About this opportunity

The U.S. Army's Mission and Installation Contracting Command–Fort Bragg seeks staff augmentation services for United States Army Central (USARCENT) at Shaw Air Force Base, South Carolina, with proposals due September 1, 2026 at 12:00 PM EDT. The procurement is a 100% service-disabled veteran-owned small business set-aside under NAICS 541611, with questions due August 19, 2026.

Place of performance is Shaw AFB, Building 1947, Patton Hall, with core working hours Monday–Friday, 08:00–16:30 Eastern Time. The prime contractor must possess an active TOP SECRET facility security clearance prior to award, with company Security Management Officer verification required. All personnel require security clearances ranging from SECRET to TOP Secret, with All Source Intelligence Analysts and Contractor Special Security Representatives requiring TS/SCI eligibility; interim clearances are not acceptable for Current Operations positions, though an interim TS/SCI is acceptable for the Foreign Disclosure Representative role where SECRET is the minimum. All personnel must be U.S. citizens and comply with DOD 8570.01-M information assurance certification requirements and mandatory anti-terrorism and information assurance training within 30 days of contract award.

The requirement spans 22 full-time equivalent positions across five staff sections: G1 (Personnel), G2 (Intelligence), G4 (Logistics), PAO (Public Affairs), and HQBN (Headquarters Battalion), with a 12-month base period and a 60-day transition period for onboarding. Contractor must staff all 22 positions by Day 60 from contract award, with phased staffing permitted and payment beginning as each employee starts. The Government will provide workstations, monitors, telephones, network accounts, email, and access to NIPRNet and SIPRNet. There is no incumbent contractor.

Award will be made on a Lowest Price Technically Acceptable basis, evaluating technical capability (written technical approach including onboarding plan and FSC status), past performance (minimum three references from last five years, reviewed from CPARS and other sources), and price. The contract is firm-fixed-price with invoicing limited to hours actually worked, maximum 2,080 hours annually per FTE. Mobilization and demobilization CLINs have been removed; onboarding is incorporated into technical evaluation. Quotes must remain firm for 60 calendar days following submission and be submitted via email as an all-or-nothing proposal with all pricing in whole numbers rounded to two decimal places.
