists of IP cameras, servers and facial recognition software with alerting system which is accessible from a remote PC with a Web browser.

I understand the offeror can propose on either the audio or video category. Is the Offeror required to offer a complete system, or can we offer part of the video surveillance system, i.e.

Facial Recognition Software, Servers and Cameras? Proposal Categories

I just called and left you a message but I had a quick question regarding going after this as a prime or sub contractor. I spoke with you back in August last year regarding this contract and I know that it is now released and we are working on our response. I have some Primes that we can work with on the contract but I didn’t know if we could go after this as a Prime or if it even made sense. We don’t touch any of the audio requirements but we have over 1000 different SKUs for cellular equipment and components and systems that we use today for Video Surveillance throughout the Federal Government. I didn’t know if this was enough to respond as a prime or not and didn’t know if you could talk about this but please let me know when you can. Requirements

The decision to propose as a prime or to team with other vendors is at the offeror's discretion.

As part of this RFP I see no references to combination units of audio transmitters and audio recorders as desired by DHS.

These "transcorder" units have been manufactured by us and over 2500 have been delivered since 2003 to various Federal, State, and Local agencies, including DHS. Will you accept these devices under the audio category? They meet both your specifications for audio transmitters AND audio recorders.

Requirements Yes, these devices will be accepted.

10 Section A.3 Contract Coverage, Paragraph 1, Page 2.

Regarding general scope, the Government advises in the aforementioned reference that the purpose of TechOps contract is to “provide a full array of compatible and interoperable technical investigative surveillance equipment.” Further, it is indicated that the “TechOps equipment included in the scope of this contract include, but are not limited to, the minimum standard configurations set forth in Chapter D, Attachment 2….” Will the Government consider proven technologies, which exceed the performance characteristics of the “minimum standard configurations from chapter D”, at a lower total cost of ownership, even though they are not based on radio frequency (RF) technology? Requirements No.

11 Section 2.2.8.2 Paper Copies, Paragraph 2, Page 66.

The instructions indicate “Tabs 1 through 8 are to be…” Should the instructions state “Tabs 1 through 6 are to be…” or is there a required tab 7 and 8 which are not detailed as sections 2.2.9.7 and 2.2.9.8 respectively? Format

The instructions should state Tabs 1 - 6. Please see the revised RFP page 66.

12 Section C.6.5 Water Resistance, page 26 Can the government please define “water resistant” from an IP ratings or other perspective?

I.e. splash, submersible, other. Requirements

Water resistance is defined as Ingress Protection (IP) 3 or better for liquid. This can be cross referenced with NEMA.

13 Section B.3.2 CLIN Pricing Spreadsheet Structure, page 6

The Government indicates on page 3 of the solicitation that the scope of the contract includes, but is not limited to the minimum standard configurations set forth in Chapter D, Attachment 2, Technical Requirements Compliance Matrix. Subsequently, Attachments 2a and 2b refer to specific technology definitions from section C.4 and C.5. When preparing CLIN’s and their associated pricing, would the Government prefer we place technology which exceeds the minimum standard configuration within the predefined third character (audio, video and service) or create additional CLIN’s which are more closely related to the offered technology? Pricing

Please place this technology within the predefined third character. Do not create additional CLINs.

14 Section B.3.1 CLIN Numbering Structure, page 4

Regarding IP Video, there is no CLIN within the third character generator for “IP Video Interface”, “IP Video Transmitter” or the like, referring to the wireless components of IP video defined in section C.3.1.2 IP Video Systems. Should that interface be addressed by another existing CLIN (I.e. 3 = transmitter variable power), should a unique CLIN be added to the RFP, or shall we include all necessary components for IP video in the “IP Camera” CLIN? The third option will not provide the Government with an accurate cost estimate, as the transmitter in question may often interface with multiple cameras (PTZ or other). Pricing

These would be considered accessories to the IP Video camera and would fall under the fourth character. This section of the RFP has been revised for clarity.

15 Section 2.2.10.2 Tab-2 Subcontracting Plan, Page 72

The section indicates that “all large business offerors are required to submit an acceptable small business …… subcontracting plan.” Does the Government require that small business prime contractors, who are teaming with a small or large business as subcontractors prepare the same? If not, shall the section be left blank or is other supporting data required by the Government? Small Business

Only large business prime contractors are required to submit a small business subcontracting plan. Small business prime contractors who are teaming do not have to prepare a subcontracting plan. Small business prime contractors shall simply indicate that they are small and that this section is not applicable.

