About this file
This is a Statement of Work (SOW) for Design-Build Services for the Aucilla Tram Road Bridge and Water Control Structure (WCS) Access Improvements at St. Marks National Wildlife Refuge in Florida. The U.S. Fish and Wildlife Service (USFWS) seeks a design-builder to provide permanent, safe access to stop-log boards and water control retaining devices; replace existing stop-log boards and retention components; alter the cantilevered bridge deck and/or extend the WCS operating face as necessary; and replace deficient bridge rail and traffic-safety features. The current configuration requires personnel to crawl beneath the bridge and enter water to operate the boards, creating safety hazards including exposure to flow and alligators.
The design-builder must provide all professional and construction services including field verification, structural evaluation, nondestructive investigation, design, technical specifications, construction cost and schedule estimates, permit support, fabrication, installation, testing, training, and closeout. The contract is firm-fixed-price, with design milestones requiring 35% schematic design submittal within 60 calendar days of design notice to proceed (NTP), 65% design development submittal within 120 days, 95% construction documents within 160 days, and 100% final documents within 190 days. Construction must achieve substantial completion within 240 calendar days and final completion within 270 days after construction NTP. The design must accommodate a 96-inch-wide government truck, replace timber stop-logs with heavy-duty aluminum suitable for brackish water, implement a positive corrosion-resistant retention system operable from above, and replace bridge guardrails with low-maintenance corrosion-resistant systems. The solution must enable operation by two trained refuge employees without water entry, crawling beneath the bridge, or reliance on portable equipment requiring recurring transport and assembly. The design-builder is responsible for obtaining permits and environmental compliance, maintaining structural integrity of existing bridge and WCS concrete, and conducting an operational demonstration verifying all stop-log boards and retaining devices can be released, removed, installed, and secured from above using furnished tools or permanent lifting assistance.

STATEMENT OF WORK for
DESIGN-BUILD SERVICES for Aucilla Tram Road Bridge and Water Control Structure Access
Improvements at the
St. Marks National Wildlife Refuge, Florida (Approximately 30.14093, -84.13868)
REVISION – SEPTEMBER 3, 2026
1. GENERAL INFORMATION
a. The U.S. Fish and Wildlife Service (USFWS) requests Design-Build Services to:
(1) provide permanent, safe, and practical access from the bridge deck or an integral permanent operating platform to all stop-log boards and retaining devices;
(2) replace the existing stop-log boards and associated retention and lifting components; (3) alter the cantilevered bridge deck and/or extend the water control structure (WCS) operating face as necessary; and (4) replace deficient bridge rail and related traffic-safety features. Specific requirements are listed in Section 5.
b. This project addresses the Aucilla Tram Road Bridge and the existing WCS at St.
Marks National Wildlife Refuge. The WCS controls water levels between two habitat impoundments using removable stop-log boards. The boards are located beneath the north-side bridge-deck overhang and are retained within existing concrete guide slots using small wood wedges. The current configuration requires Refuge personnel to crawl beneath the bridge and enter water to release, remove, install, and secure the boards, creating hazards that include flow and alligator exposure. The completed work shall provide permanent access from above to all stop-log boards and all retaining devices without requiring personnel to enter the water or crawl beneath the bridge. Routine operation shall not depend on transporting, assembling, disassembling, and storing a portable davit, hoist, temporary platform, or similar equipment.
c. Provide all professional and construction services necessary to complete this project, including field verification, structural evaluation, nondestructive investigation as needed, design, technical specifications, construction cost and schedule estimates, permit support, fabrication, installation, testing, training, and closeout. Existing bridge plans, inspection information, and photographs are provided. A full topographic survey and geotechnical investigation are not anticipated unless the selected design requires foundation, substructure, or other subsurface work. Any proposed full survey or geotechnical investigation shall be supported by written technical justification and authorized by the Contracting Officer before performance.

2. DESIGN SERVICES
a. General Requirements
i. The Contractor shall incorporate constructability, site accessibility, worker and public safety, durability, operations and maintenance, environmental and permitting impacts, economy of scale, life-cycle cost, and budget requirements into the design. The completed solution shall be permanent, straightforward to operate, low-maintenance, and capable of routine operation by no more than two trained Refuge employees. It shall provide access to every stop-log board and its retaining device. Permanently installed or integral manual lifting assistance may be used. Primary reliance on portable equipment requiring recurring transport, assembly, disassembly, or off-site storage is not acceptable unless specifically approved in writing by the Government after the Contractor demonstrates that the approach provides an operationally superior, lower-maintenance solution. Maintain the structural integrity and load-carrying capacity of the existing bridge and WCS. Wildlife and habitat protection, both during and after construction, shall be a design factor.
