About this opportunity

The U.S. Fish and Wildlife Service seeks design-build services for alteration of the Aucilla Tram Road Bridge and water control structure at St. Marks National Wildlife Refuge in Wakulla County, Florida, with quotations due October 16, 2026 at 11:00 AM Eastern Time. This is a Total 100% Small Business Set-Aside, conducted under FAR Parts 13 and 36 using Lowest-Priced Technically Acceptable (LPTA) evaluation. NAICS code 237310 applies with a $45 million size standard; PSC code is Z2LB.

Place of performance is St. Marks National Wildlife Refuge, Wakulla County, Florida. The project requires permanent safe access for refuge personnel to operate water control stop logs from above the existing bridge structure, eliminating current requirements for personnel to crawl beneath the bridge and enter water. Design-build services include field verification, structural evaluation, permitting, design (with milestones at 35%, 65%, 95%, and 100% completion), and construction. The design must replace timber stop logs with heavy-duty aluminum components, install corrosion-resistant guides and retention systems (aluminum logs with ASTM 316 stainless steel guides and appurtenances), replace bridge guardrails meeting AASHTO MASH Test Level 2 standards, and accommodate a 96-inch-wide government truck. The existing concrete water control structure, bridge structure, and deck must remain in place; minor cutting, drilling, and anchorage work is permitted. Design work must be performed by a Florida-licensed structural engineer. Performance period is 460 calendar days from notice to proceed (11/02/2026 to 02/15/2028): 190 days for design completion, 270 days for construction completion. The contract is firm-fixed-price. Quotations must include eight line items covering permitting, geotechnical investigation (if required), topographic survey (if required), design phases, and construction services with detailed cost breakdowns. Davis-Bacon wage rates apply. Performance bonds, payment bonds, and liability insurance of $1,000,000 per person, $2,000,000 per occurrence, and $500,000 property damage are required. Questions deadline was September 25, 2026; government responses were provided October 7, 2026.
