About this opportunity
The Albuquerque Area Indian Health Service (AAIHS) is seeking a contractor to provide comprehensive Staff Development Training for the Office of Environmental Health and Engineering (OEHE) through solicitation number 75H70725Q00044. The training program requires delivering leadership and personal development services across the lower 48 States and Alaska, focusing on developing leadership competencies through various training modalities including in-person and virtual sessions. Required training components include cohort-based programs, monthly webinars, individual coaching, and customizable training offerings aligned with Kouzes and Posner's Five Best Practices of Exemplary Leadership. The contract will be awarded on a best value basis, with non-price factors being significantly more important than price, and will consider technical approach, past performance, and pricing. Proposals are due by April 11, 2025, with potential offerors required to submit questions via email to Stephanie.Begay3@ihs.gov or by phone at (505) 256-6750.
The solicitation is exclusively set aside for Indian Small Business Economic Enterprise (ISBEE) concerns, with a cascading set-aside that allows evaluation of other small business concerns if insufficient competition is received from ISBEE firms. The period of performance includes a 12-month base period with four potential 12-month option years, targeting professional and non-professional staff in engineering, architecture, environmental health, public health, facility management, administrative, and technical roles. The training will encompass various formats from one-hour virtual sessions to three-day intensive workshops, with a requirement for instructors to have a minimum of 10 years of leadership training experience. While specific award values are not explicitly stated, the NAICS code 611430 for Professional and Management Development Training has a $15 million size standard. The place of performance is located in Albuquerque, New Mexico, with training to be conducted both virtually and in-person across multiple geographic regions.