ii. Basis of Design: Design in accordance with all applicable Federal, State, and Local codes and regulations (latest edition at the time of contract award) with the following establishing the minimum requirements:
iii. Key Personnel: The key personnel specified in this contract are essential to work performance. At least 30 days prior to the Contractor voluntarily diverting any of the specified individuals to other programs or contracts the Contractor shall notify the Contracting Officer and shall submit a justification for the diversion or replacement and a request to replace the individual. The request must identify the proposed replacement and provide an explanation of how the replacement's skills, experience, and credentials meet or exceed the requirements of the contract. If the employee of the Contractor is terminated for cause or separates from the contractor voluntarily with less than thirty days’ notice, the Contractor shall provide the maximum notice practicable under the circumstances. The Contractor shall not divert, replace, or announce any such change to key personnel without the written consent of the Contracting Officer. The contract will be modified to add or delete key personnel as necessary to reflect the agreement of the parties.
iv. Site/Topographic Survey: Existing plans and inspection information shall be used as the design baseline, supplemented by field measurements sufficient to verify bridge-deck geometry, WCS geometry, guardrail locations, and site access. A full topographic survey is not anticipated. If the selected design requires a survey, the Contractor shall submit written technical justification and obtain Contracting Officer authorization before performing it. Any required survey shall be prepared by a Registered Land Surveyor licensed in Florida, incorporated into the drawings as an Existing Conditions sheet, and included with the 35% Documents.
v. Geotechnical Investigation: A geotechnical investigation is not anticipated because the project is intended to retain the existing bridge foundations, substructure, and WCS concrete structure. If the selected design
Aucilla Tram Road Bridge / WCS Access Improvements 3 of 19 introduces new foundations, changes foundation loading, or otherwise requires subsurface data, the Contractor shall submit written technical justification and obtain Contracting Officer authorization before performing the investigation. Any authorized investigation shall be performed by an independent testing laboratory, and the report shall be prepared and sealed by a Registered Geotechnical Engineer licensed in Florida and included with the 35% Documents.
vi. Existing Conditions Verification and Nondestructive Investigation: Before the 35% submittal, field-verify the bridge-deck thickness and overhang, exterior tee-beam location, guardrail anchorage, WCS geometry, number and dimensions of all stop-log boards, concrete guide-slot geometry, wood-wedge locations, and operating clearances. Use ground-penetrating radar, a cover meter, or other appropriate nondestructive methods wherever deck cutting, drilling, coring, or new anchorage is proposed. Do not rely solely on nominal dimensions.
vii. Buried electrical-power and internet lines are known to exist within the Lighthouse Road right-of-way; exact locations are unknown. The Design- Builder shall verify utility locations before excavation, drilling, anchoring, or other potentially conflicting work.
viii. Operational Design Basis: The design shall address both required operating functions: (1) releasing and re-securing the stop-log retaining devices, and (2) removing, installing, and manipulating every stop-log board. The design shall account for board binding due to debris, marine growth, sediment, or differential water pressure and shall provide safe mechanical advantages where needed.
ix. Drawing Standards:
1. Furnish full, complete, accurate and coordinated architectural, civil engineering, structural engineering, mechanical engineering, electrical engineering, and landscape architectural working drawings and schedules.
2. All drawings shall be prepared using an AutoCAD software product capable of providing electronic files in .dwg and .pdf formats. 5. SPECIFIC PROJECT REQUIREMENTS
a. Project Work site is accessible from existing public access roads. A staging area approximately 40 feet wide by 500 feet long is available inside the locked gate, extending along the roadway centerline. Use of the area shall be coordinated with the Refuge Manager.
b. If a benchmark is needed, the benchmark that shall be used for vertical control on this project shall be located and identified or created by the Design-Builder during the design phase. FWS has no knowledge of local benchmarks for elevation control.
c. The following are minimum base design and performance requirements. The Design-Builder retains responsibility for means, methods, and final engineering details, but the completed work shall satisfy every design, operational, and performance requirement below:
i. Codes and Standards: Specifications and design shall comply with current Florida Department of Transportation (FDOT).
Aucilla Tram Road Bridge / WCS Access Improvements 16 of 19
ii. Bridge Structural System: Maintain sufficient clear width between bridge rails to accommodate a 96-inch-wide, one-ton dual-wheel Government truck, including required mirror clearance. The existing clear bridge width shall not be reduced by more than 12 inches. Localized deck cutting, notching, coring, drilling, anchorage, or edge reconstruction may be performed only as detailed and sealed by a Florida-licensed structural engineer. Deck modification (if needed) should be limited to the north-side cantilevered overhang outside the exterior tee-beam stem wherever practicable. Do not cut or alter a tee-beam stem, primary girder, pier, abutment, or primary reinforcing steel without specific Government approval.
iii. Water Control Structure: Maintain the structural integrity of the existing WCS concrete. The existing timber stop logs, wood wedges, guide hardware, and related appurtenances may be removed or modified as required for the proposed design. New guide channels, guide extensions, sill components, frames, brackets, anchors, retention components, and related hardware shall be fabricated from corrosion-resistant materials suitable for repeated brackish-water exposure, and shall consist of heavy-duty aluminum, Type 316 or 316L stainless steel, or a compatible combination thereof. Where dissimilar metals are used, provide suitable nonconductive isolation to minimize galvanic corrosion. New guide channels, guide extensions, sill components, frames, brackets, and anchors may be attached to the existing concrete when supported by sealed structural calculations and details.
