About this file

This document is a Pre-Bid Request for Information (RFI) for contract WWYK240146, addressing the design and implementation of a monitoring and control system for the Industrial Wastewater Control System (IWCS) at Building 62516, Tinker Air Force Base.

The project involves integrating new Honeywell Remote Terminal Unit (RTU) panels at six lift stations into the existing Honeywell Building Management System (BMS) network. Key scope elements include SCADA system design, RTU panel installation and programming, flow meter integration, electrical work (120VAC/24VDC power and circuits), conduit routing, cybersecurity compliance, and comprehensive testing and commissioning. The system will connect to the existing COINE network via designated Honeywell panels at Buildings 214, 3706, 2280, and 2136. The contractor must coordinate with the existing Honeywell support team at Tinker AFB (primary contacts: Tim Loudermilk and Brian Collins) for programming and integration, as Tinker requires continuity with the existing system. Design work shall follow In-Final-Condition (IFC) documents, with deliverables including shop drawings, conduit routing plans, testing and commissioning procedures, and operations and maintenance training. All lift station work requires formal outage requests with 21-day advance notice, coordination for pump trucks, and phasing approval by the user. Contractor personnel must comply with cybersecurity requirements including CMMC compliance, badge requirements, and restricted area access procedures at Buildings 2136 and 2280. An Offer Guarantee (Bid Bond) equal to 100% of proposal price is required. The contractor must provide personnel certifications, an on-site Superintendent (assignable to no more than five active Tinker AFB orders concurrently), and training for government operations and maintenance staff. Design review milestones and submittal requirements are specified in the Statement of Work Section 3.3.3.

WWYK240146 – Design & Implement Monitoring & Control System for IWCS, Bldg. 62516

Pre-Bid RFIs

1.) Drawings reference existing Honeywell panels but do not indicate available capacity. Please confirm that the existing Honeywell panels located in Buildings 214, 3706, 2280, and 2136 have sufficient capacity for the additional communications and integration requirements or identify whether panel upgrades are required for this job.

a. HDR – The design intent is to integrate new Honeywell panels provided at the lift stations into the base Honeywell system. Any reference to existing Honeywell panels is only in reference to where the new Honeywell RTU panels will connect into the overall network.

b. HDR - Honeywell has confirmed that there are sufficient network connections at designated panels. There will be NO new IO connected to the existing panels.

c. Honeywell Tinker Contacts:

Tim Loudermilk / Tim.Loudermilk@Honeywell.com / (405) 641-2735 Brian Collins / brian.collins@honeywell.com / (405) 308-3099

2.) Without existing databases, integration labor and risk are difficult to quantify. Will the Government provide the existing Honeywell EBI database, graphics, point database, and backup files necessary for system integration? HDR – The design intent is to integrate into the exiting Honeywell system. Honeywell has access and provides support to Tinker on this system and are the preferred programmers. No information on the EBI top end software will be provided for bidding.

3.) Appendix B, Specifications lists specification section 25 05 11 CYBERSECURITY FOR SCADA CONTROL SYSTEMS – LOW IMPACT.

Specification section is not provided in the list of specifications. Will the Government provide an edited specification section for the SCADA Design and Implementation Requirements? PZ has access to all contract solicitation documents – Please contact CO/CS for any specifications. - JO

4.) Will an RCDD certified designer be required as part of the Design and Implementation of the project?

a. Yes – The Honeywell group that provides support for the existing will have this certification and ability to program the additions. Any proposed programmer will need to be approved by Tinker.

5.) Is the engineering design limited to the Control System Design and implementation Component?

a. HDR – Follow the design as shown in IFC documents.

6.) Will directional boring, with tradition potholing of utilities systems, be allowed? – These methods are allowable. Dig permits will be required for each location. – JO

7.) What is the allowed downtime or outage allowed at each lift station? Lift stations must be running at the maximum allowable time. Outage request must be submitted for each lift station and coordination for pump trucks will take place upon acceptance of request. - JO

8.) What are the phasing requirements for the project? Phasing requirements will be determined by user approval at time of outage request submission. - JO

9.) How will this project interact with the existing project to replace existing lift station 6N and 6S? – Whichever contractor begins work first shall be responsible to for replacing the overlapping scope item (Remote Terminal Unit (RTU) panel). If 240176 is completed upon commencement of work, please plan for a credit to the government for the price of material and labor to achieve the work necessary for RTU replacement. – JO

10.) Confirm existing power voltage at each RTU location. Sheet E-100 Note 11 directs: "Intercept 120VAC to existing RTU panel and route to new RTU panel." However, Note 4 simultaneously warns a 480V upgrade may be required. The instrumentation details (Y-301 through Y-304S) show existing 480V pump panels and new 120VAC taps side by side. The existing voltage feeding the RTU control circuits at B214, B3706, B2280, and B2136 is not confirmed in the demolition drawings (YD101–YD104). Please confirm the existing control power voltage at each of the five RTU locations so we can accurately price the electrical tap and disconnect scope.

a. HDR – There is an existing RTU panel to be demolished at each location. The contractor will evaluate the existing 120V feed and reuse. If additional power needs are determined, contractor should submit an RFI at that time.

b. In walk-through with Honeywell technicians, they determined the existing power sources will be sufficient for the new RTU panels.

