About this opportunity

The Department of the Air Force, through FA8137 AFSC PZIOC at Tinker Air Force Base, Oklahoma, cancelled Solicitation FA813726R0039, a design and implementation effort for a monitoring and control system for the Integrated Wastewater Collection System (IWCS) in Building 62516, effective October 27, 2026. The solicitation was restricted to current MACC-BOA holders, and its Set Aside line reads Total Small Business.

The Air Force cited funding unavailability in early Fiscal Year 2027 and will resolicit the effort if funding becomes available later. The solicitation had been contingent on appropriated funds under FAR 52.232-18. Offers were originally due July 27, 2026, but the cancellation supersedes that date.

The final amended scope covered four lift stations: IW-LS-3 (Building 214), IW-LS-10 (Building 3706), IW-LS-2280 (Building 2280), and IW-LS-6 (Building 2136), with control systems updated and connected to enable monitoring at the Integrated Wastewater Treatment Plant. Place of performance is Tinker Air Force Base, Oklahoma City, OK. Amendment 0001 removed IW-LS-KC46 (Building 9501) and IW-LS-TAC (Building 9305) from scope.

The procurement was a firm fixed-price construction contract under NAICS 237110 with a $45 million size standard and PSC Z2NE. It required performance to begin within 10 calendar days of award and finish within 165 calendar days. Bid guarantee was 100 percent of the bid price, and performance and payment bonds were due within 10 days of award. Liquidated damages were $330.42 per calendar day. Security requirements included NIST Special Publication 800-171 compliance and FOD awareness training under Tinker AFBI 21-100. Evaluation used lowest priced technically acceptable procedures under Section M.

Michael Johnson is the contracting officer (405-620-2913), with administrative support from Sharla Brandon (405-739-3516). Peter Ho is the Government technical point of contact.
