About this file

This file is a Questions and Answers document providing Government responses to contractor inquiries regarding a staffing services contract for 22 positions.

Staffing and Transition Requirements: Table 1 represents the complete minimum staffing requirement, and all 22 positions must be fully staffed by Day 60 from contract award date, though phased staffing is permitted during this period with no minimum staffing level required beforehand. Payment begins as each employee starts, and unfilled positions during transition will result in deductions. The Government will not provide detailed education, experience, certification, or specialized skill requirements for each labor category. No incumbent contractor currently performs these services. Key personnel will be identified after award if applicable, and resumes are required with proposals. Replacement requirements and contingent employment agreements are addressed in the Performance Work Statement.

Security and Clearance Requirements: The prime contractor must possess an active Top Secret Facility Security Clearance before contract award, with the facility clearance in place before award (the Government recommends contractors have an active TS FCL given the 6-9 month processing timeline). The All Source Intelligence Analyst and Contractor Special Security Representative positions require active TS/SCI eligibility, with active clearances recommended at hire. Interim clearances are not acceptable for these positions or Current Operations (G23) roles, though an interim TS/SCI is acceptable for the FDR position where SECRET is the minimum clearance. The contractor is responsible for managing employee security clearances up to collateral TS level, with the Government managing SCI. All classified work will be performed entirely within Government-controlled facilities and systems. The Government will issue a DD Form 254, with the Contracting Officer's Representative responsible for preparation and security review. No polygraphs are required.

Operational and Pricing Terms: Employees are expected to work 0800–1630 with a 30-minute unpaid meal period, with flexible schedules permitted with COR approval. Pricing will be submitted by individual labor category and FTE, with each position having a separate CLIN or sub-CLIN. Monthly payments will be adjusted for vacancies or absences, and contractors will invoice only for hours actually worked. PTO, sick leave, Government closures, and training time treatment is detailed in the solicitation. Travel will not be reimbursed under a separate cost-reimbursable CLIN, and the Government will not provide estimated travel amounts. The 60-day transition period will not be separately priced. The contract is not structured as a 12-month base plus six-month extension under FAR 52.217-8, and there are no separately priced option periods.

Government Support and Performance Evaluation: The Government will provide workstations, monitors, telephones, network accounts, email accounts, and access to NIPRNet, SIPRNet, and other mission systems, with equipment available at performance start. Contractors are not required to provide laptops or mobile devices. Employees may not begin work while CAC or system access is pending, but the Government will provide escorts or temporary access during processing and will not reduce contractor payment for delays in access. Personnel Status (PERSTAT) reports are required every duty day, proposed as solicitated, with reporting required even when all employees are present with no changes. Staffing capability, transition risk, recruiting approach, retention strategy, key personnel qualifications, ability to maintain a cleared replacement pipeline, and subcontractor or recruiting-partner capabilities will be evaluated during proposal assessment.
