About this opportunity

The University of California, on behalf of Lawrence Berkeley National Laboratory (LBNL), is soliciting proposals for manufacturing and assembly of Storage Ring Direct Current Transducers (DCCT) Modules under a total small business set-aside, with proposals due June 19 and questions due June 5. This procurement is restricted to small business concerns with 750 or fewer employees under NAICS 334418 (Printed Circuit Assembly Manufacturing).

Place of performance is Berkeley, California, with final delivery to Brookhaven National Laboratory in Upton, New York. The procurement requires delivery of 910 DCCT-BPC-2CH units (including 10 spares) in seven batches between September 11, 2026 and February 28, 2027. The supplier must manufacture and assemble circuit boards for the modules using provided engineering packages; LBNL will furnish 1,820 current coils for incorporation into the assemblies. All work must comply with IPC 610 Class 2 standards with lead solder required for component-to-PCB soldering.

Key technical requirements include ISO 9001 certification, completion of a mandatory Production Readiness Review prior to production start, monthly progress reporting, and bi-weekly technical meetings. All personnel performing inspection must conduct visual inspections covering external condition, internal component installation, wiring and connections, and final cleanliness. Assemblies must be individually packaged using ESD-compliant materials and delivered in durable boxes suitable for storage. All electrical equipment must be certified by a Nationally Recognized Testing Laboratory per OSHA standards. Export control classification information must be provided by the supplier upon manufacturing completion. Buy American Act compliance applies unless exceptions are documented.

Award will be made to the responsive, responsible offeror offering the lowest evaluated price whose proposal is determined technically acceptable. Technical evaluation includes ability to meet SOW requirements (Sections 2–6), delivery schedule with risk identification, past performance on up to three similar contracts within five years, and quality assurance demonstrating DOE Order 414.1E compliance. Proposals must include a technical volume addressing these criteria and a business volume with firm fixed pricing, representations and certifications, and acceptance of sample subcontract terms. PSC code is 5963 (Electronic Modules).
