This is a Standard Form 30 Amendment of Solicitation (Amendment 0001, effective 09/08/2026) for solicitation 140FC126Q0044 issued by the U.S. Fish and Wildlife Service (USFWS).

The amendment adds Attachment 12 containing Government responses to vendor questions and confirms that no further answers are anticipated and the question submission deadline has closed. The underlying solicitation seeks firm-fixed-price Design-Build services for the Aucilla Tram Road Bridge Alteration at St. Marks National Wildlife Refuge in Wakulla County, Florida. The project includes professional design, engineering, permitting, and construction services to modify the existing bridge and water control structure (WCS) to provide safe and practical access for refuge personnel to operate WCS stop logs from above the structure. Work encompasses modifications to bridge deck and WCS components, replacement of existing timber stop logs, installation or modification of corrosion-resistant guide channels and retention components, lifting provisions, hardware, and removal and replacement of existing bridge guardrails. The Design-Builder must maintain structural integrity and required functionality of existing structures. The period of performance is 460 calendar days from the contractor's receipt of the first notice to proceed, with contract performance spanning from 11/02/2026 to 02/15/2028. This is a Total 100% Small Business Set-Aside conducted under Simplified Acquisition Procedures (FAR Part 13) and construction procedures (FAR Part 36). The NAICS code is 237310 (Highway, Street, and Bridge Construction) with a $45 million size standard. Award will be made using Lowest-Priced Technically Acceptable (LPTA) methodology to the responsible quoter submitting the lowest-priced quotation determined technically acceptable with fair and reasonable pricing. Performance and payment bonds and liability insurance are required after award. The question deadline was 25 September 2026 at 11:00 AM Eastern Time, with Government responses anticipated on or about 5 October 2026.

This solicitation amendment adds Attachment 12 to include the Government responses to vendor questions. No further answers are anticipated, and the timeline for submitting questions has now ended.

The U.S. Fish and Wildlife Service (USFWS) seeks firm-fixed-price Design-Build services for the Aucilla Tram Road Bridge Alteration at

St. Marks National Wildlife Refuge in Wakulla

County, Florida. The project generally consists of the professional design, engineering, permitting, and construction services necessary to modify the existing bridge and water control structure (WCS) to provide Refuge personnel with safe and practical access to operate the

WCS stop logs from above the structure. The work includes modifications to the bridge deck and/or WCS components as necessary for the approved design; replacement of the existing timber stop logs; installation or modification of corrosion-resistant guide channels, retention components, lifting provisions, and associated hardware; and removal and replacement of the existing bridge guardrails and related components. The Design-Builder shall maintain the structural integrity and required functionality of the existing bridge and WCS and perform all work in accordance with the Statement of Work and other solicitation requirements.

The period of performance is 460 calendar days after the date the contractor receives the first notice to proceed to complete all work.

This acquisition is a Total 100% Small Business

Set-Aside and will be conducted using

Simplified Acquisition Procedures in accordance with FAR Part 13 and construction procedures under FAR Part 36. The contract type will be

Firm-Fixed-Price completion.

This Design-Build acquisition will be conducted using a single-phase approach and evaluated using a Lowest-Priced Technically Acceptable

(LPTA) methodology. Award will be made to the responsible quoter submitting the lowest-priced quotation that is determined technically acceptable and whose price is determined fair and reasonable. No tradeoffs will be made for technical features or enhancements exceeding the minimum requirements of the solicitation.

Quoters are therefore encouraged to provide their best and lowest price for a technically acceptable solution that fully satisfies the

Government's minimum requirements.

Liability insurance as well as performance and payment bonds will be required after award;

therefore, offerors shall include all associated costs in their quotation. See FAR

52.228-15 and DIAR 1452.228-70. A bid guarantee, however, is NOT required.

The deadline for submission of questions is 25

September 2026 at 11:00 AM Eastern Time.

Government responses to timely submitted questions are currently anticipated on or about

5 October 2026, subject to Government system availability. As further described in Section

L.1.3, anticipated Department of the Interior system maintenance may delay the Government's ability to post responses and solicitation amendments. A longer solicitation response period has therefore been provided to account for the anticipated system outage and to provide quoters adequate time to review the

Government's responses before submitting quotations. The quotation submission deadline may be shortened or extended by solicitation amendment, as appropriate, based on system availability and the timing of the Government's responses to questions.

Prospective offerors are strongly encouraged to attend the organized site visit (see Section L, L.1.0). For any questions regarding this solicitation or to submit formal inquiries, contact Adam Graham, Contract Specialist, at adam_graham@ios.doi.gov.
