About this opportunity
The United States Air Force (USAF) is conducting market research for the remanufacture of T-38 Electromechanical Actuators, seeking potential sources capable of disassembling, cleaning, inspecting, assembling, testing, preserving, and packaging unserviceable assets to return them to like-new condition. The procurement will involve specific NSN (National Stock Number) parts: 1680-00-902-2196RK and 1680-00-872-7023RK, with potential contractors responsible for supply chain management, logistics planning, production forecasting, long-lead time parts procurement, and shipping serviceable assets. Potential sources must complete a Source Approval Request (SAR) package and meet qualification requirements specified in the Repair/Remanufacture Qualification Requirements RQR-848. The government is interested in a wide range of business types, including small businesses, disadvantaged businesses, veteran-owned businesses, and other small business categories under NAICS code 336413. The estimated solicitation date is December 2025, with potential sources required to submit their SAR packages electronically through DoD SAFE by the closing date of May 30, 2025.
The pre-solicitation notice does not currently have a specific set-aside designation, with the final determination dependent on the number of small businesses approved to satisfy the requirement. The estimated procurement includes 250 units of NSN 1680-00-902-2196RK and 200 units of NSN 1680-00-872-7023RK, falling under the Product Service Code 1680 for Miscellaneous Aircraft Accessories and Components. Potential sources may be responsible for nonrecurring engineering costs associated with becoming an approved source, and the NAICS size standard for this opportunity is set at 1,250 employees. Technical data requests should be submitted to the Tinker TO Public Sales Office, while SAR-related questions should be directed to the AFSC Small Business Office. The government emphasizes that this notice is for informational and planning purposes only, and responses may or may not be returned, with contractors not responding still eligible for future solicitations.