iv. Permanent Access Concept: Provide one permanent, integrated solution that gives direct operational access to all stop-log boards and retaining devices. Acceptable concepts include the following, individually or in a coordinated hybrid:
1. Localized modification of the north-side cantilevered deck overhang, with a reconstructed edge, permanent opening or removable/hinged cover or grating, and guardrail arrangement that preserves safe vehicle and personnel use.
2. Extension or replacement of the WCS stop-log guides and operating face beyond the bridge overhang using a new corrosion-resistant frame, guides, sill, and retaining system fabricated from heavy-duty aluminum, Type 316 or 316L stainless steel, or a compatible combination thereof, and accessible from above..
3. A hybrid combining limited deck modification with new or extended WCS guides and top-operated retention hardware.
v. Stop-Log Boards and Retention System:
1. Replace all existing timber stop-log boards with fabricated heavy-duty aluminum stop logs suitable for repeated exposure to brackish water. Provide corrosion-resistant lifting hardware, replaceable seals where required, and dimensions compatible with the final guide system and required water-level control increments.
2. Replace the existing wood wedges with a positive, corrosion-resistant retention system operable from above. Acceptable
Aucilla Tram Road Bridge / WCS Access Improvements 17 of 19 mechanisms may include manufacturer-standard keeper bars, compression bars, jack screws, cams, clamps, or equivalent devices. The permanent system shall not require hammering wedges from beneath the bridge.
3. Provide integral lifting or attachment points on each stop log.
Simple hand-operated tools, including lifting hooks, bars, are acceptable, provided they are corrosion-resistant, simple to maintain, and do not require recurring transport and assembly for routine operation.
4. Preserve the existing water-level-management function, board elevation increments, and ability to control flow in either direction.
Do not reduce the clear hydraulic opening or change the control elevation without Government approval.
vi. Operational Performance Requirements:
1. Provide access from the bridge deck or a permanent integral platform to release, inspect, lift, lower, reinstall, and secure every stop-log board and retaining device.
2. Permit routine operation by no more than two trained Refuge employees without entering the water, crawling beneath the bridge, or standing on temporary platforms.
3. Do not use a portable davit, portable crane, or similar system requiring repeated transport, erection, rigging, disassembly, and off-site storage as the primary operating method. FWS uses simple stop-log lifting tools to remove boards.
4. Reduce operator bending and manual force and provide safe hand placement, fall protection, and clear working space. Provide lockable security features to prevent public tampering.
vii. Guardrail and Traffic-Safety Improvements:
1. Replace the bridge-mounted guardrail system on both sides with a low-maintenance, durable, and corrosion-resistant system. All exposed steel components, including rails, posts, base plates, brackets, anchors, fasteners, and miscellaneous hardware, shall be hot-dip galvanized or provided with an approved equivalent corrosion-resistant finish suitable for the coastal environment.
Evaluate and address bridge rail, transitions, approach rail, and end treatments identified in the 2023 Bridge Inspection Report as not meeting current FWS new-rail guidelines, in accordance with applicable FDOT and FWS criteria for this low-volume refuge road. Coordinate the north-side rail, curb, posts, anchorage, covers, grating, and access openings so the completed system provides safe vehicle containment and unrestricted operation of all stop logs. Where dissimilar metals are used, provide suitable isolation to prevent galvanic corrosion
2. Install two OM-3L and two OM-3R object markers, one at each bridge corner, and correct the guardrail deficiencies identified in
Aucilla Tram Road Bridge / WCS Access Improvements 18 of 19 the 2023 Bridge Inspection Report (Attachment C) and any additional deficiencies confirmed during design.
viii. Trim vegetation obstructing the west-approach load-limit sign.
ix. Scour-protection repairs identified in the 2023 Bridge Inspection Report are not included in this project.
x. Investigation and Design Verification:
1. Use existing 1999 bridge plans, the 2023 Bridge Inspection Report, Government-furnished photographs, and field measurements. Verify all critical dimensions, reinforcement locations, anchor locations, stop-log quantities, guide geometry, and operating clearances before final design.
2. A full topographic survey and geotechnical investigation are not anticipated and shall not be included unless technically justified by the selected concept and authorized by the Contracting Officer.
xi. Hydraulic and Environmental Performance:
1. Maintain the existing WCS hydraulic opening, water-level-control function, and flow-reversal capability unless a change is expressly approved. Design new stop logs, guides, frames, seals, and anchors for applicable differential water loads in both flow directions.
2. Refine the design to minimize in-water work, wetland disturbance, turbidity, and permitting burden while meeting all…