16 Sec C.4.1.1, Para 2, Page 11 Is reduced bandwidth reduced Frame rate useful Requirements

Section C.4.1.1 identified the minimum required operating channel parameters; vendors are encouraged to propose additional operating channels that may be of benefit to the government.

17 Sec C.4.1.1, Para 4, page 11 The use of the word “only ”. Does this mean that Video Transmitters that cover more than one band are not acceptable in the medium and Variable power categories? Requirements No, devices may cover multiple bands.

18 Sec C.4.1.1.2, Page 12 I take it that we are talking about NTSC FM modulation standards here. 17MHz Bandwidth (CCIR 405-1) Requirements

The standard is National Television System Committee Standards for Over The Air Transmission.

19 Sec C.4.1.1.3, Page 12 No video input formats or frame rates have been specified. What compression format, MPEG- 2, H.264. Is HD desirable? Requirements

26 Sec C.4.2.2 What video compression standards are required? What video output formats? Requirements The government is seeking the vendor's proposed solution that satisfies solicitation requirements.

27 Sec C.4.2.6, page15 Can the Audio and Video levels be displayed on screen and adjust by touch pad? Requirements The government is seeking the vendor's proposed solution that satisfies solicitation requirements.

28 Section C.4.3 Can you confirm the bandwidth of the 1.7 & 2.2 GHz bands for the “in Band” repeaters. We believe that these bands have been reduced already which will effect the filters. Requirements

This cannot be confirmed at this time due to the sensitive nature of the repsonse. The requirement is for in band and cross band repeaters within the Federal spectrum.

29 Sec C4.4, Page 17 This section implies a single TX and RX per kit yet Attachment 3, page 1 ** states two transmitters. Requirements

This ambiguity has been resolved in a revised attachment 3, Price Evaluation Matrix. There is a single medium power transmitter.

30 Sect. 3.1.2

IP Video references WiFi and cellular. What are the specs for the WiFi radios? Do they need to be FIPS compliant and operate on assigned Gov’t frequencies or only Part 15? We did not find a compliance matrix for these radios. Should there be one? As for cellular, are we expected to include 3G/4G modems as a line item? Requirements

IEEE standard for WiFi. Proposed items must have AES 256 encryption.

They must operate on Government frequencies. There isn't a compliance matrix for WiFi radios or other accessories. The vendor may propose any accessories they think should be included in their solution.

31 Sect 4.1.1 So the legacy (analog) NTSC video links need to be encrypted? Requirements Yes, legacy NTSC video links need to be encrypted.

32 Sect 4.5.1 IP cameras are now available w/H.264 compression. Is that format acceptable? Also, is on-board storage/recording required? Requirements

Yes this format is acceptable and Yes on-board storage/recording is required.

33 Sect 4.6 Inasmuch as concealment requirements are not specified, how are correlated prices to be established? Requirements

See pages 5 and 6 of the RFP. Concealment prices are not part of the pricing model but are to be included as part of the vendor's proposed catalog pricing. 34 Sect. 5.3.1 For the stereo transmitter specs, since freqs are not provided, will you identify the bands (VHF, UHF, 900 mhz, etc) to ensure that offered product(s) will be compliant? Requirements The bands are the Federally authorized frequency bands.

During my research this week I have found the RFP for Tech Ops which is very appealing to my company and I am trying very hard to gather all information needed to make the submittal date. Before I get too far I wanted to make sure that my efforts won't fall short because my product doesn't meet all of the requirements. Please let me know If I should proceed with the RFP. 48 C.4.1.1.5 Input Voltage Requirements Does the unit have to operate across the full 1-18 VDC range or can it be discrete between 1 and 18 VDC. Requirements

49 C.4.2.1 RF Characteristics Table C.4.2.1 specifies a -85dBm RF sensitivity. For COFDM what modulation should be used to attain this sensitivity? Requirements The coding rate is 8MHz, FEC 2/3 16QAM BER<2x10 -4.

