About this file
This is a Questions and Answers (Q&A) document for a federal contract Request for Quotation (RFQ) issued by the U.S. Air Force for augmentation staffing support at Shaw Air Force Base, South Carolina. The document contains 149 customer questions and corresponding government responses addressing solicitation ambiguities and clarifications.
The contract requires 22 full-time equivalent (FTE) positions across 15 labor categories to augment U.S. Government operations, including roles such as Program Manager, Mobility Specialist, Acquisition Analyst, PAO Augmentation, Current Operations Specialist, All-Source Intelligence Analyst, and various administrative and technical positions. The period of performance is 12 months (365 days from Notice to Proceed) with no travel required despite initial PWS references to potential CONUS and OCONUS travel. Personnel must possess appropriate security clearances, with an active Secret clearance serving as the minimum for most positions; interim clearances are not accepted for Current Operations positions. The contract is firm-fixed-price (FFP) based on 2,080 hours per FTE annually as a maximum ceiling, with invoicing limited to hours actually worked. All work must be performed on-site at Shaw AFB with no remote or hybrid arrangements except the Program Manager role. Government-furnished property (GFP) will provide desktop/laptop computers, network accounts, and IT equipment. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating technical capability, past performance (minimum three references from last five years), and price. The mobilization and demobilization CLINs will be removed from the solicitation, with an onboarding plan for hiring personnel required as a technical acceptability criterion. Security clearance verification from prime contractors must be provided with quotes and verified by the Government. No key personnel are designated for proposal submission, though resumes will be required post-award for applicant review prior to performance start.

Customer Questions
1. PWS §1.13.8 ("Qualifications for all other Personnel") and §1.13.9 ("Other qualifications for all Personnel") both reference "See attachments" for minimum education, experience, certification, and specialized skill requirements for the 22 positions in Table 1. These attachments were not included in the RFQ package as issued, and the accompanying FAQ (Q2) confirms the Government does not intend to provide detailed labor category qualification standards. – Please see attachments to solicitation
2. Given that offerors must submit a technical approach describing staffing methodology and, per the FAQ, resumes for any positions designated key personnel, we request the Government either (a) provide the referenced qualification-standard attachments, or (b) confirm that offerors should propose their own qualification standards for each labor category based on the functional descriptions in PWS §1.1.2 and §1.3. – Please see attachments to solicitation
3. PWS §1.4.2 states total contract length "if all options are exercised to include the -8 clause" is 18 months, while the accompanying FAQ states there is no intent to structure the contract as a 12-month base plus a 6-month extension under FAR 52.217-8, and that offerors will not be required to price a 6-month extension. Please clarify the intended period-of-performance structure (base period length, number/length of any option periods) so offerors can price consistently. – PoP is 12 months
4. PWS §1.14 describes contractor personnel travel (TDY to Tampa FL, Fort Hood TX, Fort
Bliss TX, and possible OCONUS travel) reimbursed IAW the Joint Federal Travel Regulation (JFTR) under a separate mechanism. The accompanying FAQ states the Government will not reimburse travel under a separate CLIN and will not provide an estimated travel amount. Please confirm whether contractor travel costs described in PWS §1.14 are to be (a) built into the FFP labor rates for the affected positions, or (b) priced separately, and if separately, under what CLIN structure. – Please see updated PWS; No travel will be required.
5. What is the anticipated effort on this? Is there travel involved, if so CONUS or
OCONUS, to where and duration? Also, which LCATS and how many people will be traveling? – Please see updated PWS; No travel will be required.
6. Can the Prime that has TS facility clearance team with a subcontractor that does not have
TS facility clearance? – Please give details on who will be handle the personnel security clearances Prime or subcontractor?

8. Is a TS facility clearance required for award? If not, would the government be willing to sponsor a vendor if it does not already have TS facility clearance at the time of bid submission or award? – Yes
9. Mobilization / Demobilization: The RFQ includes separate CLINs for Mobilization (0006) and Demobilization (0007). The PWS identifies the first 60 days as the transition period, during which the contractor will identify and assign personnel, verify clearances and certifications, and complete required onboarding actions. The FAQ states that this 60-day transition period will not be separately priced. Can the Government clarify what specific costs or activities it expects offerors to price under CLIN 0006 Mobilization? We want to ensure transition-related costs are included in the appropriate CLINs and are not either duplicated or omitted from our pricing. – Contracting Q/A - Propose as solicited.