11.) Confirm whether existing panels have capacity for the additional circuits required. Each new RTU panel requires a dedicated 15A circuit from an existing 120VAC source (per Y-301 through Y-304S), plus a 24VDC supply, 24VAC supply, and panel heater circuit. At IW-LS-2280, an additional dedicated GFCI circuit is required for the sump pump (Y-303, Key Note #12). Without confirmed panel schedules, we cannot verify available breaker slots and ampacity. Please confirm existing panel capacity at each location or advise if a new sub-panel or service upgrade is within scope.

a. HDR – Assume the same CB and circuit as that is feeding the existing RTU panel. There may be some electrical work to extend wires, etc. but the CB source will be the same.

b. HDR – If additional power needs are determined, contractor should submit an RFI at that time.

12.) Confirm routing responsibility for new conduit runs not shown on drawings. Sheet E-100 shows lift station locations on an aerial at 1"=500' scale. No conduit routing plan or panel-to-panel wiring path is shown for the power taps. If new conduit runs are required beyond the tap point, confirm whether the Government will issue a supplemental conduit routing drawing, or whether the contractor is responsible for routing per code at his discretion.

a. HDR final routing plan details are not included in the design. Contractor to provide in shop drawings.

mailto:Tim.Loudermilk@Honeywell.com mailto:brian.collins@honeywell.com

13.) Confirm outage classification for the 15A circuit additions at IW-LS-6 (controlled area). IW-LS-6 is in a controlled/restricted area adjacent to the Tinker AFB flight line security fence. The SOW Delivery Schedule (§3.3.3) requires 21-day advance submission for outage requests. Adding a 15A circuit breaker to an existing panel constitutes a brief interruption to the source panel. Please confirm: does this work require a formal 21-day outage request, or is a brief tap considered incidental and managed through COR coordination only? A 21-day request is required. Multipool stations can be done in one request if the plan is detailed well enough. - JO

14.) Confirm sump pump GFCI circuit at IW-LS-2280. Y-303 Key Note 12 requires a 120VAC GFCI circuit in the RTU panel for sump pump power. Please confirm the discharge point for sump pump drainage ("discharge into existing interior metal containment basin" per Key Note 12) and identify the basin location so we can confirm conduit routing and piping scope.

a. HDR – The intent was to provide a GFCI voltage source for the pump from the RTU panel, but this is not required.

If contractor has a better idea, please propose.

b. The sump pump is for rainwater in the interstitial areas. The water can be discharged on to the ground near the sump.

15.) What are the additional security requirements for access to B2136 and any other secure buildings? See SOW 2.6 - JO

16.) What comm box and wall are the communication runs being landed in B2280?

a. HDR – Coordinate with Honeywell as they are responsible for the connections of the networking. The drawing show approximate locations only for connection points.

17.) Will the Government require 3-4 individual sets of preconstruction submittals due to the multiple site locations? (Site plans, laydown areas, traffic control plans, etc.) One set of documents for all sites is acceptable if the submittal is accurately detailed specifically for the Site Plans, lay down areas and traffic control areas. - JO

18.) Is this project tax exempt? If so, will the Government provide a tax exempt form to the awarded contractor so that they may provide it to their subcontractors? No - PZ

19.) Please identify the required Cybersecurity requirements applicable to this project, including whether Contractor personnel will access, generate, receive, transmit, or store Controlled Unclassified Information (CUI). FCU and/or CUI are not included in any documentation as apart of the subject project. Distribution and dissemination of CUI documents and drawings requires the contractor to have a contract with the government for the protection of information. CUI cannot be distributed to the public without prior authorization from the government. Furthermore, contractors are not authorized to distribute government CUI to other outside agencies as per their contract requirements. Any subcontractors or suppliers must comply with the agreements made in the DD-254 of the prime contractor with a subcontractor DD-254 agreement if information will be shared. - JO

20.) If CUI is applicable, please identify the required CMMC level, SPRS requirements, assessment requirements, and whether subcontractors will be required to maintain the same level of compliance. – SPRS is a cyber security score and has no requirements regarding this project. CMMC is required - JO

21.) Please confirm whether any Government Furnished Equipment (GFE), Government Furnished Information (GFI), software licenses, network credentials, SCADA licenses, monitoring licenses, or proprietary control-system programming files will be provided for this project. HDR - Please coordinate with Honeywell to identify any need for these items. – The intent is for the current Honeywell team who programs the Honeywell EBI system, to do programming for this project. They understand the system and Tinker does not want anyone not familiar with the system to do any programming. No information on the EBI top end software will be provided for bidding.
