About this file
This document is a Questions and Answers file for a federal staffing contract opportunity.
The contract requires a prime contractor with an active TOP SECRET facility security clearance (FCL) before award. All 22 positions must be fully staffed by Day 60 from contract award, though phased staffing is permitted during the initial 60-day transition period with payment beginning as each employee starts. Unfilled positions will result in payment deductions. No incumbent contractor currently performs these services. The Government will not provide detailed education, experience, certification, and specialized skill requirements for each labor category but will identify key personnel designations after award. Resumes will be required for key personnel with proposals. Pricing will be submitted by individual labor category and FTE, with each position having a separate CLIN or sub-CLIN. Monthly payments will be adjusted for vacancies or absences, and contractors will invoice only for hours actually worked. The contract structure is not a 12-month base plus six-month extension; there are no separately priced option periods.
Employees are expected to work 0800–1630 with a 30-minute unpaid meal period and may use flexible schedules with COR approval. The Government will provide workstations, monitors, telephones, network accounts, email accounts, and access to NIPRNet, SIPRNet, and other mission systems, with equipment available at the beginning of employee performance. Employees may not begin work while CAC or system access is pending, though the Government will provide escorts or temporary access during processing. No payment reductions will apply for delays in CAC, network, or facility access. Critical positions—All Source Intelligence Analyst, Contractor Special Security Representative, and Current Operations—require TS/SCI eligibility with active clearances recommended at hire; interim clearances are not acceptable for these roles. The contractor is responsible for managing employee security clearances up to collateral TS, while the Government will manage SCI. Evaluation will be based on Price and Technical Acceptance, with staffing capability, transition risk, recruiting approach, retention strategy, key-personnel qualifications, ability to maintain a cleared replacement pipeline, and subcontractor or recruiting-partner capabilities as evaluation factors.