Requirements

Standard and setup refer to briefcase and self contained receivers which contain a built in video monitor. The brick is a receiver which requires external input for power with no video monitor built in. Some items are not part of the pricing model but are to be included as part of the vendor's proposed catalog pricing. Attachment 3 is for evaluation purposes only. Vendors are expected to submit complete catalog pricing in addition to completing the information in Attachment 3.

The specification assumes that a repeater has 4 receivers and 4 transmitters inside a single box? If COFDM systems are used can alternative solutions be provided involving digital multiplexing of 4 received signals into a single transmitter? Requirements

On page 12, in table C.4.1.1.4, transmitter audio subcarrier characteristics, we respectfully request a range of subcarrier frequency limits:

Requirements The subcarrier frequency limits may not be changed because these are the Government's requirements.

63 On page 13, in table C.4.1.1.5

On page 13, in table C.4.1.1.5, the input voltage range is specified as 1 -- 18 VDC. We believe that this is a typographical error, and respectfully request that the operating voltage range be redefined. Requirements

This should be 10-18 VDC. Please see revised Technical Requirements page 13.

64 On page 13 in C. 4.2 it is stated that equipment provided under this contract must pair directly with existing microwave equipment, however no details of existing microwave equipment are furnished.

We respectfully request that complete list of existing manufacturers equipment with which equipment supplied under this contract must be compatible. Requirements No, this cannot be provided due to operational security concerns.

65 On page 14, in table C.4.2.1 local oscillator radiation is specified as not to exceed -25 dB. Does this require that the local oscillator must be 25 dB below its nominal level at the receiver input connectors? Requirements

This requirement should read -25dBm. Please see revised Technical Requirements page 14.

66 On page 14 in table C.4.2.2 the use of an analog FM demodulation appears to be specified for NTSC transport. Is the use of an NTSC encoder feeding a digital wall COFDM modulator considered acceptable. Requirements

The government is seeking the vendor's proposed solution that satisfies solicitation requirements.

67 General Question Our company will be bidding in the Video category. Do we have to bid and price each item in that category (e.g., IP camera)? Or can we just bid on selected products in the video category? Requirements

Our reading of the RFP shows requirements for both digital (COFDM) and analog (“NTSC”) transmitters, receivers, and repeaters. Is this correct? If correct, the Video Pricing Matrix in Attachment 3 is incomplete as it only accounts for the 4 models of digital transmitters and not the three models of analog transmitters. Requirements

Some items are not part of the pricing model but are to be included as part of the vendor's proposed catalog pricing. Attachment 3 is for evaluation purposes only. Vendors are expected to submit complete catalog pricing in addition to completing the information in Attachment 3.

The referenced paragraph states that “A minimum of three (3) models of COFDM Video Transmitters shall be made available: Video Transmitter, Medium Power; Video Transmitter, Variable Power; Video Transmitter, High Power.” In paragraph 4.1.1.1, there is also mention of a Low Power Video Transmitter. Does this mean that the successful bidder must bid on the 3 stated video transmitters and optionally offer the Low Power one? Requirements

Yes, the contractor must make available, at a minimum, the 3 stated video transmitters. If the low power transmitter is offered, it must meet the requirement in C.4.1.1.1 COFDM Transmitter RF Characteristics.

Vendors are encouraged to review all evaluation attachments when considering selecting specific items for principal product offering.

70 Section C, Paragraph C.4.1.1, Pages 11-12

For both analog and digital video transmitters, there is a product titled “Variable Power Model”. Does this imply that the power is infinitely variable (presumably by the operator) between the upper and lower limits, or is it acceptable to have 2 settings, one for the lower limit and one for the upper limit? Requirements

71 Section C, Paragraph C.4.1.1.5, Page 13 The referenced paragraph states that the Input Voltage shall range from 1-18 VDC. Is this a typo? Shouldn’t it read from 11-18 VDC? Requirements

72 Section C, Paragraph C.4.2.6, Page 15 The referenced paragraph uses the terms “Standard” and “Setup” receiver models, but these terms are not defined anywhere. Can you provide a description/definition of these 2 models? Requirements

Standard and setup refer to briefcase and self contained receivers which contain a built in video monitor. The brick is a receiver which requires external input for power with no video monitor built in.

73 Section C, Paragraph C.4.2.7, Page 15 Receiver models are listed as “Briefcase Kit” and “Brick” without any definition or description.

Can you provide this information? Requirements

Standard and setup refer to briefcase and self contained receivers which contain a built in video monitor. The brick is a receiver which requires external input for power with no video monitor built in.

Section C, Paragraph C.4.4, Page 17 and Chapter D, Attachment 3 Price Evaluation Matrix

Paragraph C.4.4 defines the “Video Kit” as a transmitter (COFDM Medium Power), receiver, antenna, and cabling in a water resistant case. However, in Attachment 3 Pricing Matrix, the “**Video Kit” is defined as a receiver, variable power transmitter, medium power transmitter, and cables in a storage case. This is a significant difference in definition/description. Requirements

The definition of the Video Kit in Attachment 3 has been refined. Please see the revised Attachment 3, Price Evaluation Matrix.

75 Section A, Paragraph A.3, Page 2

A. Can you more clearly define “multiple concealment options” for both audio and video?

B. Also, please define Ancillary Services relating to the “engineering for construction of concealments”.? C.

Does this mean DHS employees are being trained to make concealments? Or that concealments are only designed, but not constructed? Requirements

A. Please refer to section C.3.2 for a description of concealments.

B. Ancillary services refer to the activities associated with the construction of concealments. C.

The services are associated with the contractor designing and constructing concealments. Training is related to the training of Government personnel on the use of equipment offered.

76 Section B, Paragraph B.3.2, Page 6 Regarding CLIN Numbering Structure for Labor, can you add categories for “Designer” and/or “Artist” for concealment design and construction? Pricing

Please incorporate these labor categories into the existing CLIN structure where appropriate for your solution.

77 Section C, Paragraphs C.3.1.1 and C.3.3, Pages 9-10

The referenced paragraphs state that “Due to the sensitive nature of the concealments, DHS will not provide a listing of concealment types.” In addition, there is no provision in the pricing matrix for concealment costs. How is DHS going to evaluate a successful bidder(s) in the concealment category? Requirements The Government has provided its evaluation criteria in Part 3 of the RFP.

78 Section C, Paragraph C.4.6, Page 22

The referenced paragraph states “Offerors shall provide a list of covert concealments cross-referenced to the equipment categories.” Can the requirement be more specifically stated as concealments come in so many shapes, sizes, and purposes? Requirements

The government is seeking the vendor's proposed solution that satisfies solicitation requriements.

79 Section C, Paragraph C.4.1, Page 10 Is it possible to provide a definition or description for the term “NTSC spectral mask”? Requirements Please refer to the term in the National Television Systems Committee Standards (NTSC) for Over the Air Transmissions standards.

80 Section C, Paragraph C.4.1.1.2, Page 12

The requirement is for VSWR up to 3:1 over all phases. This is a specification we have never seen before. Can this be better explained as the industry standard is 2:1 for analog RF transmitters? Requirements

The requirements as provided in the RFP are the Government's requirements.

Section C, Paragraph C.4.1.1.7, Page 13 and Paragraph C.4.3.5, Page 17

The maximum volume requirement is 40 cubic inches (including the heat sink). Does the volume include the connectors identified in Section C.4.1.1.9, page 13? Requirements No.

Section C, Paragraph C.4.1.1.5, Page 13 and Paragraph C.4.2.4, Page 14 Is the maximum input power 18 VDC for transmitters and 16 VDC for receivers? Requirements The power should be 10 - 18 VDC for both.

Reference is made to how the IP camera connects to services such as to a DSL modem, or Cellular system however there is no reference to the supply of the equipment that TechOps would have to obtain to connect to these types of data networks.

Can the text and scope of this document be expanded to include related and generally required major support components and devices which support the IP video camera, systems and concealments be included in an amendment? This would include what could be referred to as IP transmitters, data devices or wireless/cellular radios, which are required for the use of IP Cameras, systems and concealments. These items includes major system components such as Cellular Modems & Routers, 802.11 Routers, 802.11 access points, Ethernet Switches, NVR or DVR Devices, DSL Modems, Cable Modems, 802.11 Routers and similar.

If not please advise further on the cross-referencing system. If so in the above example would it be more appropriate to use CLIN 029X (First Year, Video, Concealment) or CLIN 025X (First year, Video, IP Camera) or some other combination of numbers and/or additional characters?
